Fraud Investigation Dozens Arrested in Manatee Welfare Fraud

They are defrauding the system and we all pay for it. The Manatee County Sheriff announced 103 new arrests today involving welfare fraud.

“I think we’re sending a message that there is rampant fraud here and I think we need to do something about it, ” said Sheriff Brad Steube.

Operation Meal Plan II looked for people willing to buy or sell their EBT cards. Most of us know them as food stamps, but they are now like debit cards. The government automatically loads them up each month with the amount the individual or family receives.

In this case, Sheriff Steube says people were selling them for 50 or 60 cents on the dollar.

They busted one guy named Gerald Millas. The Sheriff says he owns a pizza place and is affiliated with two others in Manatee and Sarasota counties.

“This individual was actually going out to folks and soliciting them for their EBT cards. And he would pay about 60 cents on the dollar for those cards. We pulled, through subpoena, information on Mr. Millas and we were able to determine he used 53 different EBT cards at Sam’s Club. ”

The value of the cards was roughly $23,000. Investigators say he spent it to buy supplies for his restaurants.

Another guy, Stephen Boyd, was tripling up on government assistant.

“We bought a card from him, one he had in Florida, at the same time he had an EBT card from Maryland, and an EBT card in South Carolina, ” said Detective Jason Powell.

They were all in the same name and Social Security number.

Sheriff Steube plans to sit down with lawmakers from Manatee County to address this. He says many of the suspects used the money they made for drugs or alcohol.

“Once the money was received from us to the person who was selling the card, a couple of them said ‘I’m headed to get some rock cocaine,’ ” Steube said.

They’ve arrested 40 people so far, and they’re looking for at least 60 more.

To make matters worse, Sheriff Steube says he wanted the federal government to take the cards back and zero them out.

“But we were told they couldn’t do that. They said the cards were sent to people for their benefits.”

Steube said he explained it was part of a fraud operation they uncovered, but the sheriff was told there was nothing they could do.

“There’s a dysfunction here, don’t you think? We were trying to do the right thing so we wouldn’t’ have to spend the money and we could zero it out. But it just didn’t work out that way,” he said.

So his investigations took the cards, nearly $9,000 worth, and bought baby formula.

“We donated it to a local food bank,” the sheriff said.

Accident Reconstruction Motorcyclist Hit in Jessamine County Crash

A motorcyclist suffered injuries when a car plowed into the bike and then hit two other vehicles in Jessamine County Wednesday evening.

Police say the southbound motorcyclist was stopped in traffic along South Main Street when a northbound driver crossed the center lane and hit the bike. The car continued into a nearby car lot, crashing into another car and a bus.

EMS took the motorcyclist to UK Hospital. Officials say the victim suffered non-life threatening injuries.

Police say charges are pending the results of toxicology tests.

Arson Investigation Harrison Co. Boy Scout Camp

Fire destroyed a historic building Tuesday night, used by Boy Scouts in Harrison County last night. The Harrison County Sheriff thinks someone may have set it.

It wasn’t just a building. The camp housed hundreds of boy scouts over the years: they slept there, ate there, became leaders there, since it was built in the 1960s.

Wednesday, yellow tape and smoke kept people away. It was a tough scene for scout member, Jim Swinford.

“It’s going to affect us for a while because all our camping equipment is in there,” he says.

Thousands of dollars of supplies: gone. Around ten Tuesday night, fire destroyed the camp on Airliner Lane. Swinford was one of the first out there.

“You could see it so far away, and the sky was all lit up, it was bright,” he says.

As he watched, he couldn’t shake a nagging feeling.

“I’m going to be truthful. What was really going through my mind: was, it was set,” he tells LEX 18.

Swinford says that because over the last five years, vandals have done a number on the place: stripped wiring, broken windows, the list goes on. Could someone have set the fire? Sheriff Bruce Hampton seems to think so.

“It is suspicious,” Hampton says. “At this time we’re questioning people, see if anyone has ideas, and I’m narrowing it down.”

The investigation continues, but Swinford isn’t focused on that. He’s busy collecting new supplies, to get his scouts ready for summer camp.

