Identity Theft Long Beach Police Search for 3 More Suspects

With two suspects already in custody, Long Beach Police Department officials are continuing to search for three more involved in an identity theft ring.

An ongoing LBPD investigation recently found out that 43-year-old Ayesha Wilson of Long Beach and 34-year-old Nanette Macon of Adelanto were responsible for 39 identity theft incidents at a local Sam’s Club, 7480 E. Carson St. Those incidents trace back as far as 2009. Both suspects already were in custody — Wilson was arrested Feb. 24 by the Beverly Hills Police Department and Macon was Arrested April 22, both unrelated to identity theft.

The Los Angeles District Attorney’s Office filed 21 counts of identity theft against Wilson and 18 against Macon. There will be a preliminary hearing at the Long Beach Supreme Court sometime this month.

With the help of Walmart Global Investigations — an investigative unit of Sam’s Club’s parent company — investigators have determined that there are three additional suspects involved as part of this fraud ring, and that those suspects are responsible for at least 10 additional cases of identity theft.

Investigators said the suspect would establish credit accounts using personal identifying information from various victims, mostly located outside the state. Then they would engage in fraudulent transactions at Sam’s Club, purchasing various items like gift cards, tablets and computers.

Detectives believe the three suspects still are at large in Los Angeles County. Missing Person 10 Yr Old Missing from Brooklyn Bus Stop

Police are looking for a 10-year-old boy from Brooklyn who they say went missing Wednesday night from a bus stop.

Famod Konneh was last seen around 9:30 p.m. at the bus stop at Nostrand Avenue and Avenue V, police said.

Konneh is 4-feet-2-inches-tall, weighs 99 pounds and has brown hair and brown eyes. He was last seen wearing a blue sweatshirt, blue jeans, black sneakers and carrying a blue and gray backpack.

Fraud Investigation Indianapolis Couple Charged

Joseph H. Hogsett, the United States Attorney, announced today that George Bowman, age 43, and Traci L. Bowman, age 42, both of Indianapolis, have been charged by indictment with mail fraud. The two defendants are alleged to have engaged in a five-year scheme to defraud local insurance companies by filing false claims for equipment they never purchased.

“Crimes of this type don’t just victimize the companies, they also increase insurance premiums for all law-abiding Hoosiers,” Hogsett said. “Working with our federal and local law enforcement partners, the U.S. Attorney’s Office remains focused on reducing waste and fraud in both the private and public sectors.”

Between January 2008 and January 2013, George Bowman allegedly devised a scheme to defraud insurance companies by falsifying purchase records and fraudulently filing insurance claims for equipment he had never purchased. It is alleged that in 2009, Traci Bowman joined him in this scheme. The charging document also indicates that over the course of the scheme, the pair recruited or induced others to assist their criminal efforts.

The alleged scheme would begin with the registration of a company. The pair would then falsify purchase records for expensive construction equipment, including a number of bulldozers and backhoes. The defendants would then purchase themselves, or cause others to purchase, insurance policies on this non-existent equipment.

Once the insurance premiums were paid, the defendants would wait a period of time before reporting the equipment as stolen. The pair, and others they had enlisted, would then file false reports with law enforcement, providing details about the apparent theft. Over the course of the scheme, these false reports were filed with the Cleveland Police Department, the Indianapolis Metropolitan Police Department, and the Lawrence Police Department.

Once these false police reports were filed, the pair would allegedly file, or cause others to file, false oral and written statements to insurance companies regarding the apparent thefts. Over the course of the scheme, these false claims allegedly resulted in the defendants receiving $719,692 in fraudulent insurance claims. All told, the pair allegedly filed a total of $980,000 in fraudulent claims over the course of the scheme.

It is alleged that over the course of the scheme, George Bowman used a number of aliases in making these false claims, including Evan Medley, Richard Medley, Anthony Medley, James Russell, Gary Williams, and Kevin Williams. They are also alleged to have utilized a number of registered companies to disguise their fraud, including Clearview Homes, Russbow Builders, Russell Enterprises, TAB Construction, MCL Construction, and KJW Displays.

This prosecution comes as Hogsett has made it a priority of the U.S. Attorney’s Office to aggressively combat corruption and fraud in central and southern Indiana. The case was the result of a collaborative investigation between the Federal Bureau of Investigation and the Lawrence Police Department, with assistance from the National Insurance Crime Bureau.

According to Assistant U.S. Attorney Steven D. DeBrota, who is prosecuting the case for the government, George Bowman faces eight counts of mail fraud, and Traci Bowman faces four counts of mail fraud. Both defendants could face up to 20 years in prison if convicted. In addition, the federal government has filed forfeiture allegations that would require the defendants to forfeit any property traceable to fraudulent activity.

