Missing Person Pawell Cepeda of Calera, AL

Family members of a Calera man said he disappeared Sunday and they are desperately trying to find him.

Pawell Cepeda, 24, was last seen by his sister at 11 a.m. in Atlanta on Sunday. He returned to Shelby County, but his family hasn’t seen or heard from him since.

When his mother went to his home Sunday afternoon, all of his belongings were there including two cars and a motorcycle, his wallet, cell phone, and laptop. His sister, Yohanna Polanco, said his bank accounts haven’t been used.

“How can someone just leave and not take anything with them?” she told AL.com. “I just feel like something isn’t right.”

Cepeda moved to Calera from Atlanta about four months ago, Polanco said.

Family members said they filed a missing person’s report with the Calera Police Department on Monday. Repeated efforts to reach Calera police for comment were unsuccessful.

Polanco asks that anyone with information on her brother’s whereabouts call Calera police at 205-668-3505 or her at 404-998-3115.

Pedophile Tracking Alamance County, NC Charged

Deputies arrested a 73-year-old Liberty man for sex offenses involving a child Monday.

William Roger Overman, of Way Road, is charged with one count of felony first-degree rape of a child, two counts of felony first-degree statutory sex offense of a child, and one count of felony indecent liberties with a child.

Deputies say the investigation started after a report filed by the victim’s family in October. The alleged sex offenses date back to 2002 and went on for several years, according to the Sheriff’s office.

Deputies arrested Overman at his house Monday and placed him in the Alamance County jail. He’s being held under a $400,000 secured bond.

Overman’s first court appearance is scheduled for Tuesday at 2 p.m.

Deputies say there could be more victims. As investigators continue to look into this case, more charges could be on the way.

Private Detective: Woman Reportedly Attacked On Berea College Campus

Berea College officials issued a safety alert after reports that a female student was attacked and threatened on campus Monday night.

According to the Public Safety release, the student was returning to her dorm at Elizabeth Rogers residence hall around 11 p.m. Monday, when a man approached her at the back door of the building and took her across the parking lot to a dark area near a dumpster.

The man then produced a knife, which had a black handle, and threatened her with assault, according to the safety alert. He then ran from the area toward Chestnut Street without taking anything or harming the victim.

Officials say the woman told them the man spoke in a gruff or scratchy voice. He was described by her as a while man wearing black shoes, a black pullover sweatshirt and a ski-mask.

Officials say they have increased police presence in the are of the incident.

Private Detective: Lexington Police Make Arrest In Shooting Investigation

Lexington police have made an arrest in a shooting investigation.

Officers arrested Kreisler Charles, 19, Monday. He was wanted in connection with a shooting in the Winburn area last month.

Police responded to a shots fired call around 10:45 p.m. on Oct. 17. Shortly after arriving at the scene, officers located a man suffering from a gunshot wound to the leg. While police were on the way to UK Hospital, a woman walked into the ER claiming she was shot in a related incident.

According to court documents, the victim told investigators he was at the apartment of Jeffery Adams’ sister paying respects after Adams was shot to death earlier in the day when a fight broke out in the parking lot. Investigators say the victim went outside to see what was happening and saw his brother fighting with another man. The victim tried to break up the fight and ended up scuffling with that other man.

According to court documents, a friend of the man fighting with the victim started shooting, and a bullet struck the victim in the hip. Police say the victim said he knew the shooter only as “Krazytune.” Investigators say they located a Facebook page belonging to Krazytune and ultimately identified him as Charles.

Police have charged Charles with assault.

Private Detective: Arrest Made In Train Vs. Vehicle Crash

Investigators have arrested a man they say was driving an SUV on some train tracks in Berea last month, when the vehicle got stuck and was eventually hit by a train.

Deputies say Dustin Allen was in an SUV with his girlfriend when the two noticed the train coming and got out of the vehicle.

“He was actually driving down the track for whatever reason,” said Lt. Michael Marcum Madison County Sheriff’s Office.

