Private Detective September FBI Law Enforcement Bulletin

Discussion continues to grow among law enforcement organizations concerning how officers receive treatment different from other citizens after encounters involving physical resistance or force. Despite interrogating civilians soon after violent incidents, agencies increasingly advocate and defend a “cooling off” period to precede interrogations of their own personnel, believing that more accurate statements will result.

Law enforcement policy makers base their support of these delayed interrogations on research concluding that the psychological trauma of critical incidents may create perception and memory distortions and, thus, result in statements that could inadvertently contradict other investigatory evidence.[1] These important findings seem consistent with other research indicating that officers experience such effects during events involving the use of force.[2] Drawing from these conclusions, experts have suggested delaying interviews of police personnel for a few hours to several days after a critical incident to enhance investigators’ memory and produce more accurate statements.

This differs from the practice of immediately questioning civilians. According to conventional wisdom, interviewing or interrogating soon after events produces the most accurate and truthful statements and minimizes the opportunity to fabricate a story. To this end, despite the outcry to delay interviews or interrogations of officers, no similar push exists for other persons, regardless of the research indicating potential perception or memory distortions.

The authors present a review of research suggesting that delaying interviews or interrogations of officers after critical incidents may lead to more accurate statements. Further, they examine the equally important issue—whether law enforcement personnel enjoy special status due to their unique position and responsibilities—possibly overlooked by researchers. If appropriate, a delayed interview or interrogation must serve the best interest of the truth, as well as the community.

Cold Case Man Arrested in 2008 Western Kentucky Murder

Charges have been filed in a western Kentucky cold case dating back to 2008.

The sheriff in Trigg County confirmed to Local 6 Thursday afternoon that Seth Hooks is in the Daviess County Detention Center in Owensboro, Kentucky.  Authorities charged Hooks, who was in jail on unrelated charges, with the murder of Harvey Choat.

Choat was found shot to death in his Trigg County home back in March of 2008.  The 64-year-old retiree lived by himself at the time.

Investigators have been on the hunt for his killer ever since.  They believe it to be Hooks.

Glenda Herndon, Choat’s sister, said she was floored when Sheriff Ray Burnam came to her door and told her there had been an arrest. She said it was like a weight was lifted from her shoulders.

“I cannot bury these ashes until we find out who murdered him,” she said. “I told my daughter today now we can have a little ceremony and just put the ashes in the ground and say, ‘restful peace my brother.'”

She added that it brings some closure, but not complete.

“One thing I’d like to do is sit across the table from Mr Hooks and just talk to him, and the first question I would ask is ‘why’?.”

In addition to murder, Hooks faces drug and weapons charges along with alleged robbery, burglary, wanton endangerment crimes.

He’s being held on a $1 million cash bond.

Missing Person 2 Montgomery County, OH Teens Still Missing

Two Montgomery County teenagers are missing.

David Farmer, 16, has been gone since Tuesday. His family said he has a heart condition and celiac disease, for which he needs medication.

Diamond Reed, 17, left a residential facility in Northcutt on Tuesday night, according to Montgomery County Children Services.

As of Thursday afternoon, both teens were still missing.

http://liarcatchers.com/missing_persons_investigations.html

Farmer sent a Facebook.com message to a friend in Riverside about his intentions to leave. That message occurred around 4 a.m. Tuesday. He left clues that he would be riding his bicycle to North Carolina, but detectives believe he may have been trying to throw them off his trail.

His father, Ryan Farmer, said the teen left their Putnam Road home on a blue and silver Schwinn bicycle wearing a black helmet and SwissGear backpack. The clothing David was wearing was not known

The father said he believed his son was travelling to his aunt’s house in Bryan, Ohio — northwest of Celina in Mercer County. She told authorities she has not seen her nephew.

A twist in the case developed Wednesday evening, Clayton Sgt. Joe Sanders said, when KYK9, a search-and-rescue group located near Louisville, Ky., hired by the boy’s parents, tracked a scent west on Sweet Potato Ridge Road to Ohio 49 in Clay Twp., then north into Phillipsburg and Ohio 49.

The boy has taken bicycle trips of that distance in the past, Sanders said, so talk about him heading more than 400 miles from home on his 10-speed Schwinn “is doable.”

