Kentucky State Police have charged two Carter County men with sexual abuse, one case involving a 4-year-old girl.
Police say they received a report that a family acquaintance sexually abused the child at a home on Clay Camp back in September. After police investigated, a grand jury indicted James D. Withrow, 56, on Oct. 25. Police say Withrow touched the little girl in “a sexual manner.”