Allen, then, ran from the scene, investigators say, leaving his passenger behind.

But police in Wayne County caught Allen the day before Halloween. In addition to wanton endangerment and criminal mischief charges, deputies say Allen was driving on the tracks with a suspended license.

According to Allen’s arrest warrant, the SUV will need $5,000 in repairs. Neighbors in the area say they’re glad to hear it’s only monetary loss and not a loss of life.

LEX 18 reached out to ask Allen why he allegedly drove the car down the railroad tracks, but he didn’t want to speak with us.

Wrongful Death Murder Victim’s Family Sues City of Lexington

The family of a man who was murdered and dumped in the Kentucky River, is suing the city of Lexington.

According to the lawsuit that was filed on Monday, Alex Johnson’s family said the 911 call takers failed to do their job when witnesses saw Johnson being beaten and called for help.

“We miss him every day, every minute of every day,” said Alex’s mother, Judy Johnson.

For these parents, the pain of losing their son weighs heavier every moment they’re left wondering why no one came to his rescue.

“We were just devastated thinking that he might have been saved if the proper procedure had been followed,” said Judy.

“We certainly feel like our son would be alive today if they just followed their policy,” added Alex’s father, Lee Johnson.

That’s what they say in the lawsuit about Lexington’s 911 dispatch. The couple filed the suit, less than a year after Alex was taken from his apartment on North Hanover.

In December of 2013 police said Alex was beaten in a car and killed. His body was then stuffed in a barrel and dumped into the Kentucky River.

“On the night that our son was kidnapped and murdered, there were witnesses that called 911 while the event was taking place,” said Judy.

The Johnson’s said their private detective found the witnesses and copies of the 911 calls. The lawsuit cites two different people reporting the assault. However, it said the call wasn’t dispatched to police as a crime “in progress,” which could have lead to a faster police response. The suit also claims the call takers failed to stay on the line with the callers until police arrived.

“The 911 call takers thought it was a joke. They didn’t do anything,” said Lee.

“As far as we know, police were not dispatched to the scene,” said Judy.

The family said the lawsuit is not because of money, they instead want to make sure call-takers uphold a safety standard. They said they are asking the city to make sure no one else has to feel their pain.

“There is no way we can bring our son back, the only thing we can do is hope nobody else has to go through what we have been through,” said Lee

The Johnson family said they have reached out to the city of Lexington asking to sit down and talk about the case, however they said they have received little to no response.

On Monday LEX 18 News reached out to the city of Lexington for their side of the story, however they said they could not comment on current lawsuits.

When it comes to the criminal case of Alex Johnson’s death, both Robert Taylor and Timothy Ballard have been arrested. They are set to stand trial next October.

Private Detective: Man Found Driving With Dead Body in Passenger Seat

A 37-year-old man is now in the Larue County jail after state police say he was driving around with a dead woman in the passenger seat of his car.

Louisville television station WDRB reports that Lebanon Junction police stopped Jason R. Davis early Saturday morning. Davis told an officer that the woman in the passenger seat of his vehicle was dead, say officials.

Davis allegedly admitted that he had met the victim in Larue County and they had used methamphetamines just minutes before the victim became violently ill.

Investigators say she had been dead for several hours before the traffic stop.

Fraud Investigation IC3 Scam Alerts Nov. 3rd

E-ZPASS SPAM CAMPAIGN

The IC3 has received reports of a phishing scam involving E-ZPass. The E-ZPass group is an association of 26 toll agencies in 15 states that operate the E-ZPass toll collection program. The IC3 has received more than 560 complaints in which a victim receives an e-mail stating they have not paid their toll bill. The e-mail gives instructions to download the invoice by using the link provided, but the link is actually a .zip file that contains an executable with location aware malware. Some of the command and control server locations are associated with the ASProx botnet, which has previously disseminated other spam imitating major retail stores. It does not appear the E-ZPass e-mails actually attempt to entice recipients to pay anything. Rather, the infected machines are reportedly used for advertising click-fraud.

