Missing Person Clifron Sigman of Carter County Still Missing

Tuesday night, dozens of people are expected to attend a candlelight vigil for a Carter County man missing for more than a month.  Leigh Searcy caught up with Clifton Sigman’s mother.

She is haunted by the last time she heard his voice.

Clifton Sigman disappeared in December of 2014. There’s still no sign of him, and it’s not because of lack of looking. His community has searched the hills and valley’s of Carter County trying to find any hint of what happened to him.  Leigh Searcy asked Sabrina Sigman, Clifton’s mother, if she thinks he’s still alive.  She said that she didn’t think so, but that she hasn’t given up hope.

Clifton was last seen the night of Dec. 2 at his mother’s home.  He exchanged words with his brother, then went for a walk down Stump Run Road to cool off.  Some of his belongings were found on a nearby property.  Sabrina Sigman played the mysterious last voice mail she received from her son later that night.

Hey, hey, you all awake? Hey…(unintelligible) calling me back. I got a ride,” was all this worried mother heard.

And, it’s still a mystery.  She doesn’t know who he was with or what happened to him.  She wishes whoever knows where he is would come forward with that information.

Until then, Sabrina is going to pray and is asking the community to do the same.

Private Detective: Foster and Adoption Agency Burglarized

A Lexington foster and adoption agency on Darby Creek Drive is clearly marked by a sign out front and decals on the door, which makes this Crime Stoppers story so tough to tell.  The victims of this crime are children and the organization that tries to help find them families.

There’s no surveillance video.  This criminal was not caught on camera.  What Crime Stoppers dose have is the staff at NECCO, heartbroken over what the thief took from them.  Officials tell us that a big screen was taken along with a Nintendo Wii gaming console.  They also took a tablet.

Some may think these are ordinary, everyday items, but to the families who depend on NECCO for their services, it’s a huge loss.

The agency pairs foster kids with potential parents and the electronics help ease the tension of those first few meetings between the two.  They act as icebreakers and can help calm the nerves of a stressful situation.  And now they’re gone.

One of the investigators commented on just how difficult a case like this is. He says “it pulls on your heartstrings because you understand the work that’s being done there, but what you can’t understand is why somebody would want to victimize a company like this, or the kids.”

Police are reaching out to the public to find the person responsible, and maybe get these items returned to the place where they are invaluable.

Missing Person Facebook to Reveal Amber Alert Notification System

Facebook is announcing that they are teaming up with The National Center for Missing and Exploited Children to help find missing children by revolutionizing the way AMBER Alerts are delivered. Facebook’s new distribution system will send AMBER Alerts to people’s News Feeds if they are in the designated search area after a child has been abducted.
 

This system is unique because alerts will only be shown to people who are most likely in a position to help – those directly within the designated search area. The alert will include important details about the child such as a photo, description, location of the abduction, and any other available information that can be provided to the public to aid in the search. People will also have a direct link to the most up-to-date information about the case and, importantly, will be able to share the alert with friends – a feature no other system offers.

The chances of finding a missing child increase when more people are on the lookout – especially in the first few hours. The goal of the AMBER Alert program is to quickly galvanize the entire community in the search and recovery of a missing child. Facebook will complement existing alert systems by helping to reach more people in the targeted search area and encourage them to spread the word by sharing the National Center for Missing and Exploited Children’s poster with their friends.

People have already been using Facebook on their own to help find missing children; Last year, an 11-year-old girl was safely recovered after a South Carolina motel employee recognized a photo of the girl in a Facebook post about the AMBER alert that had been issued. The woman called the police, and the child was found unharmed. It is amazing word-of-mouth efforts like this that inspired Facebook to develop a more systematic way to help find missing children.

Fraud Investigation University Employee Payroll Scam

University employees are receiving fraudulent e-mails indicating a change in their human resource status. The e-mail contains a link directing the employee to login to their human resources website to identify this change. The website provided appears very similar to the legitimate site in an effort to steal the employee’s credentials. Once the employee enters his/her login information, the scammer takes that information and signs into the employee’s official human resources account to change the employee’s direct deposit information. This redirects the employee’s paycheck to the bank account of another individual involved in the scam.

Consequences of this Scam:

  • The employee’s paycheck can be stolen.
  • The money may not be returned in full to the employee.
  • The scammers can take the employee’s log-in credentials and attempt to log into other accounts that belong to the employee.

