The Madison County coroner was on the scene of an investigation Saturday evening after a man’s body was found in a vehicle

KSP and the Madison County Sheriff’s Office were also on the scene, but no further details were given on the investigation.

KSP told LEX18 due to terrain conditions and lack of daylight they will not remove or identify the victim on Saturday. Rescue crews will return to the scene Sunday morning.

78-year-old Fred Warner, who family says suffer from Alzheimer’s Disease and Dementia, went missing from Madison County in December. Police have not confirmed if this investigation is related to his disappearance.

Private Detective: Fulton County Contract Supplier Guilty of Giving Kickbacks

A Fulton County, Kentucky, business owner and contract supplier pled guilty today in United States District Court before Senior Judge Thomas B. Russell for his role in a conspiracy to defraud Fulton County citizens, through kickbacks and concealment of costs associated with work performed on the 2015 Fulton County Detention Center expansion, announced United States Attorney John E. Kuhn, Jr.

 

Michael Homra, 79, pled guilty to three charges including Honest Services Wire Fraud and Wire Fraud for his role in a conspiracy that allegedly involved then Fulton County Jailer Ricky D. Parnell and others between April 2015 and August 2016.

According to the plea agreement, Homra is the owner of The Leader Store located in Fulton, Kentucky. His company often sold building materials to Fulton County as part of the Detention Center expansion project. Homra allowed Parnell to use The Leader Store as a middleman company for building supplies ordered during the project and paid Parnell cash kickbacks while the project was ongoing.

The agreement between Homra and Parnell was for Parnell to inflate prices that The Leader Store charged Fulton County for purchases and then for Homra to pay Parnell 50% of the profits from these purchases. Homra would pay Parnell with cash and paid Parnell between $10,000 and $25,000.

Further, according to the plea agreement, Homra knowingly and voluntarily agreed and conspired with Parnell to give Parnell cash kickbacks, both as a favor to Parnell and so that Parnell would continue to use The Leader Store as a supplier for the Fulton County Detention Center, which Parnell could do because he was the Fulton County Jailer. As part of their kickback scheme, Fulton County paid The Leader Store by check in amounts of $54,364.00 and $66,530.58.

 

Homra was charged by grand jury indictment, with co-defendants Ricky D. Parnell, 59, of Hickman, Kentucky; Ronald D. Armstrong, 60, of Dresden, Tennessee; Jimmy Boyd, 56, of South Fulton, Tennessee; and Daniel C. Larcom, 42, of Union City, Tennessee, on November 15, 2016 and were arraigned in United States District Court in Paducah, before Magistrate Judge Lanny King that same day.

 

If convicted at trial, the defendants could be sentenced to no more than 20 years in prison per count, pay a $250,000 fine for each count, and be sentenced to serve a three-year period of supervised release.

 

This case is being prosecuted by Assistant United States Attorney Nute Bonner and is being investigated by the Kentucky Attorney General’s Office and the Federal Bureau of Investigation (FBI).

Pedophile Tracking Ellsworth, ME Man Arrested and Charged

A local man was arrested this week and charged with a sex crime against a child that allegedly occurred in 2010.

Eric R. Haslam, 35, of Ellsworth was arrested Wednesday and charged with visual sexual aggression against a child. That is a Class C charge, which is considered a felony in Maine.

State law defines the particular offense of visual sexual aggression that Haslam is charged with (there are different types) as when someone exposes his or her genitals to a child and the child is under the age of 12.

The charge also can apply when an alleged perpetrator forces a child to expose him or herself to the perpetrator. Ellsworth Police Detective Dotty Small said in this case, Haslam is alleged to have exposed himself to the child.

The alleged offense took place in 2010, according to police. Police said a parent reported “possible sexual abuse” to police on Tuesday, and that a forensic evaluation (interview) was conducted with the alleged victim on Wednesday. Haslam was arrested later on Wednesday.

Haslam was later released on $1,000 cash bail. Small, the investigator in the case, said his bail conditions include not having any contact with children under the age of 14 without direct supervision.

Haslam is due in court on Tuesday, March 21, to be arraigned on the visual sexual aggression charge.

Identity Theft Dallas Woman Pleads Guilty to Aggravated ID Theft

Alicia Gardner, 43, of Dallas, appeared in federal court this afternoon and pleaded guilty before U.S. District Judge Sidney A. Fitzwater to one count of aggravated identify theft, announced U.S. Attorney John Parker of the Northern District of Texas.

Gardner faces a maximum statutory penalty of two years in federal prison, and a $250,000 fine. She could also be ordered to pay restitution. She will remain on bond pending sentencing set for May 5, 2017.

