Arson Investigation Wayne County Attorney’s Office Fire

Arson investigators are on the scene of a fire at the Wayne County Attorney’s Office and Wayne County Child Support Office.

Firefighters were called out around 4:15 a.m. Thursday.

Kentucky State Police say the County’s Attorneys Office sustained most damage. Both offices are under the same roof.

KSP arson investigators say they are not ready to say the fire was intentionally set. The investigator says he needs to do more interviews before even calling the fire suspicious at this point.

Wayne County Attorney Thomas Simmons says everything inside the building was destroyed, but all files have a backup, so cases are not in jeopardy.

Private Detective, Man Booked On Suspicion Of Kidnapping After Woman Spends 10 Years In Captivity

A woman who vanished as a teenager reappeared a decade later, telling police her mother’s ex-boyfriend drugged and kidnapped her, forced her to marry him and fathered their child.

In August of 2004, a 15-year-old was reported missing to the Santa Ana Police Department by her mother. The mother reported that her daughter went missing along with her cohabitant boyfriend, Isidro Garcia, after a domestic violence incident. At the time, the mother suspected Garcia of sexually abusing her daughter; however she had no evidence to support this belief. On May 20, 2014 the victim, now 25-years-old, disclosed the circumstances of her disappearance to law enforcement.

The victim said in June of 2004, while living with her mother and sisters in Santa Ana, Isidro Garcia began sexually assaulting her. In August of 2004, after Garcia assaulted her mother, Garcia drugged the victim and drove her to a house in Compton.

There, Garcia provided the victim with falsified identity documents and locked her overnight in a garage to prevent the victim from fleeing. Over the course of the following months and years, Garcia repeatedly told the victim her family had given up looking for her, and if she tried to go back to them, the family would be deported. The two moved on several occasions to avoid police detection. Garcia frequently physically and sexually assaulted the victim. Garcia arraigned for the two of them to receive employment at a night cleaning service, so he could keep a close eye on the victim. Even with the opportunity to escape, after years of physical and mental abuse, the victim saw no way out of her situation and lived a life with Garcia under sustained physical and mental abuse. In 2007, Garcia forced the victim into a marriage and in 2012 the two had a child. Recently the victim contacted her sister on Facebook and eventually gained the courage to contact the police.

On May 20, 2014, Isidro Garcia, age 41 of Bell Gardens, was arrested and booked for:

209(b)(1) PC – Kidnap for Rape

288(c)(1) PC – Lewd Act With Minor

273(a) PC – False Imprisonment.

The case has been submitted to the Orange County District Attorney’s Office for filing consideration.

HOW DID IT HAPPEN?

Police say 41-year-old suspect Isidro Garcia was dating the mother of the victim and living with the family in Santa Ana, the urban center of Orange County. When the mother became suspicious Garcia was sexually abusing her daughter, authorities say Garcia assaulted the mother, drugged the teen and fled with her to a house in the Los Angeles suburb of Compton, about 25 miles away.

HOW DID THEY REMAIN CONCEALED FOR A DECADE?

Police say Garcia made elaborate efforts to conceal her name and age. He provided the teenager, who had entered the country illegally, with false identification and used physical and emotional abuse to prevent her from fleeing. The teen was initially confined in a garage, and the couple moved frequently to avoid detection. In 2007 Garcia obtained false identification papers for her from Mexico so they could marry.

DID THEIR LATEST NEIGHBORS NOTICE ANYTHING SUSPICIOUS?

Apparently not, and some were shocked by the news. They knew the suspect as Tomas Medrano and called him a devoted family man who doted on his wife and toddler daughter. The couple attended church and were known for elaborate parties. Next-door neighbor Maria Sanchez said in Spanish that “he treats her like a queen.”

DID SHE TRY TO ESCAPE?

Yes, police say, at least twice, but she was severely beaten.

WHY DIDN’T SHE USE OTHER OPPORTUNITIES TO FLEE?

According to authorities, the victim was new the country, didn’t speak English and saw no way out of her situation as she lived under sustained physical and mental abuse. Medical experts say captor-victim relationships can sometimes involve a “trauma bond” -situations where people ought to leave but do not. Victims become “infantilized, dominated. They end up being attached to the person who dominates them, much like a child,” says psychiatrist Frank Ochberg.

Missing Person Possible Remains Found in Ocala, FL 2010 Missing Person Case

 

The Marion County Sheriff’s Office may have found the remains of a man who has been missing since 2000.

The possible remains of Jerry Chirstilaw were uncovered Wednesday in the backyard of an Ocala home off Southwest 27th Avenue and 89th Place.

Deputies said information was given two months ago concerning Chirstilaw.

They said a preliminary investigation revealed that Chirstilaw died during a domestic dispute and was buried in the backyard where the family previously lived.

A family member of Chirstilaw was able to respond to the location with permission from the new homeowner and show deputies the possible burial site.

Detectives said they’re working to identify the remains and are investigating leads to a person of interest.

Missing Person Milton “Chip” Baker of Huachuca City, AZ

The Huachuca City Police Department is requesting the public’s help in locating a missing person.

Milton “Chip” Baker has been missing since the morning of Tuesday, May 20. His vehicle was reported abandoned in Lower Huachuca City near the Kali Apartments.

Police are concerned for Mr. Baker’s welfare.

Mr. Baker is age 67 and described as a white male, 5 foot 3, 140 pounds with gray-blond hair and blue eyes.

Missing Person Heriberto Estrada of Chicago

Chicago Police are searching for a 14-year-old boy missing from the South Side New City neighborhood.

