Pedophile Tracking Law to Prohibit Counseling to Change Pedophiles

A California congresswoman wants to federalize a state law to prohibit counseling to change a person’s sexual orientation, including that of pedophiles.

Rep. Jackie Speier has introduced a resolution that calls on states to prohibit efforts to change a minor’s sexual orientation, even if the minor requests it, saying doing so is “dangerous and harmful.”

The resolution is modeled after California’s SB 1172, which passed earlier this year. The bill, which has several lawsuits pending against its implementation, has been labeled by both opponents and supporters as “banning ‘gay’ conversion therapy.”

However, the text of the legislation doesn’t specifically ban “gay” conversion therapy but, instead, prohibits attempts to change a person’s sexual orientation.

“‘Sexual orientation change efforts’ means any practices by mental health providers that seek to change an individual’s sexual orientation. This includes efforts to change behaviors or gender expressions, or to eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same sex,” the bill says.

Speier’s resolution contains similar language saying, “It is the sense of Congress that sexual orientation and gender identity or expression change efforts directed at minors are … dangerous and harmful.”

However, the term “sexual orientation” is not defined in either the California bill or Speier’s resolution.

“This language is so broad and vague, it arguably could include all forms of sexual orientation including pedophilia,” said Brad Dacus, president of the Pacific Justice Institute. “It’s not just the orientation that is protected, the conduct associated with the orientation is protected as well.”

The resolution and SB 1172 define sexual orientation change efforts as attempts to change the “behavior” associated with a person’s sexual orientation.

Attorney Mat Staver, chairman of Liberty Counsel, which has filed a lawsuit against the California law, said under the bill’s language a mental health counselor could be sanctioned if there was an attempt to get a pedophile to change his behavior or speak negatively about the behavior.

“If someone were to say their sexual orientation is toward young children and a licensed mental health practitioner were to counsel against those tendencies as opposed to affirming the behavior it is problematic and could result in an ethical code violation by the counselor,” Staver said. “This is an issue that is clearly lurking in this statute.”

In 1973, the American Psychiatric Association declassified homosexuality from its list of mental disorders. A group of psychiatrists with B4U-Act recently held a symposium proposing a new definition of pedophilia in the Diagnostic and Statistical Manual of Mental Health Disorders of the APA.

B4U-Act calls pedophiles “minor-attracted people. ” The organization’s website states its purpose is to “help mental health professionals learn more about attraction to minors and to consider the effects of stereotyping, stigma and fear.”

In 1998, the APA issued a report claiming “that the ‘negative potential’ of adult sex with children was ‘overstated’ and that ‘the vast majority of both men and women reported no negative sexual effects from childhood sexual abuse experiences.’”

Pedophilia has already been granted protected status by the federal government in a way. The Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act lists “sexual orientation” as a protected class; however, it does not define the term.

Republicans attempted to add an amendment specifying “pedophilia is not covered as an orientation.” However, the amendment was defeated by Democrats. Rep. Alcee Hastings, D-Fla., stated that all alternative sexual lifestyles should be protected under the law.

“This bill addresses our resolve to end violence based on prejudice and to guarantee that all Americans, regardless of race, color, religion, national origin, gender, sexual orientation, gender identity, or disability or all of these ‘philias’ and fetishes and ‘isms’ that were put forward need not live in fear because of who they are. I urge my colleagues to vote in favor of this rule,” he said while Congress was considering the plan.

The White House praised the bill saying, “At root, this isn’t just about our laws; this is about who we are as a people. This is about whether we value one another – whether we embrace our differences rather than allowing them to become a source of animus.”

Earlier this year two psychologists in Canada declared that pedophilia is a sexual orientation just like homosexuality or heterosexuality.

Hubert Van Gijseghem, a psychologist and retired professor at the University of Montreal, told members of Parliament, “Pedophiles are not simply people who commit a small offense from time to time but rather are grappling with what is equivalent to a sexual orientation just like another individual may be grappling with heterosexuality or even homosexuality.”

He went on to say: “True pedophiles have an exclusive preference for children, which is the same as having a sexual orientation. You cannot change this person’s sexual orientation. He may, however, remain abstinent.”

When asked if he should be comparing pedophiles to homosexuals, Van Gijseghem replied, “If, for instance, you were living in a society where heterosexuality is proscribed or prohibited and you were told that you had to get therapy to change your sexual orientation, you would probably say that that is slightly crazy. In other words, you would not accept that at all. I use this analogy to say that, yes indeed, pedophiles do not change their sexual orientation.”

Vernon Lewis Quinsey, professor emeritus of psychology at Queen’s University in Kingston, Ontario, agreed with Van Gijseghem. Quinsey said pedophiles’ sexual interests prefer children and, “There is no evidence that this sort of preference can be changed through treatment or through anything else.”

In July 2010, Harvard Health Publications said:”Pedophilia is a sexual orientation and unlikely to change. Treatment aims to enable someone to resist acting on his sexual urges.”

“The courts could very well find themselves constrained to apply it pedophilia conduct as well as homosexual conduct,” Staver said.

