Pedophile Tracking Louisville Man Sentenced to 20 Years

A Louisville man who pleaded guilty to violating federal child exploitation laws was sentenced to 20 years in prison this week, followed by 12 years of supervised release.

Marvin D. Monk, 46, pleaded guilty to a two-count indictment returned by a federal grand jury on Oct. 2, 2012. Monk was previously charged in a Sept. 6, 2012 with criminal complaint, according to officials.

Monk admitted he had taken his stepdaughter to Indiana from her home in Louisville. Monk also admitted to engaging in a sexual relationship with the minor and to recording the sexual activity. The Clark County Sheriff’s Department found a video recorder, videotapes, and cellular telephones in the hotel room Monk was staying in Indiana.

According to court records, on Aug. 19, 2012, Monk’s spouse found out that he had been engaging in sexual activities with her minor daughter at their Louisville home, officials said. Monk then moved out of the house into a hotel in Clark County in Indiana, to where he later took the minor with him.

The mother filed a missing person report and also received an Emergency Protection Order (EPO) against Monk in Jefferson County, Ky. The EPO included an order that Monk have no contact with either his wife or the minor stepdaughter.

Two days later, the mother learned that Monk and her daughter were staying at a motel in Clarksville, Ind., where Clark County Sheriff’s deputies found the two and Monk admitted to the crime and was arrested.

Pedophile Tracking Gulfport, Miss. Man Sentenced

A 47-year-old man has been ordered to serve 25 years in prison, day for day, for the sexual battery of an 11-year-old girl.

Roy Lee Jefferson of Gulfport pleaded guilty Monday, admitting he went into the girl’s bedroom and had sex with her in September 2011.

Harrison County District Attorney Joel Smith tells The Sun Herald (http://bit.ly/Kiolgl ) Circuit Judge John Gargiulo sentenced Jefferson to 40 years in prison and suspended 15, leaving 25 to serve without eligibility for early release followed by five years of post-release supervision.

Missing Person Amber Alert for Woonsocket, R.I. Boy

The search for missing six-year-old Daniel Britt went nationwide Wednesday when the police issued an amber alert.

Authorities earlier had been seeking the child, believed to be with his mother, Andria Britt, on a more routine missing-person basis. The alert will now appear on highway bulletin boards around the country.

But Sgt. Matthew Ryan of the Woonsocket police said Wednesday that investigators had received permission from the Family Court to examine Andria Britt’s medical records, and now believe the child might be in danger.

Ryan would not discuss what the records disclosed. He said investigators do not know where the mother and child are. The mother has extensive family ties in Washington state, he said, so she may be there or heading there.

Andria Britt was initially sought for violation of a Family Court order. She is driving Rhode Island registration, 942-649, a 2004 red Ford sedan.

Private Detective Powell Co. Man Arrested for Traveling to Meet Teen for Sex

A Powell County man was arrested Friday after police say he thought he was on his way to meet a teenager for sex.

William S. Hall, 31, of Stanton, Ky., was arrested after an undercover Internet Crimes Against Children investigation. KSP began investigating the case after discovering a posting on a popular website.

Hall was arrested when he left his home in Powell County to Richmond to meet someone he thought was a teenager, to have sex.

Troopers executed a search warrant at Hall’s home on Jan. 11.

KSP says the investigation is ongoing and additional charges are expected.

Hall is currently charged with one count of prohibited use of electronic communication system to procure a minor/peace officer for sex. He was taken to the Madison County Detention Center.

Wrongful Death Lexington Man Pleads Guilty to 2010 Murder

A Lexington man pleaded guilty in connection with a deadly shooting in 2010.

Court officials say Darnell Farrier,33, agreed to serve 38 years for the murder of Jerry Waugh and the assault on Jerrod Vice. Both men were found shot in the head inside a car on Kenton Street in September of 2010.

Police say Vice identified Farrier as the shooter.

Waugh’s family was not happy with the plea deal Farrier was offered in December.

Farrier is scheduled to be sentenced Feb. 21.

Private Detective Former Agriculture Commissioner Sentenced

Former Commissioner of the Kentucky Department of Agriculture Richard Dwight Farmer, Jr. was sentenced today to 27 months in federal prison and one year supervised release for misappropriating public resources during his tenure in office.

U.S. District Judge Gregory Van Tatenhove sentenced Farmer for theft from a program receiving federal funds. In addition to the prison term, Farmer will also be required to pay $120,500 in restitution to the Commonwealth of Kentucky and a special assessment of $200. Judge Van Tatenhove released Farmer on his own recognizance and ordered Farmer to report to prison to begin serving his sentence on March 18, 2014, at 1:00 p.m. At a later date, the Bureau of Prisons will determine to which prison Farmer will report. Farmer will have to serve at least 85 percent of his prison sentence.

