A Montgomery County man has been charged with murder in the death of a longtime city commissioner.
Investigators said Joseph Julian, 48, killed his landlord, David Ballard, 51, Thursday night by ramming him with his truck. It happened around 9:30 p.m. on Camargo Road outside of Camargo Cuts, where Ballard also worked as a barber.

“Every day, I’d go out to his shop and sit with him and talk and he’d give me a hug and say ‘I love you, son,'” said Brandon Ballard, David’s son. “It seems like I don’t even have a mind right now. It’s just going in circles. I’m just hoping my dad’s gonna pull back in the driveway.”
Joseph Julian had been renting the apartment in the back of Camargo Cuts for several years. Ballard’s family said he had not been making his rent payments.
“Dad had been trying to get him out of there for almost six months, trying to get him to move out, but he didn’t want to put him out on the street. That’s how my dad was,” Ballard said.
It all came to blows Thursday night, the two were apparently arguing outside Camargo Cuts. Investigators said ending Julian rammed his truck into Ballard, pinning his body up against the building.
Ballard was pronounced dead on the scene.
Julian was arrested, charged with murder and DUI.
“I have to stay strong for my mom and my sister. I’m the man of the house now. Just go to work and try to follow in my dad’s footsteps,” Ballard said.
David Ballard, a father of two, had been serving as a Jeffersonville City Commissioner for more than 20 years.
