Identity Theft Lexington Woman Apologizes to Elderly Woman

A Lexington woman has apologized after racking up nearly $3,000 in purchases on an elderly woman’s credit card.

LEX 18 first brought you this story Sunday and showed you surveillance pictures taken from inside a Lexington Walmart. The pictures show Mabel Sifuentes, April Jasso and Todd Thomas buying hundreds of dollars worth of items on a credit card the group allegedly stole from their employer.

Police say they also used the card to take a trip to Florida. after our story aired on LEX 18 Sunday, Sifuentes reached out to us to tell her side of the story and apologize. “I guess I wasn’t thinking, ” she said. “I was at fault. I am an adult and I do have an adult mind and I did make a mistake. I will pay back everything that I am guilty of.”

Sifuentes says the trip to Florida was not a vacation, but a trip to pick up her belongings as she moved to Lexington.

Regardless she says that she will take responsibility for her actions in court later this month.

Private Detective Former KY Argrigulture Commissioner Indicted

A federal indictment was unsealed today charging former Kentucky Agriculture Commissioner Richard Dwight Farmer, Jr. with misusing and misappropriating money and property belonging to the Kentucky Department of Agriculture (KDA) during his tenure.

The indictment, filed Friday, April 19, charges Farmer, 43, with four counts of misappropriating property and funds of the KDA, a state agency that receives more than $10,000 annually in federal funds. Each of the four counts covers alleged misconduct occurring in separate calendar years beginning with 2008 and ending with 2011.

Farmer is also charged with one count of soliciting property of value in exchange for intending to be influenced in KDA matters.

According to the indictment, Farmer abused his authority throughout his tenure, using KDA funds to obtain rifles, clothes, hotel rooms, computer equipment, and home appliances, all for himself, friends, and family.

One example of Farmer’s alleged misuse of funds occurred in 2008, at the Southern Association of State Departments of Agricultural Conference held in Kentucky. The indictment alleges Farmer bought a surplus of gifts for participants and conference workers, such as rifles, watches, case knives, and personalized cigar boxes, and then kept the excess gifts for his personal use.

The indictment also alleges that Farmer misused his position to secure jobs for his friends. According to the indictment, Farmer directed the KDA to create several paid “special assistant” positions. He hired friends for these positions, and he ensured that they operated with little oversight and performed minimal official work. Some of these special assistants received state government salaries in exchange for performing home improvement projects and other personal services for Farmer.

Additionally, on multiple occasions, Farmer allegedly bought hotel rooms at the Kentucky State Fair for extended family using KDA’s money.

Another count in the indictment alleges that Farmer solicited and accepted property from an eastern Kentucky motor vehicle dealership, intending to be influenced in the decision in which he attempted to award KDA grant money to the dealership.

The U.S. government is seeking the forfeiture of $450,000, which represents the approximate total amount of KDA money that Farmer allegedly misused.

The KDA is a state government agency that is funded, in part, with money provided by the federal government. The indictment alleges that the KDA receives millions of dollars annually in federal money.

Farmer was elected to two terms as commissioner of Agriculture and was responsible for the supervision and administration of the KDA from January 2004 until January 2012.

Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky; Perrye Turner, Special Agent in Charge, FBI; and Jack Conway, Kentucky Attorney General, jointly announced the indictment today.

The investigation preceding the indictment was conducted by the Kentucky Attorney General’s Office and the FBI. The indictment was presented to the grand jury by Assistant U.S. Attorneys Kenneth R. Taylor and Andrew T. Boone and trial attorney Sean Mulryne with the Public Integrity Section of the United States Department of Justice.

A date for Farmer to appear in court has not yet been scheduled. Each count carries a maximum penalty of 10 years in prison and up to a $250,000 fine. However, any sentence following a conviction would be imposed by the Court after consideration of the U.S. Sentencing Guidelines and the federal statutes.

Any indictment is an accusation only. A defendant is presumed innocent and is entitled to a fair trial at which government must prove guilt beyond a reasonable doubt.

Pedophile Tracking Yazoo County, MS Man Facing New Charge

Child sex crime charges against a convicted Yazoo county registered sex offender could go to a grand jury as early as next month.

Ray Hilderbrand was arrested last week at his home near the Bentonia community.

The alleged crime happened in Warren County where the 37 year old man is accused of soliciting a Vicksburg child under 16 to perform a sex act in his presence.

Hilderbrand is already on probation for a federal conviction for receiving child pornography.

A judge set bond for $100,000 after Hilderbrand’s initial appearance in Warren county justice court.

The serious state charge against the Bentonia man could send him back to prison.

We spoke is neighbor is shocked the convicted sex offender wasn’t locked up on the federal sex crime.

A distant Hildebrand relative told us he suffers from Schrprenizia. They’re unsure if his mental illness

may have lead him to prey on a child.

Missing Person Breona Walker of Detroit

Police in Detroit are looking for a missing 17-year-old girl. Officials say Breona Walker was last seen by a family member on Saturday leaving her home on Prevost, near Outer Drive and Greenfield.

Walker was apparently going to a friend’s house.

She is 5 foot 3, 180 pounds, has black medium length hair, and a medium brown complexion. Walker was wearing a black-red-white sheer top and blue jeans.