Tips on how to Protect Yourself from this Scam:

  • Look for poor use of the English language in e-mails such as incorrect grammar, capitalization, and tenses. Many of the scammers who send these messages are not native English speakers.
  • Roll your cursor over the links received via e-mail and look for inconsistencies. If it is not the website the e-mail claims to be directing you to then the link is to a fraudulent site.
  • Never provide credentials of any sort via e-mail. This includes after clicking on links sent via e-mail. Always go to an official website rather than from a link sent to you via e-mail.
  • Contact your personnel department if you receive suspicious e-mail.

Fraud Investigation FBI Warns of Fictitious Work From Home Scam

College students across the United States have been targeted to participate in work-from-home scams. Students have been receiving e-mails to their school accounts recruiting them for payroll and/or human resource positions with fictitious companies. The “position” simply requires the student to provide his/her bank account number to receive a deposit and then transfer a portion of the funds to another bank account. Unbeknownst to the student, the other account is involved in the scam that the student has now helped perpetrate. The funds the student receives and is directed elsewhere have been stolen by cyber criminals. Participating in the scam is a crime and could lead to the student’s bank account being closed due to fraudulent activity or federal charges.

Here’s how the scam works:

  • The student is asked to provide his/her bank account credentials under the guise of setting up direct deposit for his/her pay.
  • The scammers will add the student’s bank account to a victim employee’s direct deposit information to redirect the victim’s payroll deposit to the student’s account.
  • The student will receive the payroll deposit from the victim’s employer in the victim’s name.
  • The student will be directed to withdraw funds from the account and send a portion of the deposit, via wire transfer, to other individuals involved in the scam.

Consequences of Participating in the Scam:

  • The student’s bank account will be identified by law enforcement as being involved in the fraud.
  • The victim employee has his/her pay stolen by the scammers utilizing the student’s bank account.
  • Without the student’s participation, the scam could not be perpetrated, so he/she facilitated the theft of the paycheck.
  • The student could be arrested and prosecuted in federal court. A criminal record will stay with the student for the rest of his/her life and will have to be divulged on future job applications, which could prevent the student from being hired.
  • The student’s bank account may be closed due to fraudulent activity and a report could be filed by the bank.
  • This could adversely affect the student’s credit record.

Tips on how to Protect Yourself from this Scam:

  • If a job offer sounds too good to be true, it probably is.
  • Never accept a job that requires the depositing of funds into your account and wiring them to different accounts.

Cold Case Campbell Co. Inmate Confesses to 2 Cold Case Homicides

Two families say they have closure after a Campbell County inmate confessed to two homicides that remained unsolved for 19 years.

Robert Morgan was sentenced Monday to 60 years in prison – 30 years for each crime – after admitting he killed 41-year-old Jackie Bonner and 60-year-old Vera Harrison in 1996.

Morgan is a convicted sex offender from Dayton, Ky. Guilt, he said guilt was the reason he called CrimeStoppers from jail in July 2014 to confess to the slayings. He officially pleaded guilty five months later in December.

Morgan murdered Vera on Feb. 21, 1996. He told investigators he forced his way into her Dayton, Ky. home, stabbed her twice, strangled her, beat her and dragged her between her dining room and kitchen. Morgan said he killed Jackie in August of 1996 after a drug-fueled argument in the 1100 block of Vineyard Ln. in Melbourne, Ky. Morgan said he and Jackie were both high at the time, and he thought he killed her after their fight. He said he then dumped her body in a well nearby on Gunkel Road in Camp Springs. Jackie was still alive and died in the well, investigators said.

In court Monday, Morgan apologized to the victims’ families.

Jacinta Bonner, Jackie’s daughter, said her family is at peace knowing Morgan has faced justice for his crimes and was thankful he admitted to the crime.

“He did not have to tell us that he did it,” Jacinta said. “If he hadn’t, we’d still be the family watching these cold case shows, asking, ‘What if they looked into my mother’s case?'”

Jacinta directly thanked and forgave Morgan while addressing him in court.

Clinton Harrison, Vera’s son, wasn’t as open to granting Morgan pardon. He said he would never thank the killer for anything.

“I never will be able to forgive him,” Harrison said. “I know I’ll never forget.”

Wrongful Death Woman’s Body Found Stuffed in Air Mattress

A former Chicago man was ordered held without bail Saturday on charges he killed a woman in 2013, then stuffed her body in an air mattress at his apartment in Pilsen, then fled to California.

Faramarz Bakhshi, 23, of Delano, Calif., is charged with first-degree murder and concealment of a homicide in the death of 29-year-old Michelle Manalansan.

