Pedophile Tracking South Carolina Man Sentenced to 35 Years

A man was convicted Friday of sexually abusing a young child. He was sentenced to 35 years in prison for the crime.

According to the Ninth Circuit Solicitor’s Office, Dale Edward Hicks was found guilty after a three-day trial and sentenced to 35 years in prison for criminal sexual conduct with a minor and 15 years for committing a lewd act on a child.

The sentences will run concurrently.

“We are pleased that the jury really focused on the child’s testimony and that the judge gave such a strong sentence.  These are the most challenging cases that we try, which is why our Special Victim’s Unit is critical — it helps children through the grueling process of the criminal justice system,” said Solicitor Scarlett Wilson.

During the trial, the 11-year-old female victim told the court about years of sexual abuse at the hands of Hicks at his Berkeley County home. The abuse began when she was 5 years old and continued until authorities were told four years later.

The girl said she came forward because she was worried her 2-year-old sister was also being molested.

“This case boiled down to the testimony of one very brave child,” said Assistant Solicitor Anne Williams. “We knew if the victim was able to get through the testimony that the jury would see the truth; we are just so proud of this child and hopeful that the family can finally move past this.”

Hicks had a prior record of an armed robbery, theft and assault in the past.

Hicks, 52, will have to serve 85 percent of his sentence before being eligible for parole.

Missing Person John Howard McNeely of Oklahoma City

An Oklahoma City man was reported missing after he left to walk his dog last Monday afternoon.

On March 18, around 1:30 a.m., police responded to a missing person call in the 3500 block of N.W. 26th Street.

The mother of 45-year-old John Howard McNeely reported her son missing early Tuesday morning. The mother told police McNeely left their house around 2 p.m. on March 17 to walk his service dog, a brindle color boxer. She could not identify the clothing he was wearing when he left the home.

The mother told police McNeely “has a paralyzed right leg and it is very difficult for him to walk.” She also mentioned that her son normally takes the dog for a walk, but he never stays gone long.

As stated in the missing person report, McNeely left his phone at home and did not leave a note.

Police said the mother contacted local hospitals, but his admittance was not confirmed. The responding officer messaged other officers to see if they had made contact with McNeely, but no one reported having had contact with the missing person.

McNeely is a white male, standing 6’2″, weighing about 190 pounds with brown hair and brown eyes.

Private Detective 8 Arrested in Oregon with Guns, Drugs and an Alligator

8 people were arrested and guns, drugs and stolen property were seized after deputies served a search warrant in Azalea Thursday.

And an alligator.

The Douglas County Sheriff’s office served a search warrant at about 7:00 am at 3456 Upper Cow Creek Road in Azalea.

The warrant was part of an investigation into identity theft that authorities say involved Dee Swiss Thomas IV, 31 of Azalea.

Authorities say Thomas IV opened an AT&T account and used a stolen credit card to purchase cell phones, tablets and tires.

During the search, deputies say they recovered some of the property that was purchased with the stolen credit card.

While they were there, deputies found Christopher LaCoe, 30, of Wolf Creek, who they say is a convicted felon. Deputies say LaCoe was in possession of an alligator, stolen mining equipment, 15 pounds of Marijuana, 52 grams of Methamphetamine, 5 firearms and a stun gun.

The alligator was seized and relocated by Oregon State Police, who assisted on the warrant.

Thomas IV, who was already in the Douglas County Jail, was charged with Computer Crime, Fraudulent Use of a Credit Card, Identity Theft, Theft I, Theft I by Deception.

Lacoe was charged by deputies with Felon in Possession of a Firearm (5 counts), Unlawful Possession/Delivery/Manufacture Methamphetamine and Marijuana, Theft II, Probation Violation.

Deputies charged 6 other people with the following crimes:

  • Myson J. Houck, 26, of Azalea: Unlawful Possession Methamphetamine, Probation Violation
  • Breann May Barela, 21, of Azalea: Unlawful Possession Methamphetamine, Unlawful Possession of a Schedule II Controlled Substance, Parole Violation
  • Dee Swiss Thomas III, 62, of Azalea: Unlawful Possession Methamphetamine, Endangering the Welfare of a Minor
  • Robin Lynn Slay, 48, of Azalea: Unlawful Possession Methamphetamine, Endangering the Welfare of a Minor
  • Steven Craig Stuart, 46, of Azalea: Unlawful Possession Methamphetamine
  • Eric Michael Nelson, 63, of Azalea: Frequenting a Place Where Controlled Substances are Used

Fraud Investigation IC3 Scam Alerts

This report, which is based upon information from law enforcement and complaints submitted to the IC3, details recent cyber crime trends and new twists to previously-existing cyber scams.