“Matter of fact, I’ve had two to three people today,” Swinford pauses, choking up. “Say they’re going to help. So we’re going to survive. We’ll survive.”

Hampton says a fire marshal will be back out to the scene Thursday to investigate further.

Wrongful Death 2 Yr Old Shot and Killed by 5 Yr Old Brother

The family of a southern Kentucky toddler shot and killed in her home Tuesday afternoon says it was nothing more than a tragic accident.

According to State Police, the five-year-old brother of Caroline Sparks somehow discharged his rifle on Lawsons Bottom Road in Cumberland County killing his two-year-old sister.

“No matter what you did, everything was just kind of funny or she got tickled over the little things,” Caroline’s grandmother, Linda Riddle told LEX 18. “She was probably the most smiling child, laughing child that I seen in a long time.”

Riddle described her granddaughter as her pride and joy, as well as a church-going girl who enjoyed singing, smiling, and playing outdoors. Most importantly, the family said little Caroline loved her older brother.

“It’s just been rough since yesterday,” Riddle said. “It’s been more than I can handle.”

According to the Cumberland County Coroner, Caroline’s five-year-old brother was playing with a rifle he’d been given as a gift, when it fired, striking and eventually killing his little sister, who was pronounced dead at a hospital. The coroner confirmed it appeared accidental.

The mother of the children was home at the time of the shooting, the coroner told LEX 18. He said she stepped outside for a minute or two while cleaning. The coroner said the gun was kept in what the family considered to be a “safe spot.”

State Police said they were actively investigating the incident to determine the next step in the case.

“I mean, it’s tragic. It’s something that you can’t prepare for,” Caroline’s uncle, David Mann said.

“It was God’s will. It was her time to go I guess?” Riddle said. “I just know she’s in Heaven right now and I know she’s in good hands with The Lord.”

A fund has been set up to help Caroline’s family with funeral costs. Donations can be made at Citizens Bank Of Cumberland County under the “Caroline Sparks Memorial Fund.”

Missing Person Johnny Hacker of Clay County

Where is he? It’s been about two weeks since any of his relatives have heard from Johnny Hacker of Clay County. His family says it’s unusual for him not to call or answer his cell phone. He was reported missing yesterday, and now the Clay County Sheriff’s Department is working with Indiana authorities trying to find him.

“For him not to answer his phone for us or his mother, it’s just out of place,” explains Robert Curry, Johnny Hacker’s brother-in-law.

Johnny’s family is worried sick. The 50-year-old long-haul truck driver who has been collecting disability recently always answers his phone. But after visiting his mom a couple weeks ago, the last anyone has heard from him was April 19th. Johnny called his girlfriend and told her he was at a “Pick-A-Parts” truck parts store in Arlington, Indiana. It’s a town east of Indianapolis.

“He said he was in Indiana looking for truck parts for his truck, and I know he was working on his truck,” says Robert.

They’ve heard nothing since. Johnny was driving a ’99 red Chevy Silverado pickup truck with an extended cab and a missing grill. Robert says with the high price of gas, it’s out of the ordinary for his brother to drive all the way to Indiana, 260 miles away, for truck parts.

“We’ve texted him, and let him know our concerns. Just let us know he’s all right, especially for his mother. His mother’s just worried to death,” says Robert.

The Clay County Chief Deputy says the cell phone is off and calls are going straight to voicemail. The phone is not pinging anywhere. Deputies have contacted Indiana authorities and haven’t found the truck yet. Johnny’s family just wants him home safely.

“If you’re out there Johnny, just let us know you’re all right,” says Robert.

Missing Person Kristen Tyler of Salina, KS

Salina, Kan. woman Kristin Tyler vanished over the weekend after running an errand, but as of May 1, 2013 there is a disturbing update in her case. Officials reportedly located her car last night — but she remains missing. The car has been towed so it can be examined for evidence, but what about the missing woman? Her loved ones have stressed several times over the past couple of days that she would not vanish like this and leave her children behind.