Bakhshi was sought for questioning shortly after Manalansan’s decomposed body was found by his former roommate on March 17, 2013, at the apartment they’d shared in the 1400 block of West Cullerton, authorities said.

Manalansan, a Harold Washington College student, had been missing since Feb. 9, 2013.

Bakhshi is accused of killing Manalansan by striking her in the head and leaving her body in his bedroom.

A downstairs neighbor reported hearing “running and then a slamming on the ground,” Assistant State’s Attorney Robert Mack said in court Saturday.

Two days after the killing, a cleaning company went to Manalansan’s apartment in the 300 block of East South Water Street, and Bakhshi would not let them in, authorities said.

That night, someone saw Bakhshi leave Manalansan’s building with her dog, according to Mack, who said Bakhshi latery dropped the dog off with his sister. Mack said she bought her brother a train ticket to California on Feb. 15, 2013, so he could move there to live with their mother and that Bakhshi told his mother that Manalansan died of an overdose.

Bakhshi’s roommate discovered the decomposed body when he started to clean Bakhshi’s room “because he couldn’t stand the smell any longer,” Mack said.

He said that months after Manalansan’s death, Bakhshi posted on Facebook, “It’s only murder if they find the body; otherwise it’s a missing person. Just a thought…”

Bakhshi, a Loyola Academy graduate who attended more than two years at the University of Chicago, was convicted of two burglaries in California in 2014 and 2011, Mack said.

Pedophile Tracking Child Sex Predator Arrested in Laforuche Parish, LA

A Lafourche Parish man has been arrested on 150 counts of pornography involving juveniles with additional molestation charges pending, announced Attorney General Buddy Caldwell.

19-year-old Darion Veal, of 119 Blue Ridge Drive, was arrested Wednesday as part of a joint investigation involving the Attorney General’s Cyber Crime Unit, Terrebonne Parish Sheriff’s Office, Lafourche Parish Sheriff’s Office, and Homeland Security Investigations.

While executing the search warrant for child pornography, investigators discovered evidence of possible molestation of juveniles. Additional charges relating to the molestation offenses are pending. Veal was booked into the Lafourche Parish Jail.

Veal is charged with violating a state law forbidding a person to produce, distribute, possess, or possess with the intent to distribute pornography involving juveniles. If convicted as charged, he faces up to 20 years in prison on each count of child pornography.

Attorney General Caldwell said, “Cases like this represent the very real threats that our children are facing online each and every day. We are currently working to track down potential victims in this case.” Caldwell added, “We will continue utilizing the best technological resources available to locate child predators and hold them accountable.”

The Attorney General’s Cyber Crime Unit is asking for anyone who may have additional information regarding Darion Veal to call 1-800-256-4506.

Pedophile Tracking McLennan County, TX Man Indicted on 15 Counts

Erlis Joseph Chaisson was named Wednesday in a 15-count indictment charging him with aggravated sexual assault of a child and indecency with a child by contact.

Chaisson, 45, was free on $125,000 bond, online McLennan County Jail records showed.

The indictment includes five counts of aggravated sexual assault of a child and 10 counts of indecency with a child by contact.

Chaisson was arrested Sept. 16, 2014.

Affidavits issued in connection with the case show a 25-year-old woman reported to McLennan County Sheriff’s deputies that beginning at age 8, a man whom she knew began sexually abusing her and that abuse continued until she was 12.

Arrest affidavits show the assaults began in June, 2000.

The affidavits also show the victim met with the suspect on Sept. 2, 2014, and had a conversation with him, which was secretly recorded, during which the suspect admitted to the sexual contact.

Private Detective: Husband and Wife Shot During Domestic Dispute

The Laurel County Sheriff’s Department is investigating a shooting that involved two people Monday night. It happened on Edgewater Road, approximately 12 miles South of London at around 9 p.m.

According to investigators a domestic argument occurred between a husband and wife, 67-year old Junior Cornett and Beverly Cornett.

Deputies said Junior was intoxicated and somehow a scuffle took place between the couple over a 22 caliber pistol. Investigators said both Junior and Beverly were somehow shot during the scuffle.

The couple were each transported by Ambulance Inc. of Laurel County to Baptist Healthcare hospital and Corbin for treatment. Deputies said charges are pending further investigation.

Deputies said while officers were on the scene investigating, Junior Cornett’s brother Ronnie Cornett came to the scene and allegedly attempted to interfere with the investigation. He was arrested and charged with interfering with a governmental investigation, second-degree disorderly conduct, and resisting arrest. He is now in the Laurel County Detention Center.