419 SCAM EXPLOITING IC3’S NAME AND ONE OF CYBER’S MOST WANTED

The IC3 has received reports of unsolicited emails claiming recipients were entitled to compensation from the IC3 through confiscated assets of one of Cyber’s most wanted criminals, Alexandr Sergeyevich Bobnev. The emails were purportedly sent from a law firm and requested the recipient contact them to receive, complete, and submit release forms necessary to claim $480,000,000 in compensation.

Recipients were provided a case identification number, file number, compensation amount, dates, and other “official” information. The company’s name listed in the payout and the law firm’s name were used in other fraudulent banking scams.

FRAUDULENT ON-LINE ADVERTISEMENTS OF HUMAN HAIR COINCIDE WITH ON-LINE RETAIL FRAUD

The demand for long hair, new hair styles, or hair to conceal a medical condition associated with hair loss is nothing new; however, it does appear the exploitation of human hair is on the rise. Human hair is sometimes preferred by consumers over synthetic hair due to the natural look, feel, styling versatility, and longevity. Based on analysis of recent targets, it appears there is a fairly consistent overlap in the sale of human hair on websites that also sell counterfeit wearing apparel commodities. A recent target domain was involved in the sale of counterfeit wedding dresses imported from China, as well as advertising human hair. This assessment identified 132 connected domain names referencing brand name shoes, bags, and dresses. An additional subject was also accused of selling fake hair, designer handbags, brand gym shoes, and boots. Additionally, a company in China, selling counterfeit brand name shoes, advertises Peruvian, Brazilian, Indian, and Malaysian virgin hair. Virgin hair refers to hair that is completely unprocessed and intact. To qualify as virgin hair, it must meet rigorous standards including; not been permed, dyed, colored, bleached, or chemically processed in any way. This also means it comes from a single donor, and all the cuticles are intact, running in the same direction. Usually, it also means that is has not been blow-dried, or exposed to harsh agents such as cigarette smoke and drugs. The hair is being advertised as human; however, consumers are receiving synthetic hair after paying a substantially higher price for this authentic commodity.

Firm predicts 2014’s “most dangerous” malware trends

As 2013 comes to a close, an anti-fraud company has begun warning enterprises about the most treacherous malware threats that are likely to strike in the coming year.

On Thursday, Trusteer, an IBM company, published its predictions on the five “most dangerous malware trends” practitioners and end-users should be aware of in 2014.

Threats that made the list were: source code leaks, which continue to hasten malware release cycles; saboteurs using “old school” techniques to bypass newer detection technologies; and the increased use of malware utilizing evasion tactics to stay off researchers’ radars.

In addition, Trusteer predicted that fraudsters leveraging account takeovers via victims’ devices, as opposed to from their own machines, should be top of mind. Notably, the firm also said that the use of mobile SMS-forwarding malware would become ubiquitous in 2014.

“The capability to forward mobile SMS messages will be a standard feature in virtually all major malware families with standalone SMS forwarding malware readily available,” an infographic highlighting the findings said.

“Mobile SMS verification is rendered all but useless as an out-of-band authentication method. Furthermore, enterprises must be wary of the real potential for SMS communication compromise with the increasing popularity of BYOD,” the firm advised.

On Friday, Amit Klein, CTO of the company, emailed SCMagazine.com and addressed some of the “old school” techniques he believes will be most dangerous in 2014.

“We increasingly see attacks by financial malware which prevents the victims from interacting with the genuine financial site, or reroutes such interaction away from the genuine site very early in the session,” Klein said, naming man-in-the-browser (MitB) style HTML injection and pharming attacks – when the victim interacts with a “completely spoofed site,” – as attack methods.

“…The upside for the attacker is that by preventing the interaction between the user and the site, the genuine site gets no wind of the attack (at least, of the phase of the attack involving the victim),” Klein continued.

In a blog post on the predictions, Klein further added that the trends showcase the resilient nature of cyber criminals faced with advanced security technologies.

“What’s needed is a disruptive approach to security – an approach that addresses the root cause of infections and cyber crime,” Klein said. “This approach will need to respond to new cyber crime techniques in real time, while also providing holistic protection.”

Phony anti-virus programs evade detection with stolen certificates

Malicious software disguised as phony anti-virus programs has been combated for half a decade, which is why attackers now are evading detection by using stolen digital certificates.

The researchers with anti-virus software company Bitdefender recently uncovered a batch of such samples, named Antivirus Security Pro, that have been tweaked to come with the digitally signed installer.