The 27-year-old woman is the mother of four children and even though she likes to go out and party, her mother claims she always calls to tell her children goodnight. She doesn’t have her own cellphone, but has one in her possession that belongs to a friend. She has not answered it since she went missing. All of these details so far add up to be negative elements in this disappearance. When a person’s disappearance is out of their ordinary behavior, it’s immediately suspicious. When a missing person’s car is located without the missing person in it, the suspicion rises higher. There are even cases in recent reports of missing people’s bodies going unnoticed in the trunks of their towed vehicles. Certainly officials are going over that car with the proverbial fine toothed comb.

Kristen Tyler could be anywhere, and there are plenty of rumors circulating online that indicate she could be with a boyfriend or male acquaintance. Hopefully something positive comes to media reports soon regarding this case and it doesn’t turn out being another tragic story of foul play.

Missing Person PA Woman Missing for 11 Years Found Homeless in FL

A central Pennsylvania woman who mysteriously disappeared after dropping off her children for school 11 years ago has surfaced in Florida, telling police she traveled there on a whim with homeless hitchhikers, slept under bridges and survived by scavenging food and panhandling, authorities said Wednesday.

Brenda Heist, 53, had been declared legally dead, Lititz Borough Police Det. John Schofield said. The detective said he met with her in Florida on Monday and she expressed shame and apologized for what she did to her family.

Heist was going through an amicable divorce in 2002 when she was turned down for housing assistance, which led her to despair. She was crying in a park when two women and a man befriended her, then invited her to join them as they began a monthlong hitchhiking journey to south Florida, Schofield said.

Her ex-husband Lee Heist, who got the courts to declare her legally dead two years ago and has remarried, said at a news conference Wednesday that he was angry because of the effect her disappearance had on their son and daughter. Lee Heist was looked at as a suspect, but cooperated with investigators, took a polygraph and was eventually cleared.

He was able to maintain a bond with the children.

“They knew that I was there, and I loved them and would take care of them,” he said.

He said his ex-wife and their children have expressed a desire to speak with each other, but for now they are taking things slowly.

Schofield said Brenda Heist was expected to be released from police custody in Florida and was likely to spend some time with a brother in that state before moving in with her mother in Texas.

“She has a birth certificate and a death certificate so she’s got a long ways to make this right again,” Schofield said. “She’s got to take it slow with her family, I’m sure, and it’s going to be a long process.”

Inside her Lititz home the day she disappeared, dinner was defrosting and the laundry was half done. Police located her car in a neighboring county but none of her personal belongings were taken.

When Schofield called recently to meet with her ex-husband and their daughter, they assumed he would be notifying them that her remains were found, the detective said.

Lee Heist said he struggled financially after his wife disappeared, quitting his job and losing his home. She had been a bookkeeper at a car dealership.

“There were people in the neighborhood who would not allow their children to play with my children” because he had been a suspect, he said.

Brenda Heist turned herself in to Monroe County sheriff’s deputies in Key Largo, Fla., on Friday, regarding some outstanding warrants, and then informed them she was a missing person. She had apparently been using a different name and had been homeless for the past two years, most recently living in a tent community run by a social service agency.

“She said she was at the end of her rope, she was tired of running,” Schofield said.

For about seven years she lived with a man in a camper in Key West and worked odd jobs. Schofield said she never had access to a computer and never checked to see if she was being sought, although she assumed she was.

The Heists’ daughter is now a 19-year-old West Chester University sophomore, and their son, 23, recently graduated from the same college and is pursuing a law-enforcement career. The school is about 30 miles west of Philadelphia.

Schofield said police in Florida were trying to sort out the warrants before releasing Brenda Heist.

The Monroe County Sheriff’s Office said Heist was in “protective custody,” although not with the office. The sheriff’s office did not immediately respond to a request by The Associated Press for a way to contact her.

Police in Lititz said the investigation eventually involved dozens of detectives, and although the trail had grown cold the case had never been forgotten, with Heist’s picture tacked to a wall at police headquarters.

Lee Heist said he and the children also remembered, and observed anniversaries. Her valuables were returned to her mother years ago, he said.

