Missing Person Scott County Woman Found Safe in Lexington

A paraplegic woman from Scott County who has been missing since Sunday night has been found safe.

Family members say Chi-Lee Tipton, 26, had not been seen since 8:30 p.m. Sunday. She was last seen at her home on Fairway Drive.

Lexington Police say Tipton was found outside of a library on Versailles Road in a Save-A-Lot parking lot. She was being taken to St. Joseph’s Hospital to be checked out as a precaution.

Tipton told police that she wanted to leave town, and did so willfully.

Fraud Investigation Sussex Men Indicted on Home Improvement Scam

A Sussex County Superior Court Grand Jury indicted seven Sussex County men May 7 in connection with scamming dozens of residents – many living in manufactured housing – out of thousands of dollars.

“There could be other victims who have not filed complaints,” said Jason Miller, spokesman for the Attorney General’s Office. “And some people with seasonal homes could discover thefts when they return to their homes.”

The men – six from Millsboro and one from Lewes – worked for Mid Atlantic Heating and Air of Millsboro, Miller said, noting the company is not connected to one by the same name that operates out of Salisbury, Md.

Delaware State Police and officials with the Attorney General’s Fraud and Consumer Protection Division began investigating the company three months ago after receiving a complaint that John Walsh, 51, owner of Mid Atlantic Heating and Air, was paid for work but never completed the work as promised.

Investigators discovered Walsh had been arrested for insurance and check- cashing fraud in January, and police extradicted him from Pennsylvania in February when he was questioned and arrested on a fugitive warrant, Miller said.

“The very next day he was back out in the community soliciting payments from homeowners for work he promised to complete,” Miller said.

On March 4, police arrested Walsh for the third time this year and charged him with home-improvement fraud and theft.

The indictment states that Walsh and his associates collected more than $135,000 from residents, some who paid up to $36,000 for work. In some cases, Miller said, the men painted old heating and cooling systems and installed them as brand new units. The men also charged for work that either was not done or didn’t need to be done and for parts that were not provided, he said.

In the wake of Hurricane Sandy, Miller said, Walsh went to Swann Keys manufactured home community and collected money from two homeowners to fix flood damage to their homes. In one instance, he installed a heating unit upside down and in another he threatened a homeowner that he would condemn the home unless he was paid $10,000 to remove the mold, Miller said.

On top of it all, Miller said, Walsh had been receiving full monthly Social Security Disability payments – $35,000 from January 2011 to December 2012.

In addition to Walsh, the grand jury indicted Jonathan Walsh, 19, Vernon Speece, 36, and Raymond Smith, 66, all of Millsboro and Robert Morrison, 36, of Lewes.

Police are searching for Randi Sherman, 25, and Tony Anthony Miller, 56, both of Millsboro.

John Walsh was charged with 101 offenses including racketeering, conspiracy to commit racketeering, home improvement fraud, theft, unlawful use of a credit card, insurance fraud, forgery and issuing a bad check. He was committed to Sussex Correctional Institution on $101,000 secured bond.

Jonathan Walsh and Speece were charged with 40 similar offenses including racketeering, conspiracy to commit racketeering, home improvement fraud, theft, insurance fraud and forgery.

Jonathan Walsh was committed to SCI on $40,000 secured bond; Speece was already incarcerated at SCI and $40,000 unsecured was added to his bond.

Morrison was charged with 22 counts of racketeering, conspiracy to commit racketeering, home improvement fraud, theft, insurance fraud and issuing a bad check. He was released on $22,000 unsecured bond.

Smith was charged with issuing a bad check and theft; his bond information was not available.

Pedophile Tracking Confluence, PA Man Arrested

A Pennsylvania man has been accused of abducting 6-year-old boy from his yard, raping him and then abandoning him in a park late at night.

Police say 45-year-old Brian Timothy Lynch, of Confluence, was arrested Sunday and is facing two counts of kidnapping, rape and other charges.