“More to the point, the installer file served via the internet is signed with a digital certificate issued for Ease Entertainment Services, LLC on November 22nd last year,” according to a post by Bogdan Botezatu, senior E-Threat analyst with Bitdefender. “The digital certificate is still valid (it has not been revoked yet). Most likely, it was stolen.”

The Bitdefender team alerted Ease Entertainment Services of the digital theft, so the certificate should be revoked soon, according to Botezatu, who explained that the criminals did not extend the validity of the time-stamp – it expires in November 2014 – because of how quickly compromised certificates are invalidated.

Antivirus Security Pro is a standard scam. Upon download, the bogus program scans systems and then falsely alerts users that their computers are infected with serious malware. Users are then required to pay for the full version in order to remove it.

“Modern operating systems treat digitally signed files differently when they attempt to perform system-wide modifications,” Botezatu wrote. “Prompts of unsigned applications trying to elevate their privileges attract much more user scrutiny than other prompts.”

Insurance Fraud 2 Florida Police Officers Charged

Florida state law enforcement officials announced they arrested a police officer and another man for allegedly conspiring to defraud an insurer by purposely destroying a pleasure boat.

The Florida Department of Law Enforcement said they arrested Melbourne Police Department Sergeant Brian Wical on charges of arson and filing a false and fraudulent police report and insurance claim.

According to investigators, in September 2013, Wical reported that his 2008 Stratas boat was stolen from his home in Palm Bay, Florida. The boat was later found having been burned and destroyed. The boat was valued at $40,000 and Wical collected $45,000 from his insurance claim.

Investigators said that Wical was assisted by another former Melbourne police officer, James Roy Hartman, who was also charged with arson and filing a false insurance claim.

Wical and Hartman turned themselves into authorities on March 18 and were released on their own recognizance, according to officials.

Missing Person 8 Year Old Girl From Washington D.C.

An 8-year-old girl remains missing Friday, even after police found a vehicle described in an Amber Alert for her. Meanwhile, police are trying to unravel the mystery behind the death of a woman found during their search for the missing girl.

Relisha Tenau Rudd was last seen Feb. 26 at the D.C. Shelter for Families on the grounds of the old D.C. General Hospital in Southeast. On Thursday, police issued an Amber Alert for her, saying she was believed to be in the company of 51-year-old Kahlil Malik Tatum, who works as a janitor at the shelter.

But Thursday night in Hyattsville, Md., police found the white 1976 GMC truck they believed the two were traveling in; shortly after, police reissued their alert, which only contained a description of the missing girl. D.C. Police spokeswoman Gwen Crump said despite the omission of Tatum’s name from the flyer, they still believe Rudd is in the company of Tatum.

Richmond Police spokesman Gene Lepley says police in the area were notified Thursday by D.C. Police to be on the lookout for Rudd. Local media outlets were also given her picture to distribute.

The GMC truck was the third vehicle in all that police had said could be associated with Rudd; the other two have also been removed from the alert.

During the course of their search Thursday, police discovered the body of a woman who, sources say, has been identified as Tatum’s wife.

The woman appeared to have been beaten. Her body was found in a room at the Red Roof Inn in Oxon Hill, Md., as Prince George’s County Police searched door to door after D.C. police asked them to check the motel for a connection to Rudd.

The woman’s death is being investigated as a homicide.

Although Rudd has been missing nearly a month, she had not been reported missing until Wednesday. At that point, sources say her school filed a report because she hadn’t been in class for weeks. Relisha’s three siblings had been attending school during that time.

Sources tell News4 that her mother, Shamika, refused to file a missing persons report. Instead, the report was signed by Child & Family Services.

Family members say Shamika had told them her daughter was on a school trip to Georgia.

Relisha is four feet tall and weighs 70 to 80 pounds. She has black hair, brown eyes and a medium complexion. Police said she may be in need of medication.

Sources tell News4 that a witness told police Relisha may have been spotted in D.C. Thursday morning with an unidentified woman.

Pedophile Tracking Pharr, TX Man Charged

A 49-year-old man was formally charged Thursday after police say he sexually abused a 1-year-old child.

Pharr police arrested Homer Ortiz on Wednesday afternoon at a home in the 300 block of East State when relatives of the victim reported the assault, according to a department news release.

Ortiz, who is a friend of the victim’s family, had forced the 1-year-old victim to perform oral sex on him in the kitchen area of the residence about 8:30 a.m., according to the police report.

Ortiz was charged with one count of aggravated sexual assault Thursday afternoon and held in lieu of $500,000 in bond.

