Private Detective: Arrests Made in Whitley Co. Child Endangerment Case

The Times Tribune reported Monday that a complaint about a horse sparked an investigation into the endangerment of three children.

The say that, according to a press release from the Whitley County Sheriff’s Office, around 3:30 p.m. Monday, Whitley County Animal Control Officer Wayne Perkins was responding to an Old Mill residence regarding a horse complaint when he contacted the sheriff’s department after fearing for the safety of the children at the residence.

There was allegedly broken glass outside of the residence and what deputies describe as a pungent odor.

Times Tribune said that the release stated there were three children under the age of four at the residence, there was also three pigs, three dogs and one rabbit inside.

It was determined during the investigation that the children were in the care of 57-year-old James C. Lockaby, of Lily.

Lockaby had a warrant for his arrest in Knox County for endangering the welfare of a minor.

Joshua D. Jenkins, 24, and Aurora S. Jenkins, 22, both of Corbin, eventually arrived at the scene where they were charged with three counts of endangering the welfare of a minor and jailed in the Whitley County Detention Center.

They were accompanied by 31-year-old Johnathan Dawson, of London. The Times Tribune said that through a records search, it was determined Dawson was wanted for arrest out of Laurel County.

He was also arrested at the scene.
