Wrongful Death Decades Old Missing Persons Case Becomes Homicide Investigation

Through DNA technology, skeletal remains discovered in a remote field in Pinal County in 1988 have been positively identified as an Arizona woman who disappeared more than 25 years ago.

Julie Grubaugh, 25, was reported missing by her out-of-state family on Nov. 27, 1986. Grubaugh had recently moved from Michigan to Arizona with her two small children and her ex-husband.

http://liarcatchers.com/wrongful_death.html

According to police, Grubaugh’s ex-husband claimed that he dropped her off at the downtown Greyhound bus station on Nov. 2, 1986. That was the last time anybody saw or heard from her.

The missing-person case remained open through the years, but now it’s a homicide investigation.

The remains eventually identified as Grubaugh were discovered in April 1988. Despite the Eloy Police Department’s investigation, the remains went unidentified for 25 years.

Just last year, the Cold Case Unit of the Phoenix Police Department’s Missing and Unidentified Persons Unit obtained DNA samples from Grubaugh’s surviving family. Those samples were entered into the FBI’s Combined DNA Index System, called CODIS.

“CODIS was designed to compare a target DNA record against the DNA records contained in the database,” according to the FBI’s CODIS website.

DNA from the Pinal County skeletal remains also were entered into CODIS. The system found a match in November.

Investigators knew they had finally found Grubaugh, but they still do not know what happened to her.

The Phoenix Police Department assumed the investigation and is treating Grubaugh’s death as a homicide.

If you know anything about this case, please contact the Missing and Unidentified Persons Unit at 602-534-2121 or call Silent Witness at 480-WITNESS (948-6377) or 1-800343-TIPS (8477).

The victim stated that he had been attacked by a subject known as Quinton Franklin, of Monroe, while at this location inside a vehicle, a 1997 Tan Chevy Tahoe.

The victim had a large amount of blood about his person and clothing and blood was noted inside the interior of the vehicle.

Missing Person Group Thinks DC Girl Was Sold

A national missing persons organization in Washington, D.C. thinks that a missing 8-year-old girl could have been sold into a human trafficking network.

Relisha Rudd was last seen on March 1. According to police, Relisha’s mother allowed Kahlil Tatum, the janitor at the homeless shelter where the 8-year-old lived with her mother and step-father, to take her.

The Black and Missing Foundation has been assisting the Metropolitan Police Department in the search for Relisha.

http://liarcatchers.com/missing_persons_investigations.html

More than 200,000 persons of color were reported missing in the U.S. last year, according to the Black and Missing Foundation.

“Sadly, this is an everyday occurrence,” said Natalie Wilson.

This year, Relisha will be added to the list of people reported missing.

“I’m pulling at everything in me and there’s nothing in my gut that tells me we’re in a recovery operation. I feel that we’re searching for a live person,” said Derrica Wilson, a former police officer.

She is convinced Relisha could be anywhere – still alive, but not well.

“This case has really rocked me to the core. I personally feel that this little girl was sold. I think her mother sold her to Tatum and I think Tatum has sold her in this world wide industry of trafficking,” said the former officer.

Derrica and her sister Natalie Wilson founded the Black and Missing Foundation in an effort to bring awareness to missing persons of color, a segment of the missing persons population they say too often goes unnoticed. But, not Relisha.

“Compared to other cases, Relisha’s case has gotten quite a bit of media coverage,” said Natalie Wilson.

This could the case for various, including the fact that Relisha is so young, and a cute kid who was seemingly handed over to her abductor by her own mother.

“We’re holding on to hope that she is alive and somewhere and we need to bring her home,” added Derrica.

The sisters stress that the search for Relisha needs to expand far beyond D.C. and include more than just police.

“She could be anywhere and we need to help find her. We would like the public to get involved. Again, somebody knows something,” pointed out Natalie.

They added that it’s important to realize Relisha’s appearance may very well have been changed, so, the pictures we’ve seen in recent weeks may not be exactly what we should be looking for.

Natalie Wilson said Relisha could have shorter hair or may be dressed like a little boy, so it’s important take an extra look at every child you come across.

Wrongful Death Man Accused of Killing Pregnant Woman in 2012 Pleads Guilty

The man accused of raping and strangling a pregnant Russell County woman in 2012 has pleaded guilty in the case.

Christopher Allman pleaded guilty to the murder, rape and robbery of 31-year-old Sarah Hart.

Police say Hart was three months pregnant when she was raped and killed by Allman while out on a jog.

http://liarcatchers.com/wrongful_death.html

Allman indicated he saw Hart and her sister on his way to work every day.

The Commonwealth recommended a life sentence without parole for the murder charge. The Commonwealth told the court Allman admitted his intent was to rob Hart.

On June 14, 2012, Sarah Hart and her sister, Elizabeth Roberts, were out for a jog when Hart decided to go back to their car. According to police, that’s when Sarah was raped and strangled, and left for dead by Allman. Officials said Hart encountered Allman around 5:20 a.m. and was dragged by him into a ravine across from the Community Action building. Allman raped her and strangled her with a vine. He then walked to work where he was later found by investigators, officials said. Hart’s body was later found in the ravine and Allman’s DNA was found on her body, officials said.

Commonwealth offered the charges of murder, fetal homicide, kidnapping, robbery, evidence tampering, rape and persistent felony offender.

Six months after the murder, Hart’s family was awarded ‘The 2012 Most Encouraging Kentuckian Award’.

The family held a race named after and in honor of Hart in Russel Springs in August of 2012 titled “Run With All Your Hart.”