Heriberto Estrada has been missing since March 22 from his home in the 700 block of West 50th Place, according to a missing person alert from Area Central detectives.

He is described as a 5-foot-7, 160-pound Hispanic boy with black hair, green eyes and a light complexion. He was last seen wearing a black puffy vest, black jogging suit, black gym shoes and a Chicago Bulls cap.

Police said he frequents the Humboldt Park neighborhood and the area of North California and West Haddon avenues.

Private Investigator, Yarelis Rios, On the Run Since 2013

A Lexington woman has been on the run from local and federal authorities for months, accused of living lavishly by stealing hundreds of thousands from others.

Financial crimes detectives were on a first name basis with 28-year old Yarelis Rios – a frequent flyer, police say – who spent a lot of her time in Lexington defrauding others.

In late 2013, when police and federal authorities opened up their biggest case yet, Rios went off the grid.

“At this point, we’re ready to move on the case, get her in custody, so we can continue with prosecution,” said Detective Eric Hobson.

Detectives first got onto her around 2010 when she was the apartment manager at Thoroughbred Crossing Apartments, where they say she’d stolen about $40,000 over the years, keeping a small portion of nearly 200 renters’ monthly rent checks.

“That actually led to another investigation of her house,” Hobson said.

And it was like opening up Pandora’s box, say police, who then found $50,000 in power tools, high-end furniture, luxury cars, clothing, jewelry, flat screen TV’s, and the home itself valued at nearly half a million dollars.

Police say Rios was living large on that $40,000 a year salary. And a file, tucked away nicely in her home office, laid out exactly how she made ends meet.

“She would steal social security numbers, most likely from her tenants, and file false tax returns. And, at points, we determined she was gaining $40,000 a month in these false tax returns.”

Life on the run, isn’t likely as lavish. But police say it’s time for Rios to pay up.

Wrongful Death ManCharged in Connection to 2013 Nicholasville Murder

The Jessamine County Sheriff’s Office has charged a man with murder after a one-year-long investigation into the death of a man found shot inside his home.

46-year-old Barry Stinnett of Nicholasville has been charged with murder in connection to the death of 49-year-old Dale “Monty” Burgess, who was found dead with gunshot wounds in his Nicholasville home on April 5 by a family member.

For months, investigators had very few leads, focusing on any suspicious vehicles that may have been spotted near Elm Fork Road that day, and asking the community to come forward with information.

It’s not clear what led the investigation to Stinnett.

Stinnett is also charged with robbery first degree, possession of a firearm by a convicted felon and persistent felony offender second degree.

He has been indicted by a Jessamine County grand jury and is being held in the Jessamine County Detention Center.

Missing Person New Braunfels, TX Man

The New Braunfels Police Department is looking for a man after he was reported missing on Saturday.

William Abel, 39, was reported missing after he did not show up for his daughter’s wedding in New Braunfels on Saturday, May 17. Earlier in the day New Braunfels police say he was heading to Austin to collect a gambling debt from a person named Ray. Several attempts to reach him on his cell phone were made, but all the calls went straight to voicemail.

Abel is 5’11” and weights 210 pounds with brown hair and brown eyes. Abel was last seen wearing a Green Bay Packers hat, a blue Duck Dynasty T-shirt, blue jean shorts, white socks and brown work boots. Abel has tattoos on his right forearm, right shoulder and back.

Abel’s family says he does not have a medical or mental issue, and he is not taking any type of prescription medication.

Abel drives a maroon 2004 Chevy Silverado extended cab with a silver tool base. Abel has Texas license plates, and his license plate number is BE37645.

Missing Person Teen Girl of Helena, MT

Helena Police is looking for help in locating a missing teenager/runaway.

According to Lieutenant Tim Coleman, 14-year-old Paulina Danielle Roberts was reported as a missing person on Monday. Paulina is 5’6″ tall, 140 pounds, and was last seen wearing a large gray sweatshirt and jeans.

Paulina was also listed as missing on Saturday at the Lewis and Clark County Fairground, but was later located and returned to her guardian.

Wrongful Death Powell County Man Pleads Guilty in Girlfriend’s Shooting Death

The Powell County man who police say shot and killed his girlfriend in 2012 and then called 911 confessing the crime has changed his plea in the case.

66-year-old Ralph Allyn pleaded guilty to a lesser charge of manslaughter in court Wednesday. He was originally charged with murder in the shooting death of his then girlfriend, 64-year-old Barbara Martin, in a home on Lower Cane Creek Road in Stanton. He had pleaded not guilty in September 2012.

Police say Martin was shot twice with a large-caliber handgun inside the home she owned and lived in. Neighbors said the two had been dating for at least a year before the incident.

Allyn was the one who called 911 that Sunday morning on Sept. 23, 2012, after shooting Martin.

Police say Allyn confessed to dispatchers that he had just killed his girlfriend. LEX 18 exclusively obtained a copy of that chilling phone call.

Dispatcher: “Hey, what’s going on over there?”
Caller: “I don’t know.”
Dispatcher: “What…?”
Caller: “…shot my girlfriend.”
Dispatcher: “You what?”
Caller: “I shot my girlfriend.”
Dispatcher: “You shot your girlfriend?”
Caller: “Yes.”

The dispatcher convinced Allyn to go to the door and police say the suspect soon surrendered. He was arrested on scene. It’s unclear why Allyn shot Martin.

The commonwealth recommended that he spend 13 and a half years in prison. Allyn is scheduled to be sentenced June 4.
