Officials have announced the arrest of three additional people who police said are connected to the Feb. 28 deadly shooting of 20-year-old Esteban “Steve” Del Cid.
The Los Angeles Police Department on Friday confirmed that 19-year-old Austin Luepke was arrested by detectives by the LAPD. The arrest occurred Thursday afternoon, a LAPD spokesperson said. Luepke was arrested on an Oregon fugitive of justice warrant. KOIN 6 News has learned the warrant charges him with murder, menacing and unlawful use of a weapon.

On Wednesday, Portland Police Sgt. Pete Simpson confirmed 20-year-old Timothy Jacob Noe was arrested Monday in Gresham. Noe was charged with murder, menacing, disorderly conduct and unlawful use of a weapon. He was arraigned Wednesday and plead not guilty at the Multnomah County Justice Center.
Officials confirm that prior to the arrests of Luepke and Noe, 18-year-old Taras Burchak and 19-year-old Michael Kyree Knox were both arrested in Clark County, Washington. They are both charged with three counts of hindering prosecution and one count of unlawful possession of a firearm, court records show.
Police have not said specifically how each person is involved with the alleged murder of Del Cid, who lived in Tualatin.
Officers responded to reports of a shooting Feb. 28 just after 3 a.m. near N. Vancouver and Ivy streets. As officers were responding, they learned that Del Cid and several other people were already on the Legacy Emanuel Medical Center campus in a Honda Accord. Police said the group was trying to find the hospital’s emergency room but got lost and called 911.
Despite efforts to save him by people in the car and doctors, he passed away.
Police learned the shooting actually occurred near Northeast Rodney Avenue and Cook Street.
Court documents submitted earlier this week show that Noe reported to jail staff that he had been homeless for two years. KOIN 6 News has learned that Noe is not homeless, but often stays with associates throughout the metro. According to his Facebook page, he has attended schools in Ridgefield, Wash. and Milwaukie, Ore.
Burchak is scheduled to be arraigned Friday at the Multnoamh County Justice Center. He and Knox were both arrested Tuesday, April 21. Noe remains in custody at the Multnomah County Detention Center. He is scheduled to be back in court later this month.
Knox remains in custody in the Clark County Jail. He is now fighting extradition back to Oregon, court records show. He is scheduled to be back in court May 22.
Representatives with the LAPD and Los Angeles County Sheriff’s Office both declined to release a booking photo of Luepke. Washington State does not release booking photos of persons not being sought, so there is no available mug shot for Knox.
Police said they expect more information to be released on the case Friday.
