Missing Person James Lewis of Meridian, MS

The Meridian Police Department is asking for the public’s help in locating a missing person.

51-year-old James Lewis was reported missing by his family Jan. 6, but police say Lewis has been unaccounted for since late October.

Lewis is described as a stocky black male, with a light complexion, 5′ 9″, 250-300 pounds, with black hair, brown eyes, and a goatee.

Lewis is known by the nickname “Ed”.

Lewis was last seen leaving a local hospital where he was visiting a patient on Oct. 28, 2013.

Officials say Lewis is said to have serious health conditions.

Missing Person William Casteen of Bakersfield, CA

Bakersfield Police are looking for a 59-year-old man who is missing and is considered at-risk because of a medical condition.

William Casteen was last seen at about 10 a.m. Monday in the 3800 block of Auburn Street.

He is described as a white man who is 6 feet tall, 240 pounds, with blue eyes and red hair. He was last seen wearing a light-colored long sleeve shirt, dark slacks and dress shoes.

Police said he has become disoriented in the past. They said he is occupying a tan 1990 Mercedes Benz 300SE sedan, with California license plate 2SQK467.

Anyone who sees Casteen is asked to call the BPD at 327-7111.

Pedophile Tracking San Antonio Teacher Arrested

A  Southside ISD middle school teacher was arrested Monday morning for continuous sex assault of a child, according to Bexar County Sheriff’s Office.

Raymond Casillas, 43, has been the English and language arts facilitator at Matthey Middle school, according to initial reports.

A letter sent home to parents on Jan. 7 said Casillas “had not been with the district for over a year.” The letter also encouraged parents to talk with their children about the importance of reporting any incidents immediately.

He was charged with a first degree felony of continuous sex assault of a child in incidents that could date back to as early as 2011.

According to a Bexar County spokesperson, some of the incidents may have taken place in Casillas’ classroom. The claim was made in mid-December of 2013.

Casillas posted his $75,000 bond.

Wrongful Death Victims ID’d in Murder Suicide

A Taylor County man shot his girlfriend with a crossbow and then shot himself with a shotgun Tuesday morning.

According to a release from Taylor County Sheriff’s Department, they recieved a call stating that 38-year-old Paul Sprowles shot 39-year-old Karyn Rae Meeks with a crossbow in the torso and was bleeding severely.

A deputy called in route to the residence and was told that Sprowles had armed himself with a shotgun. When the deputy arrived they found Sprowles deceased from a apparent self inflicted gunshow wound.

Both were pronounced dead at the scene by the Taylor County Coroner.

The person who placed the emergency call was Roger Warren, who investigators said is Sprowles uncle.

Officials say the couple had been living together and had been fighting for some time before the situation turned deadly Tuesday.

Investigators are awaiting autopsy results and other forensic work that will corroborate the uncle’s story.

FBI January Law Enforcement Bulletin

On April 20, 1999, two Columbine High School students killed twelve classmates and a teacher in Littleton, Colorado. The shooters committed suicide before officers entered the school to intervene. Outrage on the part of the public and deep introspection by the police produced massive changes in law enforcement response to ongoing acts of violence.[1] Unfortunately, active shooter events (ASEs) have continued to occur. Recent tragedies have happened at the Century 21 Movie Theater in Aurora, Colorado, and Sandy Hook Elementary School in Newtown, Connecticut. Out of 70 people shot in Aurora, Colorado, 12 eventually died. Twenty first graders, six staff members, and the shooter’s mother were murdered in Newtown. Even more recently, employees at the Washington Navy Yard in the District of Columbia were attacked. Twelve people were killed in this attack. All four of these events drew national attention.

Such high-profile events put a substantial amount of pressure on law enforcement officials to respond effectively; however, solid empirical information is needed if law enforcement administrators are to develop effective policies and procedures regarding these events. The goal of this article is to provide such information along with the authors’ insights into what these data tell us about an effective active shooter response.

Although not an exhaustive review of each incident, this evaluation identified a steady rise in incidents, as well as a consistent increase in the number of those shot and killed. The data establish that officers must have the equipment with them to engage the shooter to end the threat and must be prepared to administer medical assistance to the wounded before emergency medical services (EMS) arrive.

In addition, though officers responded quickly (i.e., median time 3 minutes), shooters inflicted devastating damage beforehand. This adds to the growing evidence that citizens must have insight on how to respond. The FBI’s support for strong citizen awareness, detailed in the “Run, Hide, Fight” protocol, is endorsed by all other federal agencies.[2] The data establish that when prepared, the potential victims themselves can stop the shooter.

Missing Person Jose Anthony Cortez of Putnam County, FL

According to the Putnam County Sheriff’s Office, Jose Anthony Cortez was last seen on December 23 at approximately 10 a.m. by his family.

At that time, Cortez was in the area of 6th Way in Interlachen and has not been seen or heard of since. His family is concerned for his well being.

Police say Cortez was believed to be going to the area of 5th Way in Interlachen and foul play is suspected at this time.

Wrongful Death Additional Details in Taylor County Murder-Suicide

A Taylor County man shot his girlfriend with a crossbow and then shot himself with a shotgun Tuesday morning, the Taylor County Sheriff said.

Investigators were called to the home on East Finley Ridge Road in Taylor County around 10:00 a.m. Tuesday and found the couple dead inside. The sheriff said there was blood between the couple.

The Sheriff says the man shot the woman in the torso with a crossbow and then killed himself with a shotgun. Officials say the couple had been fighting for some time before the situation turned deadly Tuesday.

They are both believed to be in their late thirties. The woman is from Virginia, according to officials. The victims’ identities have not yet been released.

The man’s uncle, who investigators say was at the home at the time and called the Sheriff’s office, was taken to the Sheriff’s office for questioning about the incident.

 

Investigators are awaiting autopsy results and other forensic work that will corroborate the uncle’s story.

Missing Person Shannon Scott of Pine Bluff, AR

The Pine Bluff Police Department is asking for help in locating a missing person.

16-year-old Shannon Scott was last seen on New Year’s Day at about 1:00 p.m.  She was last seen wearing a purple fitted shirt and dark blue jeans.  The jeans had a pink design on the pocket.  She was also wearing black boots, and a pink belt.

Scott is about 5 foot 4 inches tall and weighing about 160 lbs.  She wears glasses but it is unknown if she has them at this time.

Missing Person Remains Found Positively ID’d

The remains found in Pulaski County in December have been positively identified as those of a man who went missing in April, the Pulaski County Coroner said Tuesday.

Investigators and family believed the body was that of John Beach when it was found on Dec. 15 in a wooded area off Elihu Cabin Hollow Road in Southern Pulaski County. An examination of the jawbone and teeth were used to confirm the identity this week.

The coroner said he believes Beach may have died of exposure.

The Pulaski County Sheriff’s Office says that back in April, Beach and his brother were driving down Elihu Cabin Hollow Road when they ran out of gas and tried getting help from people who lived in the area.

The Sheriff says the two brothers became separated during their search for help, and John Beach hasn’t been seen since.