FAKE BREACH DATA SOLD FOR BITCOIN

The IC3 and partners have identified a recent trend which occurs shortly after a high-profile organization suffers a data breach. Along with the normal phishing attacks expected from a high-profile breach, false advertisements offering the “full leaked database” of compromised account credentials for sale have also appeared on various dump sites. Advertised pricing has ranged anywhere from 0.5 – 1.453 Bitcoins, and other virtual currencies are sometimes also accepted. Each advertisement usually includes a small sampling of compromised credentials reported to be from the breach, but further analysis of the sampling indicates the records are invalid.

Private Detective: US Attorneys Announce Appointment of District Election Officers

United States Attorneys Kerry B. Harvey and David J. Hale announced the appointment of Assistant United States Attorneys to serve as District Election Officers in connection with the Justice Department’s nationwide Election Day Program for the upcoming November 4, 2014 general elections.

Assistant United States Attorney Ken Taylor has been appointed to serve as the District Election Officer (DEO) for the Eastern District of Kentucky and Assistant United States Attorney Josh Judd has been appointed to serve as the DEO for the Western District of Kentucky. In that capacity they are each responsible for overseeing their Districts’ handling of complaints of election fraud and voting rights abuses in consultation with Justice Department Headquarters in Washington.

“Every citizen has a right to vote without interference or discrimination and to have that vote counted in a fairly conducted election,” stated Kerry B. Harvey, United States Attorney for the Eastern District of Kentucky. “The Department of Justice will act promptly and aggressively to protect the integrity of the election process.”

“Ensuring free and fair elections depends in large part on the cooperation of the American electorate,” stated David J. Hale, United States Attorney for the Western District of Kentucky. “It is imperative that those who have specific information about discrimination or election fraud make that information available immediately to my Office, the FBI, or the Civil Rights Division of the Justice Department.”

The Department of Justice has an important role in deterring election fraud and discrimination at the polls, and combating these violations whenever and wherever they occur. The Department’s long-standing Election Day Program furthers these goals, and also seeks to ensure public confidence in the integrity of the election process by providing local points of contact within the Department for the public to report possible election fraud and voting rights violations while the polls are open on Election Day.

Federal law protects against such crimes as intimidating or bribing voters, buying and selling votes, altering vote tallies, stuffing ballot boxes, and marking ballots for voters against their wishes or without their input. It also contains special protections for the rights of voters and provides that they can vote free from acts that intimidate or harass them. For example, actions of persons designed to interrupt or intimidate voters at polling places by questioning or challenging them, or by photographing or videotaping them, under the pretext that these are actions to uncover illegal voting may violate federal voting rights law. Further, federal law protects the right of voters to mark their own ballot or to be assisted by a person of their choice.

Private Detective: One Arrested, One on the Loose in String of Burglaries

A man who police say is responsible for a string of burglaries in and around Boyle County is finally behind bars. But there’s still one more man connected, who police say has an extensive criminal record, on the loose.

This weekend, M’dre Whitehead was taken into custody in Lexington after police found out he was wanted in Boyle County.

For the past few months, deputies in Boyle County say they’ve been stumped, trying to figure out who was responsible for a number of burglaries both in Danville and outside the city. After they responded to a burglary on Upper Salt River Road, their investigation led them to 22-year-old M’dre Whitehead. Tips then led deputies to the home of their second suspect, Travis Whitehead, where they found drugs and a number of the stolen items.

But investigators say there’s still a lot of unknowns.

“At this point, we believe they are random, but there is a little bit of evidence to show they maybe aren’t as random as we thought. So, we’re following up on some of those,” said Derek Robbins with Boyle County Sheriff’s Department.

Deputies say while there are several suspects they believe to be involved in the latest string of burglaries outside of Danville, they say people should feel a lot safer knowing their main suspect is behind bars.

“He was a big part of some of the intrusions into people’s homes, which is a total violation of their privacy and security. So I think they can breathe a little easier knowing that he’s not going to be able to do that, for a little while anyways,” Robbins said.