Harvey. “This sad episode now concludes, but we hope that it sends a lasting message that neither political power nor celebrity places anyone above the law. The public has been well-served by the dedicated law enforcement officers and prosecutors who prepared and prosecuted this case—their commitment to the task is noteworthy and appreciated.”

During his guilty plea in September 2013, Farmer admitted that he misappropriated a total of $120,500 by hiring friends who didn’t perform work to justify their salaries and purchasing a number of items for his personal use with Kentucky Department of Agriculture (KDA) funds.

Specifically, Farmer admitted that in 2008, he used approximately $19,500 in KDA money to buy excessive gifts for a KDA-sponsored conference. Farmer purchased rifles, rifle cases, knives, and gift cards, purportedly for use at the conference; but he actually took the items for his own use. Farmer further acknowledged that in both 2008 and 2011, he misappropriated thousands of dollars in labor costs by putting friends on the public payroll, knowing they would perform little or no actual work for the KDA.

Farmer was elected to two terms as Commissioner of Agriculture and was responsible for the supervision and administration of the KDA from January 2004 until January 2012.

Farmer was indicted by a federal grand jury in April of last year.

Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky; Perrye Turner, Special Agent in Charge, FBI; and Jack Conway, Kentucky Attorney General, jointly announced the sentence today.

The investigation was conducted by the Kentucky Attorney General’s Office and the FBI. The case was prosecuted by Assistant U.S. Attorneys Kenneth R. Taylor and Andrew T. Boone and trial attorney Sean Mulryne with the Public Integrity Section of the United States Department of Justice.

Private Detective Jefferson County Man Gulty of Multiple Bank Robberies

LOUISVILLE, KY—A Louisville man pleaded guilty today in United States District Court to robbing four banks located in Jefferson County, Kentucky during a two-week period, announced David J. Hale, United States Attorney for the Western District of Kentucky.

Robert Scott Manley, age 47, admitted to using force, violence, and intimidation when he robbed four banks in Jefferson County between December 20, 2012 and December 31, 2012. Count one of the indictment charged Manley with taking $2,170 from the PNC Bank located at 3910 Taylorsville Road on December 20, 2012. Count two of the indictment charged Manley with taking approximately $3,580 from the Chase Bank located at 8120 New LaGrange Road on December 24, 2012. Count three of the indictment charged Manley with taking approximately $1,510 from the BB&T Bank located at 10403 Dixie Highway on December 27, 2012; and count four charged Manley with taking approximately $4,750 from the River City Bank located at 2501 Bardstown Road. At the time of the robberies, all deposits were insured by the Federal Deposit Insurance Corporation (FDIC).

If convicted at trial, Manley faced a sentence of no more than 80 years in federal prison, a fine of $1,000,000, and a period of no more than five years of supervised release. Manley was arrested by U.S. Marshals on January 2, 2013.

This case is being prosecuted by Assistant United States Attorney Randy Ream and was investigated by Louisville Metro Police and the Federal Bureau of Investigation (FBI).

Missing Person David Byrd of Long Hill Township, NJ

The search continued on Monday afternoon for a missing Long Hill Township man, David Byrd, with rescue workers, police and a New Jersey State Police helicopter combing the area near a railroad bridge on Pond Hill Road in Bernards Township, near the Long Hill border.

At that scene at about 4 p.m., Long Hill Patrol Officer Matt Newschwander said police were exhausting every resource, but had no idea where Bird, mssing since Saturday, might be located.

“We have nothing at this point to go in a good direction,” Newschwander said.

The Long Hill police department had a running update on Bird’s disappearance on the department’s Facebook page, including a desciption.

He is described as 55, 6 foot, 1 inch tall, and was wearing a red jacket, blue jeans, sneakers and glasses when he reportedly left his home in the Millington section at 4 p.m. on Saturday to take a walk. The description said he often walks the Hicks Tract in Millington.

The description also said that Bird had undergone a liver transplant, and his medication was overdue.

The Long Hill Township Police Department is investigating the missing person reports, and asks that anyone has any information please contact the Incident Command Post at 908-647-1800, option 1, extension 236 until further information is posted.

A member of the Long Hill rescue squad said the search on Pond Hill Road had started at about 2 p.m. on Monday.

He and Newschwander said that rescue workers and searches from multiple municipalities, including Boonton, Parsippany, Jefferson and Pequannock, had showed up to assist in the search at that location.

Bernards Township Police Capt. Ed Byrnes said that township’s police are assisting in searching border areas.