Wrongful Death Chicago Mom’s Boyfriend Charged in Death of 19 Month Old Girl

 

Murder charges were filed Wednesday against a South Side man in the death of his girlfriend’s 19-month-old daughter, whose body was found in Riverdale over the weekend, authorities said.

James Harris IV, 24, was taken into custody by Chicago police Sunday afternoon, shortly after Amierah Roberson was reported missing, officials said. He was charged after admitting he killed the little girl in his apartment and then dumped her body in Riverdale, police said.

Harris is the boyfriend of the child’s mother, Jocelyn Roberson. According to the child’s family, he was supposed to watch the child Sunday while Roberson went to work. But when Roberson came to pick up her daughter that evening, she was told the child disappeared, said Bernadette Madison, Amierah’s grandmother.

“He was running around saying, ‘She’s missing.’ My daughter was hysterical,” Madison said Monday.

Two hours before Amierah was reported missing, the body of a toddler was found in a Riverdale park by a passerby. After an autopsy, the Cook County medical examiner determined the body was that of Amierah and she had died of subdural hematoma and closed-head injuries due to assault. The death was ruled a homicide.

On the night she was reported missing, Chicago police searched cars and apartments in the 3500 block of South Rhodes Avenue looking for Amierah, the girl’s family said. They searched the apartment complex’s trash compactor and brought in search dogs as they made door-to-door visits.

The police, however, did not issue an Amber Alert for the child. Amber Alerts are issued based on the discretion of investigating detectives, authorities said.

The Illinois Department of Children and Family Services had no prior contact with Harris, an agency spokeswoman said Wednesday.

But at the time of the Amierah’s death, there was a pending abuse investigation against the girl’s mother, officials said. That investigation was opened in early February.

Harris and Jocelyn Roberson went to high school together and had been dating for about seven months, the woman’s family said. Roberson spent the night at his place on Saturday and left her daughter in his care the following day.

News of the charges dealt another devastating blow to the girl’s family, just as they were finalizing funeral arrangements, said Tamika Vaughen, the toddler’s aunt.

“We don’t know what happened or what would make him do this,” Vaughen said. “This is heartbreaking to our family and it’s a terrible tragedy. Our family loves our babies, so I just can’t understand how he could do this.”

Harris has a small child of his own, Vaughen said, but she didn’t know the South Side man too well.

When he did come to family gatherings, he was well-mannered and polite, Vaughen said. Jocelyn Roberson, 23, told her family the two had their share of disagreements, but Harris was never violent and never lost his temper with her.
Among her family, Amierah was known as “Moonie,” Vaughen said. Although she was just a baby, she had a reputation for her singing and dancing. The girl lived with her mother and grandmother in Calumet City, but would have contact almost daily with her aunt.

“We are just drained and we keep breaking down (emotionally),” she said. “Our hearts are so heavy. That was our baby and she was a happy baby. I can’t see why he would do this. No kid deserved that.”

Harris is due in bond court on Thursday.

Missing Person Camden, MS Toddler Still Missing

Monday Madison county sheriff Randy Tucker met with investigators to plot strategy this week as they continue the search for 2 year old Myra Lewis. We told you last week authorities had grown frustrated that leads in the case were not panning in the toddler’s disappearance more than two weeks ago.
We visited the family’s home in rural Camden, which had been the focus of the search in the first days after the little girl apparently vanished from the front yard as she was playing with her sister.

Lewis’ mother, Ericka Lewis, is currently being held at the Madison county detention center.
Authorities tell us a hold was placed on Lewis by the Mississippi department of corrections.
They report it stems from the original welfare fraud charge that lead to Lewis’ probation.
Officials tell us tips have come in from five states and even from psychics claiming they know where the child is.
Meantime the FBI is hoping the $20,000 reward will lead to the little girl’s whereabouts.

Missing Person Jenna Borkowski Disappeared in Lake Charles, LA

The Fort Bend County Sheriff’s Office has issued a Missing Persons Alert concerning an 18-year-old female who disappeared in Lake Charles, La.

Jenna Borkowski is missing from a care facility in Fort Bend County and is listed as an endangered subject. Borkowski, along with a juvenile companion, traveled to Louisiana by hitchhiking with truck drivers.

Borkowski was last seen at 1:30 p.m. Sunday, March 16, 2014 at Lake Charles Memorial Hospital in Louisiana. The juvenile she hitchhiked with has been returned safely.

Borkowski suffers from borderline personality disorder and depression. She is a white female, about 5-feet, 7-inches tall, and weighs about 215 pounds. She has black hair and blue eyes.