Wrongful Death 3 Men Arrested in Connection with the Marathon Bombing

Three men were arrested and charged today in connection with the Boston Marathon bombing investigation.

Dias Kadyrbayev, 19, and Azamat Tazhayakov, 19, both of New Bedford, were charged in a criminal complaint with conspiracy to obstruct justice by conspiring to destroy, conceal, and cover up tangible objects belonging to suspected marathon bomber Dzhokhar Tsarnaev, namely a laptop computer and backpack containing fireworks. A third man, Robel Phillipos, 19, of Cambridge, was charged with willfully making materially false statements to federal law enforcement officials during a terrorism investigation. According to the affidavit accompanying the complaint, Kadyrbayev and Tazhayakov are both nationals of Kazakhstan who entered the United States on student visas. Kadyrbayev and Tazhayakov face a maximum sentence of five years in prison and $250,000 fine. Phillipos faces a maximum sentence of eight years in prison and a $250,000 fine.

United States Attorney Carmen M. Ortiz and Richard DesLauriers, Special Agent in Charge of the Boston Field Office of the FBI, announced the charges today. This investigation was conducted by the FBI’s Boston Division, the Boston Police Department, the Massachusetts State Police, and member agencies of the Boston Joint Terrorism Task Force, which is composed of more than 30 federal, state, and local enforcement agencies, including the Bureau of Alcohol, Tobacco, Firearms, and Explosives, U.S. Immigration and Customs Enforcement-Homeland Security Investigations, U.S. Marshals Service, U.S. Secret Service, the Massachusetts Bay Transit Authority, and others. In addition, the Watertown Police Department, the Cambridge Police Department, the Massachusetts Institute of Technology (MIT) Police Department, the Boston Fire Department, the National Guard, and police, fire, and emergency responders from across Massachusetts and New England played critical roles in the investigation and response.

The charges contained in the complaints are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

Identity Theft Memphis Woman Found Penniless

A Memphis woman recently found herself penniless following an identify theft on the retail giant’s website. Though she caught the crime before most of the items in question shipped, Walmart reps were slow on the uptake. As a result, the matter is now in the hands of law enforcement.

Colli Bounds, an occasional Walmart shopper, learned of the fraudulent charges when she got thank-you emails in her inbox on Monday. She was quick to contact the store yet, due to it being after hours, Bounds received a message telling her to try back in the morning. That effort didn’t work either and she watched four of the five orders placed on her card get shipped to an address in Georgia she’d never seen before.

Meanwhile, more than $3,000 in her checking and savings accounts (they were linked) were consumed to fund purchases she never made. Bounds was on Walmart’s Facebook (NASDAQ:FB) page and calling repeatedly in order to stop the shipment in its tracks, yet no one at the company seemed to put it on a priority list…

“They were notified of this,” Bounds told WREG-Memphis. “And they did nothing to stop it.And they seem like they just didn’t care.” A Walmart rep declined to admit the matter ever happened, saying “there is no indication of a breach of Walmart.com systems.” The spokesperson added that Walmart jumps immediately into the fray “when [they] become aware of these matters.”

In the case of Colli Bounds, that clearly didn’t happen. The Memphis woman felt like a minor concern for a company that continues to grow in size. Walmart tells customers and media outlets it will provide copies of records related to any investigation upon request, but there are few in-store security precautions in place. It’s rare that any identification is checked for customers paying with a bank card. Credit card companies seem to be the final line of defense for the consumer whose accounts are hacked. Walmart may not offer a hand at any point.

Missing Person Jerry Lee Matthews of East Ridge, TN

The East Ridge Police Department is asking for help finding a 65-year-old East Ridge man.
Jerry Lee Matthews lives at 5306 Weaver St. in East Ridge.
He was last seen by neighbors around 8:00 pm Saturday night.
When family members came to check on him Sunday morning, Matthews was nowhere to be found.

Matthews is described as 6-feet tall, 150 lbs, green eyes, brown hair, and graying beard and mustache.
Family members are concerned, and say Matthews has health issues.
