Private Detective: Man Arrested in Connection With Shooting on Centre Parkway

A man wanted in connection with a shooting on Centre Parkway was apprehended in Nicholasville Tuesday.

Lexington Police say that Luok “Lucky” Tuach, 32, was charged with Assault 1st.

They say that around 7:53 p.m. on April 22, officers were dispatched to Centre Parkway in Lexington where a man was found suffering from a gunshot wound to the head.

He was transported to UK Hospital and was able to speak with officers.

Tuach was booked in the Jessamine County Detention Center.

Missing Person Willie Herman Toomer of Berkeley County, SC

The Berkeley County Sheriff’s Office is searching for a missing person.

Authorities say, Willie Herman Toomer, 78, of Huger, was last seen on Sunday, May 14.

We’re told Toomer often walks the roads near his home, taking small steps while dragging his feet.

He is described as an African-American man, standing at 6’0, weighing about 160 pounds. Toomer does have special needs.

Pedophile Tracking Union Man Arrested For Taking Photos of Girl Changing

Boone County Sheriff’s investigators arrested a Union man Monday for taking nude photos of a juvenile girl while she changed clothes in a restroom and then uploaded them to a website.

A press released from the Boone County Sheriff’s Office said that 53-year-old Mark Fowler uploaded the photos of the unknowing juvenile girl to a SmugMug online account.

He is charged with four counts of Promoting a sexual performance by a minor and four counts of Possess/view of matter portraying a sexual performance by a minor. Additionally, detectives served a search warrant on the premises and seized electronic media to be examined.

He is in the Boone County Detention Center on a $25,000 bond.

Wrongful Death Four Arrested in Bardstown Shooting

Four people are facing murder charges in Nelson County following the shooting death of a Bardstown teenager.

Police have now released what they think lead to the altercation.

They believe the shooting happened because of a botched drug deal.

The family of the victim, Cameron Williamson, believes he was set up.

Police were called to a convenience store around one Monday morning on East Stephen Foster Avenue where they found Williamson dead inside a car.

The four people charged in his death are Aleyis Paige Gribbins, Shanontay Jemare Adams, Torique Shawne Griffin, and Damion Paul Murphy.

Williamson was a junior at Bardstown High School.

Missing Person Michael Doherty of Franklin, Mass.

Police are asking for the public’s help in locating a missing 20-year-old man in Franklin.

Parents of Michael Doherty called police Sunday and reported their son had not returned home.

Police said search crews include members of the Massachusetts Environmental Police and the Metro-LEC, a consortium of more than 45 local police departments and law enforcement agencies.

Police said the search and rescue effort was still very active as of 2 p.m. Monday. No foul play is suspected in the case.

Doherty, a 2015 graduate of Xaverian High School and current Duke University student, was last seen in the Phyllis Lane area at 1:30 a.m. Police said he had been attending a gathering with some friends.

Friends said he was completely coherent when he left the gathering on foot.

He was wearing a blue t-shirt with a Nike symbol, black pants and sneakers.

Doherty is a white male, 5 feet 10 inches tall with brown hair and brown eyes.

A reverse 911 call was initiated to residents in the area.

Pedophile Tracking Scott Co Man Charged With 100 Counts of Child Porn

People living on a Georgetown Street are disturbed after learning that one of their neighbors has been charged with 100 counts of child porn.

Investigators told LEX 18 that the man arrested was a respiratory therapist at Spring View Hospital in Lebanon.

According to the arrest citation, 44-year-old Chad Rickman was charged with the 100 counts after Cyber Crimes investigators located a hard drive and two flash drives containing thousands of images and videos of children in sexual performances.

“It’s disturbing because,” said neighbor Ann West. “You have no idea, it seems like everyone on the street is friendly and good and you have no idea.”

The Kentucky Board of Respiratory Care’s records show that Rickman is not currently under disciplinary action nor has he had complaints or investigations before the board in the past.

Rickman is in the Scott County Jail. He is supposed to be arraigned Tuesday at one.

Fraud Investigation Judge Pleads Guilty in Connection to Disability Fraud Case

A former judge charged with accepting bribes from a former disability attorney pleaded guilty in federal court.

Judge David Daughetry admitted to accepting bribes from former attorney Eric C. Conn in connection with disability cases

Court records reveal the illicit relationship between the two men began in 2004, when Daugherty asked Conn for a $5000 loan. The following month, Conn told the judge that instead of repaying the loan, he could instead begin paying the judge a set amount for every favorable ruling for one of Conn’s clients.

Thus, the Social Security Administration contends that the deal turned into a cyclical relationship between the attorney, judge and Doctor Bradley Adkins who is also charged in the case.

Conn pleaded guilty to paying Daugherty an average of $8000 a month — which was more than the salary he received as judge. The relationship continued until 2011, netting daugherty $609,000 in return for at least 31,000 favorable decisions. Daughterty will be sentenced August 25. He faces two years for each of the charges.

Conn pleaded guilty to theft and bribery charges in March. he will be sentenced July 14.

The disability benefits of over 900 Eastern Kentucky residents represented by Conn were frozen pending a review by the Social Security Administration.

Private Detective: Lexington Police Arrest Serial Purse Snatcher

Lexington Police have arrested a man they say is connected to a string of purse thefts and robberies.