Authorities say the boy was playing in his yard about 55 miles southeast of Pittsburgh on Saturday when Lynch allegedly abducted him. They say he then played video games at his apartment with the boy, raped him in his car and finally left him near a park in Latrobe, about 35 miles from his home. Police found the boy there around 2 a.m. Sunday.

Lynch is being held in the Fayette County jail. No attorney is listed on court papers. Police say he confessed.

Wrongful Death Richmond Man Makes Plea Deal in Death of Wife

The Richmond man accused in the killing and dismemberment of his wife entered a guilty plea to complicity to murder and other charges Tuesday.

Singleton had originally be charged with the 2011 murder of Angela Frazier-Singleton, 24. The state “acknowledged” Singleton’s claim that Christina Marcum, the other defendant in the case, was the “hands-on” strangler Frazier-Singleton. He pleaded guilty to complicity to commit murder, two counts of tampering with physical evidence, and abuse of corpse.

Frazier-Singleton’s dismembered body was found Jan. 19, 2011, in trash bags at the end of Tattler Branch Road in the Valley View community.

Singleton’s formal sentencing is set for August 23.

A new trial date has not been set in Marcum’s case yet, according to Commonwealth’s Attorney David Smith. Marcum and Singleton originally were co-defendants, but Judge William Clouse granted a motion to sever their cases.

Wrongful Death Man Makes Plea Deal in Bourbon County Murder Case

The man accused in a February murder in Bourbon County has entered a guilty plea to second-degree manslaughter.

Herbert Jones, Jr., 58, was accused of beating 51-year-old Ernest Waugh to death. Waugh’s sister told LEX 18 that Jones got into a fight with a woman who was staying with Waugh. She says Waugh stepped up to protect the woman and claims Jones lashed out at Waugh with a chair.

Jones will be formally sentenced July 9. He faces up to seven years.

Wrongful Death Couple Charged in Death of Son

After a two month investigation, police charged a couple with murder and neglect stemming from the death of their adult son.

According to court documents, Peggy Whitlock, 58, and Jerry Lakes, 64, failed to provide medical treatment or proper nutrition for their son, 24-year-old Gerald Lakes. Police say that led to his death.

Lakes was found dead inside a room at Knights Inn in Lexington last March, along with two other adult sons. Police say the other sons were dirty, and only weighed 66 and 92 pounds at the time.

Detectives say about two weeks after Lakes was discovered, the couple took their son’s money.

Police charged Whitlock and Lakes with murder and two counts of exploiting an adult.

The Santa Maria Police Department is asking for the public’s help to track down a missing person.

Daniel Torres, 21, was last seen at his home on May 2nd.

He is described as being 5’2″ tall, 140 pounds, with short black hair.

Identity Theft NYC Ring Strikes North Texas

Officials in New York City broke up an identity theft ring last week and found hundreds of victims were from North Texas, many from Mesquite. Four men have been charged in a 405 count indictment.

The Manhattan DA said they’d turned a hotel room into an identity theft factory.

The thieves turned personal information into fake credit and debit cards with good numbers and distributed them in other states for use.

Jason Bonds spends a lot of time on his smartphone checking his bank accounts through an app.

“I keep track of everything I do. I do a lot of business online so therefore my information is constantly checked on a daily basis,” said Bonds. “I noticed that I had a couple of fraudulent charges there with some stuff that I hadn’t done.”

He wasn’t the only one.

Michael Wade got an e-mail alert about a purchase at a Best Buy in Pennsylvania

“It was kind of hard because I was over here working that night in Dallas, Texas,” he said.

Nearly 400 North Texans who used their debit cards and pin numbers to buy gasoline at a RaceWay gas station in Mesquite had their personal information stolen. It was discovered in a hotel room in New York City.

“We checked the pumps for devices known as skimmers,” said Sgt. Brian Parrish with the Mesquite Police Department.

He said officers did not find the devices which slip inside the credit card slot and collects personal information.

“It appears that that may have been the situation here but we don’t know exactly how it happened,” said Sgt. Parrish.