He said the law could also be problematic as court-ordered counseling sessions are often a requirement for pedophiles placed on probation. The law would prevent court appointed counselors from criticizing a pedophile’s behavior.

“All of that would be affected by this law,” Staver said.

Staver believes the ultimate goal of supporters is to expand the definition of counselor to include non-licensed persons as well.

“It’s just a matter of time before the state will expand the definition to include non-licensed counselors such as pastoral counseling. These radical legislators want people to force people to receive and counselors to provide only an affirmation of same-sex relationships and anything to the contrary they want to ban.”

Pedophile Tracking Protect Your Photos with Privacy Settings on FB

SUMMERSIDE – The RCMP is investigating how photos of a six-year-old girl from the Summerside area turned up on a website frequented by pedophiles.

Const. Shannon Hodder confirmed Thursday that the Major Crimes section was alerted to the matter due to a post on a Facebook site for P.E.I. parents.

Police say the photos of the girl were downloaded from a Facebook profile that didn’t have proper privacy settings in place, and were then uploaded to an online message board where pictures of young children are frequently posted.

Hodder said the incident appears to be isolated in terms of photos of children from P.E.I., and said the RCMP would issue a further news release Friday morning.

Const. Cheryl Duffy of the East Prince RCMP said it’s important for Facebook users to check all their privacy settings before posting photos or material they don’t want to make public.

“People create these Facebook accounts and they put all kinds of stuff up there, and photos,” said Duffy. “Unless they have their privacy settings on either ‘custom’ or for ‘friends only,’ anyone can search their Facebook and download their photos. That’s what happened in this situation.”

Although the post on the P.E.I. parents’ Facebook site says the privacy settings were in place on the account in question, Duffy said many people don’t realize that Facebook automatically sets most things to ‘public’ by default, leaving the onus on the user to change the privacy settings.

She suggested viewing YouTube videos that provide step-by-step instructions on setting Facebook privacy options, or using the ‘help’ function on the social networking site itself.

If you’re still unsure, Duffy suggests, have a friend or family member help with Facebook privacy settings. The settings can be accessed using the drop-down menu next to the ‘Home’ button at the top of the site.

While police are aware of the offending message board in this incident, Duffy added, those who download and post the pictures are often untraceable because they take measures to hide their identities online.

Mary Ann Ruth Switalski last was seen at a carnival at St. Priscilla’s Catholic Church in Chicago, Illinois, on 7/15/1963. Two days after her disappearance, Mary Ann’s parents received a letter postmarked from Oak Park, Illinois, and believed to be from her. The letter (apparently in her handwriting, but not her writing style) stated that she was fine and planned to make some money to support them. No further contact was made. It is believed that Mary Ann may have been coerced to join a door-to-door sales group that was headed to California.

Missing Person Search Continues for Colorado Boy

DENVER — Dylan Redwine went to visit his dad for Thanksgiving – not because he wanted to but because a court ordered it as part of his parents’ divorce. Then the 13-year-old boy vanished.

More than a week later, police are searching Colorado reservoirs and neighborhoods but still don’t know what happened to the boy.

Dylan’s father picked him up on Nov. 18 at Durango-La Plata County Airport. The boy announced his arrival in Vallecito in a text message that ended with a scowling emoticon, said Elaine Redwine, his mother.

The next day, while his father ran an errand, he disappeared after setting off to meet friends in the secluded vacation spot high in the mountains near Durango.

Authorities don’t believe Dylan ran away. They say he has a cellphone and has not contacted any of his friends in nearby Bayfield, where he previously went to school.

On Thursday, authorities served a search warrant at the father’s home.

La Plata County sheriff’s spokesman Dan Bender said authorities are focusing on the possibility of foul play but hope that isn’t the case.

At this point, they consider their effort to be a search, not a recovery mission, he said. Bender said it was only prudent to search the house and not an indication any suspects have been identified.

“We’ve been doing a potential criminal investigation, looking at abduction, kidnapping or foul play. We haven’t closed out the possibility he has run away and we’re still going door to door. We have an absence of clues. It’s a mystery, that’s what makes it so frustrating,” he said.

Bender did not return a phone call from The Associated Press seeking details on the search warrant.

Elaine Redwine told ABC News that she fears Dylan’s father, Mark Redwine, might have had a problem with the boy.

“If Dylan maybe did or said something that wasn’t what Mark wanted to hear, I’m just afraid of how Mark would have reacted,” she said.

Mark Redwine said he didn’t want to respond to the fears of his ex-wife.

“I don’t want to lash out,” he told the Durango Herald.

Police have declined to comment on the suggestion.

The parents did not respond to requests for comment from the AP.

Bender said the parents divorced in 2007, and a court ordered Dylan to live with his mother while granting visitation rights for the father.

Bender refused to comment on the divorce or the suggestion by Elaine Redwine, but said, “If you’re the parent of a child and haven’t heard from him in several days, that would be difficult for anyone.”

Lia Howard, the sister of Elaine Redwine, said the family has told authorities Dylan didn’t run away. She also said Dylan wanted to spend Thanksgiving with family members in Castle Rock and was disappointed he had to go to see his father.