Missing Person David Ford of Haverhill, MA

Linda Morse of Haverhill has been searching for her cousin, David Ford, for over a month.

She said Ford, 53, who is disabled, was last seen Dec. 7 by his roommate at the apartment they shared on Baldwin Street in the Mount Washington neighborhood.

Morse said she got a call the following Monday from the person assigned to manage Ford’s finances. She said Ford has mental health issues that require him to take medication and that he hasn’t taken his meds since he became missing.

Morse said Ford’s sister in Nashua, N.H. last spoke to him on the phone several days before he was last seen and that his sister has not heard from him since.

Morse, who serves as Ford’s power of attorney, said a missing person’s report was filed with police.

Morse said she’s been in communication with police, who have been searching for Ford, and that she’s gotten involved in the search as well.

She said police along with a K-9 team conducted a search of the East Broadway neighborhood, as the area is familiar to Ford, as well as the Riverside neighborhood near Trinity Stadium, where Ford likes to walk, meet up with his older brother, Dennis Ford, and enjoy a cup of coffee together.

They could not find any trace of Ford, Morse said.

“I’ve been posting flyers and I also posted a message and his picture on my Facebook page,” she said. “The only responses I’ve received are from people who said they know my cousin, but they haven’t seen him.”

Morse said her cousin, a lifelong resident of Haverhill, never fails to meet his “rep payee” on Mondays as he is eager to receive spending money to purchase things for himself, such as meals, coffee and bus fare.

“It’s a routine for him and he never strays from it,” she said.

Morse has also been talking with people in other areas of the city where her cousin is known to hang out, such as GAR Park, the Mount Washington neighborhood, the Winter Street area, downtown Washington Square and Riversedge Plaza.

“No one has seen him and it’s very unusual,” Morse said. “I’m very worried about him. The whole family is.”

Morse said her cousin’s daily routine involves taking a bus to Riversedge Plaza on Lincoln Avenue, where he meets up with his brother Dennis.

“They walk around the plaza, stop at Dunkin’ Donuts for coffee, then David would spend the rest of the day walking around the plaza,” Morse said.

Morse said her worst fear is that he may have fallen into the Merrimack River while walking along paths behind Trinity Stadium.

She said a search of the river has not been conducted yet because of ice.

“Police have contacted different jails and hospitals, but nobody fitting David’s description has turned up,” she said.

She described her cousin as about 5-feet 6-inches, 180 pounds, long blond/brown hair and hazel eyes.

“We don’t know what he was wearing on the day he was last seen,” Morse said.

Identity Theft Tips to Prevent Tax Related Theft

Attorney General Kamala Harris today kicked off Tax Identity Theft Awareness Week by issuing tips for Californians to follow to prevent tax-related identity theft as the annual tax compiling and filing process begins.

Tax-related identity theft increases in January and commonly occurs when:

– Thieves use stolen personal information to file tax returns in someone else’s name in order to obtain a refund.

– Thieves use a stolen Social Security number (SSN) for employment, which may complicate state and federal income tax obligations for the victim.

– Thieves send phishing emails that look like they are from the Internal Revenue Service (IRS) or the Franchise Tax Board (FTB) that ask for personal information or include links to official-looking web sites.

California consumers are urged to use the following tips to better prevent tax-related identity theft:

– Never open an email or a text message that says it is from the IRS or the FTB – they are always fraudulent. State and federal tax agencies never initiate contact with taxpayers by email, text message or social media to request personal or financial information or to send notice regarding audits or refunds.

– It’s fine to show your Social Security card to your employer when you start a job or to your financial institution for tax reporting purposes. Do not routinely carry your card or other documents that display your SSN.

– While preparing your tax return for electronic filing, make sure to use a strong password. A strong password is at least eight characters and includes a combination of at least three upper and/or lowercase letters, punctuation, symbols and numerals.

– Once you have e-filed your return, save it to a flash drive, CD or similar device and then delete the tax information from your hard drive. Store the CD or flash drive in a safe place, such as a lock box or safe. If working with an accountant, ask about what measures they take to protect your information.

– Use a locked mailbox and don’t leave your mail in it for long periods of time. Take your mail that contains sensitive information (bills, tax returns) to the post office.

– If your SSN is stolen, reference the California Attorney General’s Identity Theft First Aid page for instructions on what to do: www.oag.ca.gov/idtheft/first-aid.

You may have a tax identity theft problem if you receive a letter from the IRS or FTB stating that you filed more than one tax return, someone has already filed using your information, you have a balance due, refund offset or have had collection actions taken against you for a year in which you did not file a return or you received wages from an employer for whom you have not worked.