New York police said they found hundreds of fake credit and debit cards using the account information stolen from Mesquite

The four men arrested were accused of stealing hundreds of thousands of dollars from the victims.

“I don’t like it. You feel like you’ve been cheated on. But I guess you got to live with it,” said Michael Wade.

Banks contacted customers and vice-versa. Debit cards were canceled and new ones were issued.

“I can tell you right now I don’t plan on paying at the pump ever again because it’s just not worth my time. I would much rather not deal with it whatsoever. I’ll just go inside. Ain’t nothing to it,” said Jason Bonds.

The actual identify theft cases are New York cases. If you have had your information compromised, Mesquite Police want to hear from you.

If you’re looking for safety tips, don’t use your debit card at the pump. Pay for your purchase using cash, or credit. Then you’ll be prompted to put in a zip code, not a pin. This gives you better protection.

Missing Person 3 Ohio Woman Found Alive After a Decade

Three women who went missing a decade ago were found alive Monday in a home in Cleveland, Ohio, according to police.

Amanda Berry, Gina DeJesus and Michele Knight appeared to be in good health and were talking after being discovered in a home on the city’s west side, Cleveland Police Chief Michael McGarth said in a statement.

Neighbor Charles Ramsey heard screams from the house rushed to the dwelling where he found a woman who told him she was trapped inside, he told NBC Cleveland affiliate WKYC. She told Ramsey her name is Amanda Berry and “I’ve been kidnapped, and I’ve been in this house a long time, and I want to leave right now.”

The door would not open so Ramsey said he helped kick it down and then allowed Berry to call emergency-911. Berry had with her a child who she said belonged to her captor.

Cleveland police released the frantic call where Berry pleads with a 911 operator to send help right away. “Help me! I’m Amanda Berry. I’ve been kidnapped and I’ve been missing for 10 years and I’m here. I’m free now,” she says. “I’m Amanda Berry, I’ve been on the news,” she later adds.

All three women have since been taken to a hospital, where they were reported to be in good medical condition, according to officials. At a press conference late Monday, Dr. Gerald Maloney, of Metro Health Medical declined to comment on whether the child was admitted to the hospital with the women.

The women’s disappearance has been a mystery to Cleveland authorities for almost ten years. Three male suspects, including a 52-year-old man, have been placed under arrest, Cleveland Police said in a statement.

Berry, now 27, was reported missing on April 21, 2003 after she phoned her sister to say she was getting a ride home from her job at a fast food restaurant.

About one year later, then 14-year-old DeJesus went missing when walking home from school.

Knight went missing around the year 2000, police said, but since she was 20 years old at the time, authorities assumed she may have run off on her own. Cops on Monday said all three women were held against their will.

As word spread that the women had been found alive, neighbors gathered to cheer and celebrate the good news. Residents told WKYC the news came as a complete shock, and that Castro was a quiet neighbor who kept to himself.

Destiny Berry, cousin to Amanda, told WKYC “I just want to see her, I just want to see what she looks like. I just want to hold her.” Her and her sister were best friends with Amanda before the disappearance. “We were so close, inseparable. And when she came up missing it killed us. Going 10 years without knowing what happened to her, not knowing anything tears us apart.”

Berry’s mother, Louwana Miller, died in 2006. Those close to her said the stress of her missing daughter took a tool on her health, the Cleveland Plain Dealer reported.

DeJesus family also continued to hold out hope, holding vigils as recently as a month ago to commemorate. DeJesus’ mother, Nancy Ruiz, told WKYC, “She’s still out there, and we need to bring her home,” at vigil in April.

Earlier this year a prison inmate was sentenced for admitting he gave authorities fraudulent tips about Berry’s remains. Robert Wolford, who is serving time for killing a homeless man, told police the woman was buried under a Cleveland lot, which was then dug up by backhoes.

And two men arrested for questioning about DeJesus’ disappearance were released in 2006 after police failed to find the woman’s remains during a search of their house.

Police have scheduled a press conference for Tuesday morning.