Reed also needs daily medication, officials said. There is concern for her health.

Reed is described as a black female with a medium-brown complexion, 5-feet-4-inches tall and weighing about 120 pounds. Officials did not release a photo.

To provide a tip, call children services at (937) 224-KIDS (5437).

Missing Person Woman Missing Again in Maryland

A woman that was rescued after being found floating face down in the Hudson River five years ago has gone missing.

Hannah Emily Upp, 28, a Spanish teacher in Maryland was seen near Kemp Mill Road around 8 a.m. on Tuesday, instead of at the Montessori school where she works and lives, reports NBC.

http://liarcatchers.com/missing_persons_investigations.html

Hannah has been diagnosed with a rare form of amnesia called dissociative fugue where a person forgets their identity and will wander or travel away from their homes for days, even up to years, with no knowledge of who they are.

An episode happened to Hannah in 2008, when she was found floating face down in the water. When she was pulled up she began gasping for breath. She had been missing for over two weeks.

“I went from going for a run to being in the ambulance,” Upp told The Times in 2008 . “It was like 10 minutes had passed, but it was almost three weeks.”

While in the hospital recuperating from hypothermia and dehydration at the Richmond University Medical Center in Staten Island, Upp was told she was suffering from dissociative fugue.

Hannah received a lot of media attention afterwards, in part because of the movie “Bourne Identity,” where the character experienced memory loss similar to hers.

Hannah who was a teacher at Hamilton Heights wondered at the time if her disappearance had something to do with the start of school. She dismissed the thought when she found out that the episodes are usually isolated events, but with her disappearance during the beginning of another school year, you can help but wonder if she may have been right.

If you see Hannah, please contact the with police at 240-773-5530. Hannah has brown hair and brown eyes. She was last seen wearing a black shirt and brown pants and some of her belongings were found on a footpath near Wheaton Plaza.

Wrongful Death Teen Charged with Murder in Spring, TX HS Stabbing

Luis Alonzo Alfaro, 17, has been charged with murder in a deadly knife fight at Spring High School.

The fight broke out on Wednesday morning and left Joshua Broussard dead and three others injured.

The Harris County Sheriff’s Office said in a statement that Alfaro admitted to the stabbing under questioning by sheriff’s homicide detectives.

http://liarcatchers.com/wrongful_death.html

The stabbing happened during a fight between several students in a school corridor. The sheriff’s statement says that during the fight, Alfaro pulled a knife and stabbed a Broussard to death and wounded three other students. The three survivors were treated at a hospital and discharged.

Two other students who were taken into custody are considered witnesses in the case. The three injured students have all been discharged from the hospitals they were taken to.

School district officials have canceled classes at the high school for the rest of the week.

On Monday, officials plan increased security, a school official told the Houston Chronicle without elaborating.

An information line for parents has been set up. The number is 281-891-6575 and is open from 10 a.m. through 2 p.m. on Thursday and Friday.

The stabbing disrupted the school and prompted a lockdown for several hours on September 4.

It is rumored that the fight was gang-related.

Authorities provided few details on what may have led to the fight, and no other information was available on the teenager who was killed.

“We believe a confrontation of some sort occurred … that ultimately led into a physical confrontation that produced weapons,” Sheriff Adrian Garcia said. “There has been some information that this may have been gang related.”

The pastor of Deavean Bazile, 16, who was injured in the stabbing, denied that it was gang-related. The pastor denied gang violence was involved, saying it was “a misunderstanding that got out of hand” between people of different races—Hispanic and African American.

The conflict occurred at about 7 a.m. Wednesday morning.

Parent Tara Campbell said she received text messages from her daughter about the fight and that her daughter said students who witnessed the episode snapped cellphone photos of the victims as they lay on the ground.

Campbell said she intended to have her daughter home-schooled, saying she’s grown tired of fights at the school.

“Last year there were gang fights consistently,” she said. “This is ridiculous. This is an ongoing situation.”

Lakesia Brent said her son, a sophomore at the school, sent her multiple text messages asking her to come pick him up.

“He’s just afraid,” she said, adding that fights at the school were a problem in the last academic year.

Students were not checked through metal detectors, reported parents.
