Pedophile Tracking Richland, WA Man to Serve 12 Years

A convicted rapist who blamed a young girl for making sexual advances on him when he was drinking is going to prison for at least 12 years.

Thayer Snipes, 54, of Richland, was sentenced in Benton County Superior Court for his earlier guilty pleas to two counts of first-degree rape of a child.
Snipes was arrested in November 2011, the third time Richland police looked into allegations of sexual assault after getting a report from Child Protective Services.

On the two earlier contacts — in March 2009 and June 2010 — the girl didn’t disclose any type of child abuse or sexual abuse. But she finally went to a teacher and a school counselor and shared how Snipes had been inappropriately touching her for at least a year.

Snipes, in an interview with detectives, said “it would not have happened” if she had not asked him for it, court documents said.

At the time, he admitted to touching her but denied doing anything more or forcing her to do anything. He didn’t show any remorse or concern for the girl and blamed her for his actions, documents said.

When the victim opened up about the abuse, she told authorities she’d been writing in a journal about what Snipes had been doing, documents said.

Prosecutors said the sexual assaults started in August 2008. The girl reported she’d been raped as recently as the weekend before she talked to her teacher in late 2011.

Snipes had no felony criminal history.

The 12-year term ordered by Judge Carrie Runge is a mandatory minimum.

Snipes’ ultimate release is up to the state’s Indeterminate Sentence Review Board, based on his participation in sex offender therapy and counseling and his behavior while in prison. He could be locked up for life if the board believes he’s a further risk to the community.

Once out of prison, Snipes must register as a sex offender and will be on community supervision for the rest of his life. He also was told he’s never to contact the victim.

Missing Person Thomas Dottore of San Jose

Police in San Jose are trying to find an elderly at-risk man who disappeared from a care home this morning.

Thomas Dottore, 80, was last seen at the care home where he lives in the 2000 block of Forest Avenue at about 11 a.m., police said.

He uses a wheelchair but can move around without it and the chair was left at the care facility. He suffers from dementia and diabetes.

Police searched the area around the home for Dottore, alerted local law enforcement and checked hospitals and transit agencies but have been unable to find him.

He is described as a white man, 5 feet 7 inches tall and weighs 147 pounds. He was last seen wearing a blue sweater and white shoes.

He wears glasses and a wristband with his name and other information on it, police said.

Anyone with information about Dottore has been asked to call 911.

Missing Person Mom Says Purse Found Does Not Belong to Holly

Investigators and the mother of a missing nursing student say a purse found this week does not belong to Holly Bobo.

Karen Bobo, Holly’s mother, saw a photo of the purse and told investigators that she thought it belonged to her missing daughter. But Tennessee Bureau of Investigation spokeswoman Kristin Helm said after Bobo saw it in person she realized it wasn’t Holly’s.

Neighborhood dogs had found the purse in the hills in west Tennessee Wednesday prompting a search for clues but nothing was found.

Bobo, a nursing student at the University of Tennessee at Martin, was last seen two years ago by her 25-year-old brother, Clint, who reported seeing her being taken into the woods by an unidentified man dressed in camouflage.

A massive hunt was launched for Bobo when she disappeared from her Darden home on April 13, 2011. Authorities used high-resolution underwater imaging to search lakes and ponds, as well as bloodhounds to scour rugged terrain — in particular, Natchez Trace State Park

A small amount of blood was found in the family’s carport, where Holly was believed taken from while on her way to school, police sources told FoxNews.com at the time of her disappearance.

Bobo’s brother said he initially thought she was being taken into the woods by her boyfriend, but grew concerned when he saw the man’s arm holding onto his sister. He called his mother, who then contacted 911, according to local reports.

Anyone with information on the woman’s whereabouts is urged to call the Tennessee Bureau of Investigation at 1-800-TBI-FIND. The $250,000 reward is being offered for information leading to Bobo.

Private Detective Lexington Police Searching for Attempted Burglar

Police are looking for someone who set off an alarm at a Lexington business Saturday morning.

Alarms sounded at Old Colony Insurance on Cambridge around 8:00 a.m. Police say a man got in through a window but was scared off when the alarm sounded.

Police spotted the man leaving the building and he took off. Police say the man climbed over a barbed wire fence and ran through Hillcrest Memorial Park.

The man left his bicycle at the insurance building, according to police, and they’re hoping that will lead them to their suspect.

Missing Person Keiosha Felix of Lafayette, LA

Keiosha Felix’s family members pleaded Wednesday for anyone with information on the location of the 16-year-old Duson girl missing for almost a year to step forward and contact police in a missing person’s case that has turned up very little.

The family’s plea at a news conference extended to Keiosha herself.