According to documents filed in her case, from approximately January 11, 2013 to March 1, 2013, Gardner knowingly and intentionally participated in a scheme to defraud the Internal Revenue Service (IRS). More specifically, Gardner electronically filed tax returns for the tax year 2012 with her EFIN under taxpayers’ names and social security numbers without the taxpayers’ knowledge or consent. At her consent, the IRS issued refund checks to her as opposed to the unsuspecting taxpayers. Some of those checks were in the taxpayer’s names. Gardner and/or her unindicted coconspirator then proceeded to forge the signatures of the taxpayers on the refund checks and cash them. For instance, on November 11, 2013, Gardner electronically submitted a tax return with a refund request of $1,112 for K.V., without K.V.’s knowledge or consent. Gardner then endorsed and cashed the refund check.

Gardner stipulates that her conduct resulted in at least a $135,942 loss.

The case was investigated by IRS Criminal Investigation. Assistant U.S. Attorney Andrew Wirmani is in charge of the prosecution.

Identity Theft 380 People Victims of Identity Theft Ring in Miami

Two North Miami residents were each sentenced to spend more than seven years in jail by a federal judge this week and two others will be sentenced in March for an identity theft scheme that netted personal information from 380 victims.

U.S. District Judge Ursula Ungaro sentenced 34-year-old Willie Smith and 28-year-old Lloyd Scott each to 94 months’ in jail. Thirty-nine-year-old Naomie Maitre and 42-year-old Daryl Pugh are scheduled to be sentenced at 11 a.m. on March 27 by Ungaro, according to federal officials.

A fifth person, 35-year-old Christopher Simpson, was also indicted in the scheme but he remains a fugitive, according to federal officials.

In all, more than 380 people have had their personal identification information stolen from parked vehicles. The information was then used to carry out identity-related fraud schemes.

The stolen property included purses, sunglasses, cellular telephones, credit cards, debit cards, social security cards, legal permanent resident cards, health insurance cards, Florida bar cards and passports.

Federal officials sayd that Smith, Pugh and Scott pleaded guilty for their participation in the identity theft and fraud conspiracy, while Maitre was convicted by a jury on Jan. 13 of related federal offenses.

The defendants conspired to break into vehicles parked at gas stations, day care centers, and churches, according to federal officials.

The case is being prosecuted by Assistant U.S. Attorneys Cary O. Aronovitz and Daya Nathan.

Pedophile Tracking Man Sentenced to 11 Years For Possessing Child Porn

An Olive Hill man has been sentenced to 11 years after admitting to possessing thousands of images and hundreds of videos of child pornography.

James Keith Wolfe was sentenced Friday for receipt of child pornography. He was ordered to serve a 20-year term of supervised release following the completion of his sentence.

Wolfe pleaded guilty a single count of receipt of child pornography in August of 2016.

In September 2015, FBI agents executed a search warrant and sieved several laptop computers, thumb drives, and two Dell towers from his residence. They say they discovered more than 3,800 still images and 670 videos of children engaged in sexually explicit conduct.

Identity Theft Bronx Man Admits to Stealing IDs For Tax Scheme

A Bronx man on Thursday admitted in federal court to costing the government more than $2.89 million in losses through a phony tax return scheme that relied on stolen identities.

Yerfri Castillo, 26, pleaded guilty before U.S. District Judge John Michael Vasquez in Newark to one count each of conspiracy to steal government funds, theft of government funds and aggravated identity theft, according to the office of U.S. Attorney Paul Fishman.

Prosecutors say Castillo conspired with others to obtain stolen Social Security numbers and other identifying information belonging to people in New Jersey, Puerto Rico and elsewhere.

Castillo admitted to using that information to file tax returns on their behalf and collect the refunds himself, according to prosecutors.

Two other men, Jhan Luis Mejia Marcelino and Odanys Orlando Rojas, previously pleaded guilty and are awaiting sentencing in the case, which was investigated by the Internal Revenue Service’s Criminal Investigation division.

Prosecutors say Castillo faces up to five years in prison on the conspiracy charge, 10 years on the theft of government funds charge, and a $250,000 fine or twice the gain or loss on each.

He faces a mandatory two-year prison sentence on the aggravated identity theft charge, which would run consecutive to any other sentence imposed, according to the U.S. Attorney’s Office.

His sentencing is scheduled for May 2.

Wrongful Death Victim in Overnight Shooting Dies

A man shot near Woodhill Park Thursday has died from his injuries.

19-year-old Christian Gomez was shot around 8:30 p.m. Thursday near Woodhill Park on Larkwood Drive in Lexington. Police were called to the area for reported gunshots and found Gomez on the ground.

He was rushed to UK Hospital. Investigators started gathering evidence from the scene near the park as well as a nearby car wreck on Woodhill Drive. They also investigated a nearby abandoned car, resulting in three separate crime scenes.

On the whole, neighbors tell LEX 18 the area is very quiet and they’ve never had any issues like this.

The cause of the shooting is still under investigation. An autopsy has been scheduled for Friday morning. No one has been arrested yet in connection to this case.

This is Lexington’s third homicide of the year.

Jeannie Rogers suffers from emotional issues and has not been seen since Wednesday, January 18.
