Fraud Investigation Carter County Woman Indicted on Forgery Charges

Police in Carter County have arrested a woman and charged her with multiple counts of theft and forgery reported by the Northeast Kentucky Community Action Agency.

In May, Kentucky State Police initiated an investigation into multiple counts of theft and forgery reported by the Northeast Kentucky Community Action Agency. The agency, which is an organization that provides direct social services to Kentuckians with low and moderate incomes, including education grants, reported that an ex-employee had been stealing money from the agency, and forging checks which had been issued to their clients.

Melissa Black, of Olive Hill, was implicated on fifty-five counts of Theft by Unlawful Taking (over $500.00), and fifty-four counts of Forgery in the Second Degree, which allegedly netted her more than $75,000.00 in illegitimate funds.

The case was presented to the Carter County Grand Jury on June 28, and an indictment was returned for twelve of the suspected counts. Black was arrested and is being held in the Carter County Detention Center on July 19.

Individual checks forged and money taken were at values ranging from $320 to $2,993.