“We all love her. I miss her because I love her a lot,” said Keiosha’s grandfather, Joseph Earl Narcisse.

Narcisse joined other family members and representatives of Acadiana law enforcement agencies, including the Lafayette Parish Sheriff’s Office, FBI, Duson police and State Police in a news conference updating the investigation into Keiosha’s disappearance on April 30.

Sheriff’s spokesman Capt. Kip Judice said the FBI is offering a reward of $5,000 for information that brings Keiosha home.

Judice said various law enforcement agencies have logged at least 2,300 total investigative hours pursuing leads in the disappearance of Keiosha, who turned 16 on Monday.

“We’re not ruling out any possibilities,” Judice said. “She potentially ran away, other things are also possible. We have not … narrowed our investigation in any way.”

An unwed mother at 14, Keiosha was in state custody when she was last seen by relatives leaving an aunt’s home in the Duson area, police said last year.

The aunt, Patricia Andrus, was one of four people close to Keiosha’s case arrested last year. Others arrested include Andrus’ boyfriend, Leon Wilkerson,. He was accused of raping Keiosha and arrested on one count of rape and one count of second-degree kidnapping.

Judice said Wednesday that all four arrested last year were never formally charged and have been released from jail.

Despite 17 tips, 72 interviews, 20 subpoenas and four search warrants in an investigation spanning Louisiana, Mississippi, Arkansas, Texas, Florida, Minnesota, Maryland, Oregon and California, Keiosha has not been found, Judice said.

Judice also said investigators have found no evidence to suggest Keiosha was hurt or killed by someone, though “we continue to look at all possibilities.”

Other family members have sought the public’s help in locating her. And they took a chance that speaking directly to Keiosha through television news, newspapers, news websites, or a social media site that would amplify their plea.

“We love you. We’re waiting on you. We’ve been waiting on you,” said Keiosha’s aunt, Lena Lewis. “If you’re somewhere out there and hearing this, we really miss you.”

Judice said investigators are still following one lead, which involves a man at an AT&T outlet store on Louisiana Avenue in Lafayette. He said the man, who so far is unidentified, in some way used or knew the password to Keiosha’s smartphone.

“He is not a suspect in any criminal matter but may have some helpful information related to this case,” Judice said.

Wrongful Death Maywood, IL Couple Charged With Murder of 1 Yr Old

A Maywood couple was charged with first-degree murder Saturday in connection with the disappearance of 1-year-old Bryeon Hunter, who became the subject of an Illinois Amber Alert this week.

Lakeshia Baker, 22, was held without bond and bond was set at $750,000 for her boyfriend, Michael Scott.

It was not immediately clear if a body had been recovered.

Boats and bloodhounds searched the Des Plaines River earlier this week for the boy, but authorities said they had little hope they would find the boy alive.

Hunter’s mother told police her son was snatched Tuesday from the area of Main Street and South Fifth Avenue at about 2:15 p.m.

Wednesday’s search, done in poor weather conditions that included rain and lightning, turned up nothing, a sergeant said.

Baker told reporters Tuesday she and her son were attacked and beaten by three Hispanic men.

“They pulled up out of the alleyway and told me, ‘Didn’t we say we didn’t want to see you here no more?’ They pulled down my hair and pulled me in the car and started beating me and all I heard was my baby just screaming,” Baker said. “They beat him too.”

Baker, speaking with a swollen eye, said she and her son were taken to a wooded area a few blocks away where she was beaten again. She was then put back in the car that she described as a black two-door sports car with tinted windows, returned to the area where she and her son were abducted, and “kicked” out of the car.

Hunter was last seen wearing a blue, striped long-sleeved shirt, blue jeans and blue Nike shoes. He is 2 feet tall and weighs 30 pounds, officials said.

Officials on Wednesday said three Hispanic men suspected in the case had been cleared. Baker and her boyfriend were kept in police custody and questioned.

Missing Person 2 Arrested in KY Case

Two men were arrested Friday in connection with a missing person investigation that law enforcement officials are now deeming a murder case after Kentucky State Police investigators recovered human remains Friday.

Carlton T. Gallman, 36, of Ashland, and Aaron Gallion, 35, both of Ashland, were arrested following a police chase that crossed from Kentucky into Ohio on Friday evening.

Both men were charged with tampering with physical evidence, and Gallman additionally was charged with murder in connection to an ongoing investigation by KSP, Trooper Michael Murriell said in a press release.

State police in Ashland received a missing person report for Christopher M. Frazier, 29, of Westwood, Ky., on April 8.

Investigators received a tip Friday which led to the recovery of a deceased male over an embankment along Happy Ridge in Greenup County, Murriell said.

