Missing Person Norma Jo Brown of Bath County

State police say a missing Bath County woman may be tied to a murder case and could be in danger.

Police say the last person 33-year-old Norma Jo Brown was seen with was 37-year-old Kevin Howard, who was recently charged in the murder of University of Cincinnati assistant professor.

It’s been more than two weeks without a word from Brown.

“She texts every day, and she hasn’t texted or called. Regardless, she would,” said Genie Hardin, Brown’s sister.

And the new developments have brought little comfort to the family. But Brown’s sister says Howard isn’t a stranger to them.

“He was a neighbor and also Norma had, I think, at one time, they dated years ago. So we knew him from back then when she knew him,” Hardin said.

Howard and a second man, Charles Black, are accused of killing Grant County man Randy Russ, who went missing in mid-August. Investigators found human remains believed to be those of 54-year-old Russ in a grassy area off a road in Fleming County. Officials have not positively identified the body, however, and the Fleming County coroner says it could be another month before the body is identified.

Both Howard and Black are charged with murder, tampering with physical evidence and theft of a vehicle.

State police say Norma Jo knew all three men. Now the family is worried the mother of two could be in danger.

“To me, I just think that he’s probably killed her. You don’t ever want to think the worst, but you do when weeks go by and she still hasn’t turned up,” she said.

And in the small Salt lick Community where she was last seen, the family is hoping someone knows what happened.

“If there’s any information they know that is important, no matter how big or small, that information needs to be told to the police,” Hardin said.

If you know anything about where Norma Jo Brown may be, call state police.
