Private Detective Pulaski County Teen Sentenced for Plot to Kill Parents

A Pulaski County judge has sentenced a teen to 10 years in prison for plotting to have his parents killed.

The Commonwealth Journal reports the judge handed down Tyler Phelps’ sentence Thursday. The 18-year-old entered an Alford plea last month to one count of criminal solicitation to commit murder. An Alford Plea doesn’t admit guilt, but acknowledges that there is enough evidence to convict.

Police say Phelps asked Paul Young, 18, to kill his parents back in January. Young broke into the Phelps’ home and tried to kill Edwin and Laura Phelps. They survived the attack.

Young earlier pleaded guilty to two counts of attempted murder and was sentenced to 10 years in prison.

Drug Dog Sweep Man Arrested with 173 Baggies of Heroin

A 50-year-old Snow Hill man faces heroin possession and drug dealing charges as a result of a months-long investigation, Ocean City Police said.

Since April, police had investigated Billy Conn Davis Jr., who police believe was a drug dealer, according to charging documents. On Dec. 7, before police believed he was about to make a drug deal, officers pulled over his Dodge Ram at 67th Street.

A K-9 drug dog detected drugs, police said. Undercover police officers reported finding 173 pre-packaged doses of heroin, court documents state. They also found crack cocaine, cocaine, Oxycodone pills, and marijuana in the vehicle.

Charging documents state Davis stashed the heroin in a pair of sandwich baggies, which were kept with a pair of gloves, which was hidden under the passenger seats of his truck.

Officers also recovered $922 in cash and two cell phones, one of which had a trail of text messages “indicative of the distribution of (controlled dangerous substances),” court documents stated.

Police charged Davis with three counts of drug possession with intent to distribute, and five counts of drug possession. He initially was jailed on $75,000 bond, but that amount was lowered to $25,000.

Court records show Davis bonded out Dec. 11. He has a preliminary hearing scheduled for Jan. 6, 2014, in Ocean City District Court.

In January, Davis struck a plea deal in Circuit Court on charges of marijuana and cocaine possession with intent to distribute. The judge suspended all but 20 days of a six-year sentence.

Missing Person 2 Brothers Missing in San Antonio

Police are on the lookout for two missing brothers.

Jacob Anthony Soliz, 5, and Elijah Anthony Soliz, who is 15 months old, were reported missing Dec. 10, according to police.

Jacob is 3 feet 6 inches tall, weighs 45 pounds and has brown eyes and black hair. Elijah is 2 feet tall, weighs 20 pounds and has brown eyes and brown hair, according to police.

An unidentified person told police that the brothers are wards of the state, but their father has the children and refuses to return them. She told police she had checked the father’s home for the children, but no one answered the door and the father’s cell phone is not in service.

Missing Person 2 Toddlers Missing in West Jordan, UT

West Jordan police issued endangered and missing persons’ advisories late Thursday morning after a mother reported her two young children had gone missing from the family home at the height of a snowstorm.

But West Jordan police Sgt. Dan Roberts said it all turned out to be a case of miscommunication.

By 1 p.m., the two toddlers had been found alive and well at a friend of the family’s house nearby.

Roberts said the children, a 3-year-old boy and a 2-year-old girl, had been left in the care of the landlord while the mother was out. The friend came by, decided to take care of the kids at her home, and neglected to inform the mother.

“There was no cell phone, and there also was a language barrier involved,” Roberts said.

That being the case, when the mother returned to her home near 3700 West and 6400 South about 10 a.m. Thursday, she found the children gone. After searching for them herself, she called 911 about 11 a.m.

Pedophile Tracking Man Arrested in Long Beach, CA

An alleged child sex predator wanted in Norfolk has been arrested in California.

Richard “Andy” Barnett was wanted in Norfolk for taking indecent liberties with a child, animate object sexual penetration of a child, and aggravated sexual battery of a victim younger than 13 years old. U.S. Marshals said the alleged offenses happened some time between 2008 and 2010.

U.S. Marshals arrested Barnett without incident Tuesday in Long Beach, California.

Barnett was being held at the Long Beach City Jail awaiting extradition to Virginia.

Missing Person Lee Messimer of Westford, VT

The search for a missing Westford man continues. Lee Messimer disappeared about a week ago, and police are now concerned for his safety. Police say Messimer, 61, was last seen Dec. 10. He may have trouble with memory issues due to a brain injury, and police say he has gone missing before.

Messimer is no stranger to residents in the town of Westford.

“When I’d leave work, if it was raining or even on nice days or hot days or cold days, it didn’t matter, I’d stop and ask him if he wanted a ride home. More than often he’d say yes,” said Nanette Rogers of Westford.

But it’s been days since Messimer was last seen walking along Route 128.

“This is definitely the longest and it’s very concerning,” Rogers said.

Messimer disappeared Dec. 10. Vermont State Police say he’s left home before, but never for more than two days at a time. In the past, he’s been found in Essex and St. Albans.

This time, police say Messimer was last seen wearing a green jacket with blue sweatpants and black boots.

“We haven’t had any contact with him. That in relation to the past couple of days where it’s been below zero and what we know of him to be wearing, we’re starting to get a little bit concerned,” Vt. State Police Sgt. Lance Burnham said.

As the search for Messimer continues, police say they don’t believe his disappearance is suspicious, but for procedural purposes, the case has been turned over to the criminal division.

“We’re treating him more of a welfare check at this point. After a period of time if we have no contact with him we’ll probably classify him as a missing person,” Burnham said.

Messimer lives with his brother in Westford. We stopped by to talk to him Wednesday, but were told he was out looking for his brother.