The remains had not been positively identified Friday, pending an autopsy by the state medical examiner, which is expected to take place Saturday.

Arrest warrants were obtained on Gallman and Gallion shortly after the recovery of the remains, according to the release.

Detectives and troopers located Gallman in Westwood, and he attempted to flee the area in a vehicle. Troopers in an unmarked vehicle followed Gallman into Ohio, and numerous law enforcement agencies from Ohio responded and engaged in the chase, according to the release.

Gallman was taken into custody following a single-vehicle crash, Murriell said.

He was lodged in the Lawrence County Ohio Jail on Friday night.

Gallion was located at a residence along Oxcart Road in Boyd County, Ky., on Friday, and he was taken into custody without incident.

Murriell said members of the Kentucky Department of Fish and Wildlife, Boyd County Sheriff’s Department, Coal Grove Police Department, South Point Police Department, Lawrence County Ohio Sheriff’s Department and Ohio Highway Patrol all participated in Friday’s investigation.

The case remains under investigation.

Fraud Investigation Bermuda Dunes, CA Father and Son Accused

A father and son accused of more than $1 million in workers’ compensation insurance fraud whose company serves several Palm Desert businesses and associations are due in court Friday.

Indio resident Jesse Garcia Contreras, 57, and his son, 32-year-old Carlos Contreras of Bermuda Dunes, have each pleaded not guilty to six felony counts of workers’ compensation insurance fraud. They have a felony settlement conference Friday at 8:30 a.m. at the Larson Justice Center in Indio, when a judge may set a preliminary hearing date.

They both face up to 19 years and eight months in prison if convicted, according to John Hall of the Riverside County District Attorney’s Office.

Jesse Contreras is president and CEO of Thousand Palms-based Sunshine Landscape and Carlos Contreras is the company’s accounting director. Sunshine Landscaping contracts with many homeowner’s associations and businesses in the Coachella Valley, according to Hall and the company’s website.

An 18-month investigation showed that the Contrerases allegedly defrauded the State Compensation Insurance Fund and insurance companies out of about $1.45 million from January 2008 to March 2012, Hall said.

“The defendants intentionally misclassified dozens of employees as having jobs that were less dangerous than they actually were. They classified more than 40 tree trimmers as landscapers, therefore having to pay far less in workers’ compensation insurance premiums,” Hall alleged.

He said the case was investigated by the Inland Empire Premium Fraud task force because of a complaint of possible fraud filed by Zenith Insurance Company with both the California Department of Insurance and the Riverside County District Attorney’s Office.

“By cheating insurance companies out of their rightful premiums, this type of criminal conduct causes there to be an uneven playing field for those businesses which are doing things the right and legal way,” District Attorney Paul Zellerbach said. “Crimes like this also cause an increase in insurance premiums for those businesses which are following the law. It is this office’s responsibility to make sure that businesses operate under the same rules and guidelines to ensure that there is a fair marketplace.”

Identity Theft Brooklyn, NY Woman Charged

A Brooklyn, N.Y. woman allegedly used a fake ID in an attempt to buy $4,000 worth of electronics at Sears, police said.

Bianca Mallard, 22, of Fountain Avenue in Brooklyn was charged with attempted third-degree larceny, interfering with police, and identity theft and held on a $1,000 bond after her arrest Thursday.

Mallard had attempted to purchase five Samsung Galaxy tablets, two Nikon cameras and two HP laptop computers, police said. She struggled with officers attempting to take her into custody, police said.

Identity Theft Lancaster, CA Man Indicted

A federal grand jury handed down a five-count indictment against a California man on Thursday, alleging several federal false identification and fraud charges.

Auston Chad Cohen, 29, of Lancaster, Calif., was charged with fraudulent use of an access device to obtain more than $1,000, false representation of a Social Security card, two counts of aggravated identity theft and one count of identity theft.

According to a Lubbock Police Department arrest report, Cohen was arrested April 6 at the Wells Fargo Bank office in the United Supermarket store at 50th Street and Avenue Q in Lubbock.

The police report says he was trying to use the false ID to withdraw $25,000 cash from someone else’s account.

The police report indicates another $7,500 had been withdrawn in a similar fashion from a Wells Fargo branch in Amarillo.

According to the federal indictment, Cohen tried to use the victim’s Social Security number and California driver’s license in a fraudulent way.

He is being held in Lubbock County Detention Center on state charges of forgery of a government financial instrument, fraudulent use or possession of identification, theft of between $1,500 and $20,000, and providing false identification.

The state forgery charge is a third-degree felony, while the fraudulent ID and theft charges are both state jail felonies. Providing false identification is a Class B misdemeanor.
