Private Detective: Two Arrested During Search for KY Man in TN

The manhunt for Floyd Ray Cook has intensified. The man accused of shooting a Tennessee officer and firing at a Kentucky State Trooper Saturday, is now focused in Tennessee, where police have arrested two people and added Cook to its “Most Wanted” List.

Authorities searching for Cook say they tried to pull over a man and Katie McCarty in White House, Tennessee.

http://liarcatchers.com/contact.php

Investigators originally believed the man was Cook, but now say that it was Cook’s accomplice Troy Wayne. Officers say during the stop the pair tried to speed away but crashed and ran away.

Initial reports indicated that shots were fired by the suspects, but that is not the case. Officials confirm that a single shot was fire by an officer, but no one was hurt.

After several hours of searching the surrounding area, police say they found McCarty in a field covered in mud. They caught up with Wayne shortly after. McCarty and Wayne were arrested.

Police are warning people in White House near I-65 to lock their doors as they continue their search for Cook. He is considered armed and dangerous.

Investigators statewide, with help from the U.S. Marshals and the FBI, have been searching for Cook since Saturday, when he allegedly shot a Tennessee police officer and fired shots at a Kentucky State Trooper.

Private Detective: Fugitive’s 44 Year Criminal History

Floyd Ray Cook is no stranger with the law, his criminal history dates back 44 years.

It all started in 1971 when he was sentenced to life in prison for rape.

Seven years later Cook was paroled and walked away.

“Violent offenders are required to serve 85% of their sentence,” said Carrie Ovey-Wiggins, Lyon County Commonwealth’s attorney. “But all individuals are eligible for parole after 20 years.”

So, what happened back in 1971?

“They actually paroled him after seven years and as far as how they did that, I don’t know,” Ovey-Wiggins said. “If that would’ve been now like I said it would be a 20 year thing.”

The Lyon County Commonwealth’s attorney says 44 years is a long time and says there’s a good possibility the law has changed since then.

http://liarcatchers.com/contact.php

“It could’ve been different in ’71,” Ovey Wiggins said. “Honestly now we wouldn’t even have a 100 year sentence, it’s 20-50 or life.”

After Cook’s 1971 pass, the parole board gave him a second, and even a third chance.

But while Cook was a free man he managed to rack up more felony charges, which ultimately landed him back in prison in 1988 until he took part in the historic escape in Eddyville.

“He was one of the escapees from ‘The Great Escape of ’88,” Ovey-Wiggins said. “My first thought was why is he out of prison?”

But the parole board in 2009 had a different opinion and let him walk away again, making this the 4th time.

While it’s lawful, the Ovey-Wiggins doesn’t understand why  it was approved.

“My opinion is that he should not have been paroled based on his criminal history and violent offenses he’s been convicted of,” Ovey-Wiggins said.

According to Cook’s criminal history, he has a total of life+ 127 years but has only served 36 years in prison.

Pedophile Tracking Portland Babysitter Gets 35 Years in Prison

A 27-year-old former babysitter who committed sex crimes against children will spend the next 35 years in prison.

Benjamin Evan Nelson was transferred Tuesday to the Oregon Department of Corrections. On Monday, he was sentenced after pleading guilty in three different cases. In all, Nelson admitted to committing two counts of first-degree sodomy, one count of attempted first-degree sexual abuse and two counts of first-degree encouraging child sexual abuse.

Nelson, who used to live in Southeast Portland, was arrested in May 2015. According to a report filed by the Multnomah County Sheriff’s Office, Nelson was working as a child caregiver and “was identified as a safe person who parents could trust to care for their children.”

http://liarcatchers.com/pedophile_tracking.html

Records show Nelson used the website CARE.com to “gain access to children.” The website, according to the report, says potential workers on the site are cleared through a background check, but that parents are responsible for hiring them.

When the report was made, the mother of one of the children involved in the case told deputies she felt Nelson “is a very ill person and needs help,” according to records.

A Multnomah County grand jury indicted Nelson on three separate cases. In May, he was charged with first-degree sodomy, first-degree sexual abuse, and luring a minor. In August, he was charged with using a child in a display of sexually explicit conduct, first-degree sodomy, first-degree unlawful sexual penetration, first-degree sexual abuse and first-degree encouraging child sexual abuse.

A representative for CARE.com provided KOIN 6 News with the following statement:

“This is a highly disturbing matter and our thoughts are with the family. We have been working with law enforcement and since there is still an open investigation related to this individual, we will not comment further.”

The case was investigated by the Multnomah County Child Abuse Team. The case remains open and anyone with information is asked to call 503.823.0400.

Missing Person Scott Co. Man Found in His Car

The Sheriff in Scott County has confirmed that Wilbur Harrod has been found in Harrison County Wednesday afternoon.

Harrod has been missing since October 23, when he was last seen leaving a friend’s house in Sadieville. The man, who has Alzheimer’s, was reported missing on Saturday and that is when the golden alert was issued.

http://liarcatchers.com/missing_persons_investigations.html

He was found Wednesday afternoon in his car which was in a ditch 30-40 feet off the side of the road.

We’re told it was a passerby who spotted a red car that appeared to have wrecked and called the Harrison County Sheriff’s Office. Police arrived around 1:00 p.m. and discovered Harrod was still in his car.

The Sheriff says that Harrod, 77, has been taken to UK Hospital to be checked out but he was coherent and talking at the scene.

He told police he has been in his car for three days, but they have no way of confirming that at the moment.

Private Detective: Fugitive Still on The Run in KY

The fugitive wanted for shooting an officer in Tennessee is still on the run. LEX 18 has learned that this is not the first time Floyd Ray Cook has pulled a daring escape.

LEX 18 investigative reporter, Richard Essex, has confirmed that Cook was one of eight prisoners that escaped from Eddyville State Penitentiary in the late 1980s.

In 1988, the convicts escaped from the maximum-security Kentucky State Penitentiary about 2 a.m. under the cover of diversionary fires set by other inmates.

http://liarcatchers.com/contact.php

All the inmates were recaptured. Cook was serving jail time for rape of a minor. It was his failure to comply with the sex offender registry laws that got him pulled over Saturday.

Tennessee Deputies tried pulling over Floyd Ray Cook as he was wanted for violating the sex offender registry and trafficking drugs, but it didn’t take long for the traffic stop to take a violent turn.

“Shots fired! Shots fired! Officer down! Officer down!” was the call that came through dispatch.

The 62-year-old man now faces an attempted murder charge for shooting the officer. Thankfully, the bullets struck the officer’s bullet-proof vest and he is expected to be just fine.

An hour later there were more shots, this time in Kentucky, when a state trooper tried to pull Cook over.  The convicted rapist and robber wrecked his truck and took off into the woods after a shootout with the trooper in Cumberland County.

Officials believe that Cook could be in Cumberland County or Marion County. He may also be with 50 year-old Troy E. Wayne and a younger female named Katie McCarty.  At this time, McCarty and Wayne are persons of interest only.

Cumberland County schools will remain closed on Wednesday as they search for the men. It’s the third day in a row that schools have been cancelled for safety concerns. The FBI has joined in the search.

Officials have a few pieces of evidence they’re wanting to find. One such piece is a 2003 Ford Mustang, maroon in color with a cloth black top. It was stolen near where Cook once lived. Authorities say there’s no direct connection- but it’s suspicious that the vehicle was stolen at the same time Cook was on the run.

If you spot Cook, McCarty or Wayne, do not approach them. Call 911 immediately.