Messimer is described as 5-feet 7-inches tall and he weighs about 170 pounds. Anyone with information is asked to call police.

Missing Person Julie Sablock of Seal Beach, CA

Advisory: MISSING PERSON: Julia Sablock, Female White, 22 YOA, last seen on 12/14/13 at “Coast Motel” 2520 E. PCH, Long Beach.

On December 17, 2013, at 8:45 AM, a Seal Beach resident came to the Seal Beach Police Department to report that she hasn’t heard from or seen her daughter, Julia Sablock since December 11, 2013. A preliminary investigation has suggested Julia is possibly living with some unknown friends in/out of numerous motels in the Long Beach area.

Wrongful Death Man Accused of Killing 3 in Rye, CO

PUEBLO COUNTY, COLO. — The man accused of killing three people and setting fire to their home near Rye, Colo., is now considered one of the most wanted men in the country.

Pueblo County Sheriff Kirk Taylor said at a media briefing Thursday morning that Harry Mapps is now officially wanted on three counts of 1st Degree Murder and one count of Arson.

He was already wanted on charges of theft, identity theft and forgery. According to prosecutors, Mapps is accused of cashing checks made out to one of the victims. The new warrants are nationwide and extraditable.

It was Nov. 27 when 51-year-old Reginald Tuttle, his wife, 55-year-old Kim Tuttle, and their daughter, 33-year-old Dawn Roderick were all found dead in a home near Rye that had been burned. According to investigators, all three were shot. The fire was ruled arson.

Mapps was immediately named the primary suspect in the case. The last location authorities know  where he was was in La Junta where he cashed one of the checks.

The U.S. Marshal’s Office said Mapps is likely to become desperate and commit more crimes while he’s on the run.

“Mapps should be considered armed and dangerous,” Sheriff Kirk said. “Let’s find him and get him off the streets.”

Additional information and court documents remain sealed on the case because of the active investigation.

A $5,000 reward remains in place for information that leads to the capture of Mapps.


Statement from the Pueblo County Sheriff’s Office
Officials from the US Marshals Service joined both the Pueblo County Sheriff and District Attorney on Thursday morning to announce additional warrants for 59 year old fugitive Harry Carl Mapps.  Mapps is now wanted for three counts Murder, Arson, and Federal Fugitive charges.  These warrants are in addition to the nationwide no bond warrants for Theft, Identity Theft, and Forgery that were issued the week of the Rye murders.

Sheriff Kirk M Taylor explained that the 10th Judicial District has sealed the warrant so details of the investigation can’t be discussed but explained the process to obtain this kind of warrant takes time. “Our investigators held this crime scene for 5 days sifting and resifting – literally sifting …through every inch of debris to recover the smallest pieces of evidence. They have established detailed timelines, conducted dozens of interviews, and processed the evidence that allow us to say with certainty that Harry Mapps committed this terrible crime.” said Taylor who thanked his staff, the DA’s office and state and federal law enforcement agencies for their support during the investigation.

The US Marshals Service was also in Pueblo to share federal level developments in the case. US Marshal John Kammerzell announced they have obtained a Federal Unlawful Flight to Avoid Prosecution warrant for Harry Mapps.  Kammerzell said, “Considerable investigative resources both locally and nationwide are being brought to bear by the Marshals Service in concert with the Pueblo County Sheriff’s Office.” 

Pueblo County District Attorney Jeff Chostner has stayed close to the investigation and several of the Pueblo County Deputy District Attorneys have been in constant contact with the Sheriff’s Office during the investigation. “The combined efforts of the 10 Judicial District Attorney’s Office and the Pueblo County Sheriff’s Office have been close and seamless. Both offices have worked exceedingly close and well together.  It is with this sense of team work that welcomed the US Marshal Service to the hunt for Harry Carl Mapps.  Together we will apprehend the fugitive and allow the judicial process to begin.” said Chostner.

Mapps is a 59-year-old man, 6 foot, 150 pounds, salt and pepper hair and blue eyes.  His 2004 blue Town and Country minivan with Disabled Veteran Texas plate 7-FSNK has not been located.  He has several thousand dollars in cash at his disposal and may be taking advantage of homeless or veteran services.  Mapps should be considered armed and dangerous.  DO NOT approach him, call 911 if you spot him.  If you believe you have relevant case information, please call the Pueblo County Sheriff’s Office at 719 583 6250 or the nationwide tip line at 877-WANTED2.

Private Detective 4 Arrested in Trimble County After Drugs and Stolen Items Found

Four people were arrested Wednesday night after troopers found drugs, several stolen items cash at a home where a child was living.

Troopers served a search warrant at the home of Daniel McFarland on Harley Lane in Bedford, Ky, after a tip that large amounts of drugs and stolen items were located in the home.

Inside, police say they found ten portable generators, six industrial fans, a stolen horse saddle along with several firearms, a large quantity of cash, and several drugs and items of drug paraphernalia.

A 3-year-old child was found living in the home and was released to family members, police said.

The four arrested and their charges are as follows:

Daniel McFarland, 36-years-old from Bedford, Ky, was charged with Trafficking in a Controlled Substance, two counts of Possession of a Controlled Substance, Possession of Marijuana, Possession of Drug Paraphernalia, Endangering the Welfare of a Minor, and Receiving Stolen Property.

Larry Raisor, 43, was charged with possession of methamphetamine, possession of drug paraphernalia, possession of marijuana, and endangering the welfare of a minor.

Donald Ely Jr., 24, was charged with possession of methamphetamine, possession of drug paraphernalia, and tampering with physical evidence.

Aislin Adkins, 18, was charged with possession of a controlled substance and possession of drug paraphernalia.

All foud were taken to the Carroll County Detention Center.