An indictment is only a charge and is not evidence of guilt. A defendant is presumed innocent and is entitled to a fair trial at which the government must prove guilt beyond a reasonable doubt.

Missing Person Police Search Farm in Oregon for Missing Mom

Police on Wednesday searched a rural property near Salem, Ore. for the body of missing mother Susan Cox Powell, who disappeared from her home in Utah in December of 2009.

Investigators used cadaver dogs in their search, Susan’s father Chuck Cox told KING 5’s news partner KSL in Salt Lake City.

“It was a very promising place to look based on the tip that I got,” Cox said.

Susan Cox Powell disappeared from her West Valley City home on December of 2009. Her husband, Josh Powell, considered a “person of interest” in her disappearance, killed himself and the couple’s two children in an explosion and house fire in Graham, Wash. in February 2012.

Josh Powell’s father Steven Powell is set to be released this month from the Monroe Correctional Complex, where he is serving time for taking voyeuristic photographs of two young neighbor girls in various stages of undress.

Chuck Cox said nothing was found at the Oregon site.

“They searched the entire area and she just wasn’t there,” he said. “The dogs didn’t find anything.”

“I don’t think it’s going to reveal anything; it may yield some more tips or something but I’m pretty sure she’s not out there,” he said.

Cox said the family is disappointed.

“The fact that the dogs didn’t find here there is depressing and becomes… we’re not sure she’ll ever be found, but you know you just can’t give up because she’s your daughter.”

Missing Person Glenburn, Maine Girl

The Penobscot County Sheriff’s Department is looking for a missing 15-year-old girl from Glenburn.

Authorities said Tuesday that Nichole Cable was last seen by her parents at about 9 p.m. Sunday.

Deputies will not say if her disappearance is suspicious or if she is in danger, but they want to hear from anyone who has information about her whereabouts.

Cable has light brown hair and blue eyes and weighs 90 pounds. She is a student at Old Town High School.

Her mother, Kristine Willey, told WABI-TV that she was scheduled to meet someone she had met on Facebook.

Private Detective Convicted Rapist Captured in Wyoming

The search is over for fugitive John Buckley IV, a convicted rapist who escaped last July from the Fayette County Courthouse. On the run for more than 10 months, the fugitive was arrested in Laramie, Wyoming Wednesday. Members of the Central Kentucky Fugitive Task Force teamed up with US Marshals to track him down.

The former soldier’s been on the run since police say he cut his ankle monitoring device and skipped out on his rape trial just before the verdict was read.

Shortly after Buckley disappeared, Jessica Merritt told LEX18 she feared the man she helped convict, would retaliate, sending her into hiding.

“He was proud of the fact everyone thought he was dangerous and scary,” Merritt said in July 2012.

Police in Laramie aren’t saying whether Buckley was armed when he was arrested but they think he’s only been in the area for less than a week. Police say before he was caught, he ran from officers several times eventually hiding behind some underbrush and a dirt berm before he was subdued by officers and finally taken into custody.

Buckley is being held in the Albany County Detention center in Laramie, Wyoming. The Central Kentucky Fugitive Task Force says to expect more details at a news conference Thursday morning in Lexington.

Insurance Fraud Former Texas Agent Convicted

A former Texas insurance agent has been convicted of a first-degree felony for diverting more than $150,000 in premium payments for personal use, the Texas Department of Insurance reported.

The DOI said Leslie Ray Collins of Sugar Land was convicted in Harris County 338th District Court of a first-degree felony of misapplication of fiduciary property over the value of $200,000 and sentenced Collins to serve 12 years in prison.

The court also ordered Collins to pay $162,424 in restitution in the case initiated by a complaint to the Texas Department of Insurance Fraud Unit.

The TDI Fraud Unit and the Harris County District Attorney’s Office investigated the complaint. TDI Fraud Prosecutor Jesse McClure prosecuted the case.

Investigators found that Collins, a former insurance agent, collected funds from a premium finance company to buy insurance but instead used the money to fund a commercial real estate scam that ended in the loss of several million dollars to investors.

TDI revoked Collins’ insurance agent license in 2009.

Arson Investigation Man Arrested in Collier County, FL

A man found covered in gas was arrested and charged with arson in connection with a vehicle fire, according to the Collier County Sheriff’s Office.

Deputies say Oscar Tejada, 29, was covered in gasoline when a deputy pulled him over during a traffic stop after seeing him leaving the scene of the fire, according to arrest reports.