Elaine’s boyfriend, Mike Hall, who lives with the mother in Colorado Springs, declined to speculate on what might have happened to Dylan.

“I just hope we can get him back,” Hall said. “We’re very grateful for the support of everyone that’s trying to help in that community.”

Authorities, including the FBI and Colorado State Police, are using satellites to map neighborhoods and asking the public for any video footage that includes vehicles traveling on main routes between Durango and Vallecito Lake around the time Dylan went missing.

Little has been revealed about the results of the search. A few days ago, there was a spark of hope after part of a fishing pole was found on a dam, prompting a two-day search of the area that turned up empty.

Investigators determined the discovery had no connection to the case after they located the owner of the broken pole.

The missing boy is 5 feet tall, weighs 105 pounds and has blond hair, blue eyes and fair complexion. He was last seen wearing a blue-and-white Duke Blue Devils baseball cap, black Nike T-shirt and black Jordan tennis shoes.

Wrongful Death? Concord, NC Police Search Lake After Tip

Concord police say search crews are looking in a pond after receiving a tip that a body of a missing person might be found there.

Police and the Cabarrus County Sheriff’s Department, reportedly with the assistance of a dive team from the Charlotte Fire Department, began searching Thursday morning at a pond near the intersection of N.C. 49 and Old Charlotte Highway.

A police spokesman said at 11:15 a.m. that no body has been found yet.

The search came after someone tipped off police that a body could be found at the site. Police did not give the identity of the missing person.

“The search is in the initial phase and could take an unknown time to complete,” Concord police spokesman Allen Overcash said in a statement late Thursday morning.

Private Detective Arrest Warrant Issued for Lexington Bank Robber

Lexington Police have obtained an arrest warrant for the suspect in a bank robbery earlier this week.

Om Monday afternoon, officers were called to the Chase Bank on Winchester Road in response to a robbery. Upon arrival, victims told police that a suspect, now identified as William Darryl Abshear, entered the bank and produced a note demanding money. The bank employees complied. Police say Abshear then took the money and walked out of the bank in an unknown direction.

On Thursday, based on evidence collected by investigators, the Robbery/Homicide Unit has obtained a second-degree Robbery warrant for Abshear’s arrest.

Missing Person Fernando Enriquez of Albuquerque

Albuquerque police are asking for the public’s help in locating a missing person.

Twenty-three year old Fernando Enriquez was last seen on Halloween. Enriquez is 5’10” and weighs 180 pounds with brown eyes and brown hair with blonde streaks.

Enriquez’s sister told police that she went to her brother’s apartment and found the door unlocked. Enriquez’s wallet was in the apartment but all his cards were missing. Calls to Enriquez’s cell phone by his sister went straight to voicemail.

Missing Person La Luz, NM Couple

The Otero County Sheriff’s Office and New Mexico State Police Wednesday issued a Missing Persons and Endangered alert for a La Luz couple.

Alynn Mclellan, 23, was last seen in La Luz on Nov. 26. Alynn is a 5-foot-1 female, weighing about 100 pounds with brown hair and brown eyes.

Michael Mclellan, 28, was also last seen in La Luz on Nov. 26. Michael is a 5-feet-8 white male, weighing about 160 pounds with brown hair and brown eyes.

The couple was last seen together driving a blue 2012 Honda Fit with a New Mexico license plate No. LZA323.

Otero County Sheriff’s Office Capt. Al Gutierrez said the couple suffers from post-traumatic stress disorder.

“They were last seen around 1:20 p.m. on Nov. 26,” Gutierrez said. “They left their Mescal Loop house in La Luz for interviews. The couple left their 11-month-old child in the care of Michael’s mother. It’s suspected they may have taken two AR-15 rifles and pistols. They allegedly made threats against law enforcement.”

He said the couple are also suspected of using drugs.

“They were also seen driving through the U.S. Highway 54 Border Patrol checkpoint on Nov. 26,” Gutierrez said. “They were traveling northbound into Alamogordo. The last text conversation was on Nov. 27 and stated, ‘They were stranded somewhere in Kansas.’ A be-on-the-lookout’ was generated. Accident Reconstruction DUI Crash in Fayette County

One person suffered injuries in a suspected DUI crash along the interstate in Fayette County Wednesday night.

Police say a car tried to switch lanes to make an exit near the northern split and side-swiped a Cadillac in the process. EMS took the driver of the car to the hospital for treatment of minor injuries. Police say they think he and his passenger were both drunk at the time of the accident.

The driver of the Cadillac was not injured.

Private Detective Frankin County Sheriff Makes Second Meth Bust

The Franklin County Sheriff’s Office made three arrests for manufacturing and trafficking methamphetamine early Thursday morning.

Franklin County Sheriff’s deputies received a call to do a well-being check at a home on Bald Knob Road. An active meth lab was found, and three suspects were arrested – Wendy R. Henly, 31, Kenneth S. Sudduth, 38, and Joseph Riddle, 38. All three are charged with first-degree manufacturing methamphetamine.

All three are being held at the Franklin County Regional Jail. The case remains under investigation by the Franklin County Sheriff’s Office.