Adam Wade, 31, was arrested on St. Christopher Drive in Lexington on Monday.

Last Thursday,  officers say a woman’s purse was stolen outside of the Kroger on Boston Road.  The victim told them that the suspect forcefully pulled her purse from her grasp, causing her to lose balance and drop other items that she had purchased.  He then proceeded to run to his vehicle and fled the scene.

Police believe the suspect is that same man who struck on Saturday at the Hamburg Pavilion. Reportedly, he grabbed a woman’s purse, then when she tried to get it back, the suspect ran over the woman’s leg and drove off.

Police tell us they believe this man may be responsible for several other similar robberies recently.

Wrongful Death Former Deputy Jailer Convicted in Charges Related to Death of Detainee

A jury has convicted a former deputy jailer in eastern Kentucky for his role in violently assaulting a pre-trial detainee and willfully failing to provide necessary medical attention that led to his death.

Acting Assistant Attorney General Tom Wheeler of the Justice Department’s Civil Rights Division, Acting U.S. Attorney Carlton S. Shier, IV, for the Eastern District of Kentucky, Special Agent in Charge Amy Hess of the Federal Bureau of Investigation, and Commissioner Richard W. Sanders of the Kentucky State Police jointly made the announcement.

William Curtis Howell was convicted of using excessive force against the detainee, resulting in bodily injury, and of deliberately ignoring the detainee’s serious medical needs, also resulting in bodily injury.  The jury returned the verdict after 90 minutes of deliberation, following four days of trial.

According to the evidence presented at trial, on July 9, 2013, at the Kentucky River Regional Jail in Hazard, Kentucky, Howell and another supervisory deputy jailer, Damon Wayne Hickman, violently beat Larry Trent, 54, a pretrial detainee, and left him in his cell, seriously injured and bleeding from an open head wound.  Trent ultimately died from injuries sustained during the beating.  Trent was in custody for a DUI charge.  Supervisory Deputy Jailer Hickman, who was initially charged along with defendant Howell, pleaded guilty prior to trial and testified against Howell.

According to evidence, the assault started when Howell and Hickman opened the door to Trent’s cell to remove a sleeping-mat, and Trent ran out of the cell.  Howell tased Trent and after Trent was brought to the floor, Hickman, without justification, violently kicked Trent in the ribs. While deputies carried Trent back to his cell, Trent took the taser from the deputy jailers.  Witnesses testified that after deputies retrieved the taser from Trent and while Trent was restrained on the floor by deputy jailers, Howell and Hickman, without justification, punched, kicked, and stomped on Trent.  Witnesses further testified that, before closing the cell door, Howell stepped into Trent’s cell and kicked Trent in the head while Trent was on the floor and posing no threat.  Further testimony was presented that, after the assault, Trent’s blood was in the detox hallway, booking area and on the deputies involved.

Testimony further revealed that Trent was lying motionless in his cell, with blood all over his face.  However, Howell and Hickman willfully failed to provide medical attention, because they did not want to get in trouble.  Approximately four hours after the beating, another employee at the jail noticed Trent’s lifeless body and emergency personnel were called. Trent was pronounced dead at a local hospital that afternoon.

According to autopsy results presented at trial, Trent died of a fracture to his pelvis that caused hemorrhaging and from blunt force trauma to his head, torso and extremities.

The Kentucky River Regional Jail houses pre-trial detainees from Perry and Knott Counties.  As a supervisory deputy jailer, Howell was responsible for the custody, care, safety and control of the inmates at the jail.

Hickman pleaded guilty last year for his role in the beating.  Another assault took place at the same jail in 2012.  In April of this year, Kevin Asher, the deputy jailer involved in that assault, was convicted of deprivation of civil rights under color of law, and obstruction of justice resulting in bodily injury.

Sentencing for Howell is scheduled for Aug. 16, 2017, in London, Kentucky.  Excessive use of force resulting in bodily injury carries a maximum penalty of 10 years imprisonment, and deliberate indifference resulting in bodily injury carries a maximum penalty of 10 years imprisonment.  The U.S. District Court will consider the U.S. Sentencing Guidelines and the federal statutory penalties before imposing sentence.

The investigation was conducted by the Kentucky State Police and the FBI.  Assistant U.S. Attorney Hydee Hawkins of the United States Attorney’s Office for the Eastern District of Kentucky and Trial Attorney Sanjay Patel of the Civil Rights Division prosecuted this case on behalf of the federal government.

Wrongful Death Two Wanted After Bardstown Teen Shot and Killed

A 17-year-old Nelson County teenager was shot and killed early Monday two blocks from a convenience store.

WAVE 3 News identifies the victim as Cameron Wess Williamson, 17. Williamson died of a single gunshot wound. An autopsy will be performed later on Monday.

Officers were called to the Five Star Food Mart at 122 East Stephen Foster Avenue just before 1 a.m. on a report of a shooting. They found Williamson along with two witnesses – a man and woman – inside a car. The officers tried to resuscitate Williamson, but they were unsuccessful.

Investigators said they determined the crime began outside a business two blocks from the convenience store when two people opened the car door and shot Williamson in the chest. He and the two witnesses fled to the Five Star Food Mart.

The names of the suspects have not been released.