Deputies also found a gas can and lighter in Tejada’s vehicle, along with receipts for the items, reports said.

Tejada is charged with second-degree arson, a felony.

According to the arrest report, a deputy patrolling Golden Gate came upon a vehicle on fire on Santa Barbara Boulevard at 27th Court Southwest around 1:47 a.m. Wednesday.

The deputy noticed a Ford truck with its lights on leaving the scene and, the report states, he became suspicious.

After checking to make sure that no one was inside the burning vehicle, the deputy went to look for that truck – spotting it near the corner of 55th Terrace Southwest and Coronado Parkway.

The arrest report states that when the deputy pulled up to the intersection, the Tejada sped off. And when the deputy tried to pull him over, Tejada still kept going.

Finally, the report states, he pulled over along Golden Gate Parkway.

When the deputy asked him why he was in the vicinity of the burning car, the report states that Tejada replied, “I wasn’t and I don’t know.”

A search of the truck turned up an empty container for a “diamond” lighter and also an empty package for non-slip gloves.

When the deputy asked him if he smoked, Tejada said no.

Deputies also searched Tejada’s pockets and found receipts for the gas can, lighter and gloves. He also had $4,100 cash in his wallet.

In addition to arson, Tejada was charged with felony driving on a suspended license. He has three prior convictions for driving on a suspended license, reports said.

Missing Person San Francisco Autistic Girl Found Dead

Searchers found the body of a missing 9-year-old San Francisco girl in a creek near her family Lake County vacation home Wednesday, authorities said.

Mikaela Lynch, who had autism and the mental capacity of a 1-year-old, was last seen in the backyard of the home on Harbor Drive in Clearlake on Sunday around 1:30 p.m. She had been playing on a trampoline with her younger brother but was left alone briefly when he ran inside to avoid a bee, police said.

Her body was found in nearby Cache Creek by dive team members just before noon, said Clearlake Police Chief Craig Clausen. Foul play is not suspected. Clausen said it appears she wandered into the creek.

“It’s really tragic,” said police Sgt. Nick Bennett, adding that Mikaela was “a sweet little girl. We had hopes it might turn out differently.”

Searchers had looked in the marshes near the home because Mikaela, who did not speak but could communicate through basic hand signals, was “attracted to water,” police said.

Mike Dowling, Mikaela’s godfather, described her as a “sweetheart” with an “ever-present smile.”

“She loves running, playing,” Dowling said. “Extremely gregarious. Just a great laugh, a fantastic laugh.”

According to the National Autism Association, about half of children with autism are prone to wandering away from their homes, and a third cannot communicate their name, address, or other helpful information.

Autistic children are also commonly drawn to water. Of those found dead after wandering in recent years, 91 percent had drowned, according to the association.

Mikaela was a student at Sunset Elementary School in San Francisco, district officials said.

Her teacher and six current and former teachers’ aides drove up to Clearlake earlier this week to help in the search, said district spokeswoman Gentle Blythe.

Counselors were at the school Wednesday to help students needing assistance, and the school is expected to honor Mikaela in the coming days, Blythe said.

“Our heart goes out to the family of Mikaela Lynch,” Blythe said in a statement. “The Sunset Elementary community has been eagerly awaiting her safe return and is shocked and saddened by today’s news. The principal will be sharing the news with the school community and has assembled a crisis response team that is prepared to respond to the emotional needs of students.”

Identity Theft Lancaster, CA Man Arrested

Federal agents on Monday, May 13, arrested a California man on identity theft and other charges in connection with a scheme to steal money from another man’s bank account.

Auston Chad Cohen, 29, of Lancaster, Calif., was already in the Lubbock County Detention Center on four state charges: Fraud, forgery and theft felony counts, plus a misdemeanor charge of providing a false identity card.

Lubbock police arrested Cohen April 6 when he tried to withdraw $25,000 from another man’s bank account at the Wells Fargo Bank office in the United Supermarket store at 50th Street and Avenue Q.

According to the LPD arrest report, Cohen was carrying $7,500 cash, which he’d withdrawn the day before at a Wells Fargo location in Amarillo.

The police report said Cohen presented a Social Security card and California driver’s license in the name of the victim, Erick M. Lee, but had substituted his picture on the driver’s license.

A federal grand jury indicted Cohen on fraudulent use of an access device to obtain more than $1,000, false representation of a Social Security card, one count of identity theft and two counts of aggravated identity theft.

He has been in jail since his arrest because he has not been able to post the combined $9,000 bond on the four state charges.