Missing Person 27 Yr Old AZ Man

San Luis police need your help finding a missing 27-year-old man who told his family he was crossing the border to San Luis, Mexico, last week and never returned.

Police say Jesus Enrique Juarez Aguayo was last seen April 15 at around 10 a.m. as he was leaving his house in the 14000 block of B Street.

He was reported missing two days later.

Juarez had told his family he headed to San Luis, Mexico, and left in his white Chevrolet pickup truck.

He never came home that day.

Police say Juarez was last seen wearing a black t-shirt and jeans.

His Arizona license plate number on the pickup truck he was driving is “ARX0920.”

Anyone with information on the whereabouts of Juarez are urged to call San Luis police at (928) 341-2420.

Private Detective Rowan County Man Accused of Sexually Abusing Disabled Man

A Rowan County man is charged with knowingly abusing an adult, accused of deceiving a man with mental disabilities and sexually abusing him in a Lexington motel room.

According to court documents, Joel Becks told the man he was taking him to a basketball game in Nashville, but investigators say that’s not what happened.

According to the arrest warrant which LEX18 obtained, 34-year-old Joel Becks offered to take the man with mental disabilities to the OVC Men’s Basketball championship in Nashville, TN. and claimed he was a Morehead State University employee. The warrant says Becks called the Job Corp Training Center in Frenchburg, which the victim participated in, and also told them he was an MSU employee and would pay for the man to go to the game. Becks isn’t listed as working at MSU.

Documents say they met up on March 1st in Lexington but instead of going to the game, Becks took the man to the Motel 6 on Elkhorn Road and allegedly sexually abused him.

Rowan County Sheriff’s Deputies arrested Joel Becks at his home on Apri 19th . He bonded out of jail on a $10,000 bond. LEX18 went to his home in Morehead. Becks did not answer the door, but his roommate did, and we were told the allegations are “lies.”

LEX18 reached out to the Job Corp Training Center in Frenchburg, but we did not hear back. We’re told a court date for Joel Beck’s arraignment in Fayette County has not yet been set

Wrongful Death Body of 29 Yr old Found in Greenup County

Human remains found in Greenup County over the weekend have been identified.

Officials say the body of 29-year-old Christopher Frazier was found on Happy Ridge Road on Friday. Police say the body may have been there since March 25.

Missing Person Michael Thomason of Orlando, FL

The Orange County Sheriff’s Office is asking for help in locating an Orlando man who has been missing since Saturday.

Michael Thomason, 58, was last seen at his home around 4 a.m. Saturday on the 6000 block of Bywood Road in Orlando. He was wearing a camouflage shirt and tan shorts.

Thomason is a white and is 5 feet 6 inches tall.

Thomason has not contacted family members, which is unusual behavior, according to the Sheriff’s Office.

Identity Theft Rochester, NY Woman Accused

A Rochester woman is accused of using another person’s identity to open a loan and buy a car.

Maria A. English, 24, is accused of fraudulently using personal information from another individual, whose residence is in Rochester, to obtain credit. English allegedly used that credit to open a loan and purchase a Lexus from a Town of Volney business.

English was arrested for grand larceny and identity theft, both felonies.

She was arraigned at the Town of Scriba Court and remanded to the Oswego County Correctional Facility in lieu of $20,000 cash bail or $40,000 bail bond.

English is scheduled to answer the charges before Town of Volney Court on April 29.

Fraud Investigation Paducah Man Inpersonated a US Army Officer

A convicted felon living in McCracken County, Kentucky, was sentenced yesterday in United States District Court, by Senior Judge Thomas B. Russell to 16 months in prison, followed by a one year term of supervised release, for impersonating an officer of the U.S. Army and defrauding a victim of sums of money, announced David J. Hale, United States Attorney for the Western District of Kentucky. Senior Judge Russell also ordered defendant Kyle Christopher Barwan to pay restitution in the amount of $1,640.

Barwan, age 23, was charged in a two-count indictment by a grand jury meeting in Paducah, Kentucky, on September 11, 2012. According to the indictment, on or about April 14, 2012, in Christian County, Kentucky, the defendant falsely assumed and pretended to be an officer and employee of the United States, that is, a United States Army chief warrant officer, and in such pretended character, falsely stated that he was a United States Army chief warrant officer and conducted a military promotion ceremony for military personnel. Further, between April 1, 2012 and May 7, 2012, in McCracken County, Kentucky, the defendant falsely pretended to be an officer and employee of the United States, that is, a United States Army Cchief warrant officer and in such pretended character, with intent to defraud, did falsely demand and obtain a thing of value from another person in that he obtained sums of money over $1,000. According to court records, Barwan asked at least one individual for money while impersonating an officer of the U.S. Army. Barwan pleaded guilty to both charges on December 12, 2012, before Senior Judge Russell.

Barwan was previously arrested in Vincennes, Indiana, in November 2010 and was charged with impersonating an officer and possession of cocaine. He was convicted of both offenses and sentenced in June 2011 to one year imprisonment for impersonating an officer and 18 months, to run concurrently, for the felony possession of cocaine.

This case was prosecuted by Assistant United States Attorney David Sparks and Special Assistant United States Attorney Captain John Vrettand and was investigated by Ft. Campbell Military Police, the McCracken County Sheriff’s Department, and the Federal Bureau of Investigation (FBI).
