Accident Reconstruction Danville Police Investigating Collision

The Danville Police Department responded to a two-vehicle collision at the intersection of the Danville Bypass and Brent Avenue on Wednesday.

Police say that Jennifer Adams, of Hazard, was driving east on the Danville Bypass approaching the intersection of Brent Avenue when she struck a 2005 Buick driven by Mary Yankey of Mackville who was entering the intersection from Southtown Drive.

Both Yankey and her passenger, Dorothy Pennman, were treated on scene and transported to Ephraim Hospital. Their conditions are not known at this time.

The collision is still under investigation.

Private Detective: Sex Offender Arrested for Using Social Media

A registered sex offender accused of using social media while on probation was arrested Tuesday, according to Kentucky State Police.

Police said they found two cell phones that Terry Mattingly, 37, of Beaver Dam, was using to violate his probation in his home.

Mattingly has been charged with Failure to Comply with Sex Offender Registration 1st Offense, Sex Offender IM/CHAT/Social Network, Probation Violation for Felony Offense, and Persistent Felony Offender 1st.

He is being held in the Ohio County Detention Center.

On Wednesday, September 23, 1998, 19-year-old University of Wisconsin student Amber Lynn Wilde disappeared from her Green Bay, Wisconsin, apartment located along August Street. Her last known contact was a telephone call she placed from the landline in her apartment at 7:16 p.m.

On October 1, 1998, her vehicle was found in Green Bay near Lambeau Field Stadium. The vehicle was located in the 50 Yard Line Sports Bar and Roadstar Inn parking lot, east of K-mart and off of Lombardi Access Road. The sports bar and inn since have been torn down. Witnesses stated that they believe the vehicle had been parked there since September 28, 1998. Amber’s purse, cell phone, and keys were found in the unlocked vehicle at the time it was recovered.

Please contact the Green Bay Police Department if you have information regarding Amber Lynn Wilde’s disappearance or if you saw her or someone else operate her 1988 Subaru GL (silver, 4-door). Her vehicle had a brown stuffed monkey hanging from the rearview mirror, stuffed animals in the rear back window, and a University of Wisconsin decal across the top portion of the back window.

On August 5, 2016, a female was walking her dog in Marymoor Park along the Sammamish River Trail in Redmond, Washington, when a man—believed to be transient—grabbed her and dragged her into the bushes. The suspect beat the victim about the face and neck, twisted her left arm behind her, and strangled her with his shoelace. He told the woman he was going to kill her and that he was hungry. The man fled after a passerby heard her screams. While he was fleeing, the suspect lost both of his shoes. There was a concert in the park at the time.

On Friday, February 15, 1991, the remains of a Caucasian female, approximately 16 to 25 years old, were found in woods near the “Horseshoe” recreation area, located south of the Bahia Honda Channel Bridge in West Summerland Key, Florida. She was seen hitchhiking on U.S. 1 at mile marker 17 in Big Coppitt Key the day before.

The victim was sexually assaulted and murdered. It is suspected that she was not from the area due to her choice of clothing and lack of tan lines. An autopsy report surmised that she may have carried a baby to full term. Additionally, the victim suffered from ovarian and fallopian tube cysts, adhesions to her uterus, and chronic pelvic inflammation. Due to expected abdominal pain, she may have sought medical attention.

On November 10, 1985, the unidentified remains of an adult female (victim 1) and a juvenile female (victim 2) were discovered in a 55-gallon metal barrel covered with a tarp. They were located in a wooded area behind a trailer park adjacent to Bear Brook State Park near Allenstown, New Hampshire. Victim 1 is a white female aged 22 to 33, and victim 2 is a white female aged 5 to 11. On May 9, 2000, a second barrel was discovered approximately 100 yards from the first with the skeletal remains of victims 3 and 4. Victim 3 is a white female aged 2 to 4, and victim 4 is a white female aged 1 to 3. All four victims were killed between 1980 and 1985 and possibly as early as 1977. DNA analysis revealed that victim 1 is the mother of 2 and 4. Victim 3 is not maternally related to victim 1, yet there is a possibility of paternal relationship to the other juveniles. All four victims likely were living in the same area for the last 2 to 3 months of their lives.

On Saturday, March 7, 2015, a human skull was found by kids in a wooded area in West Chester, Ohio. Evidence collected in the area suggests that the individual was wearing a Bobby Brooks brand white, short-sleeved, pull-over shirt with red and blue horizontal stripes; Faded Glory brand blue jeans (size 12); and SAS brand black tie shoes. Found nearby was a blue denim cloth bag with a black fanny pack containing a pair of scissors, a knife, a lighter, and cotton candy lip gloss. Items also recovered, which may be associated with the victim, include two pairs of eyeglasses (prescription and reading) and a pair of gloves. This individual most likely died within the past 6 months.

On Tuesday, August 15, 1978, the Jackson County, Wisconsin, Sheriff’s Office was notified of the recovery of a human skull in a remote area in the Township of Knapp. The photos are a scientific reconstruction approximating the victim’s appearance in 1978. The man’s hairstyle, the presence or absence of a beard, mustache, eyeglasses, eye color, height, and weight are unknown. One silver-colored Medi-Stud brand earring was located near the body. The earring is believed to have been used by ear piercing salons. Marina Boelter last was observed after work at approximately 6:00 p.m. on December 31 at the old Sunoco gas station gravel lot directly north of the IGA. She has not been seen since. On Wednesday, October 26, 1994, a hunter found the nude remains of a white female, between 30 to 50 years old, 50 to 75 yards north of Bamfield Road, located in Huron National Forest. This location is approximately two-tenths of a mile east of the Brodie Road and Bamfield Road intersection in Glennie, Michigan. It is estimated that this victim died 1 to 4 years prior to her remains being found. She suffered a fracture to her left arm just above the elbow years before her death. The victim also displayed evidence of healed injuries to the spinal column in the upper and lower thoracic region. These injuries may be the result of a traffic accident. On January 28, 2014, the victim’s remains were found near some vacant apartments in Highland Springs, Virginia. The victim’s skull was separated from the other remains due to either animal interference or environmental circumstances. Other skeletal bones were found tied inside four layers of black, plastic trash bags and were lying underneath a futon mattress. Under the mattress was a “Sponge Bob” fleece blanket.

The victim may have had family living in Houston and Dallas, Texas. He was known by the name Raldalpho or Raldalfo (name spelling was determined to vary).

On September 23, 1980, at approximately 12:19 p.m., the body of a black female was located in the Cal-Sag Channel in Alsip, Illinois. The victim was facedown in the fetal position, naked from the waist down with six stab wounds to her back and two to her chest. She was bound with an electrical cord around her hands and had a neck tie around her neck, which also bound one hand to her upper legs. Her face was covered with adhesive tape. She was found wearing a blue wool sweater, dark floral blouse, and a beige bra.

On April 18, 1985, the victim’s remains were found in a field on Cooley Road north of Route 210 in rural Southeastern Clay County, Missouri. The only remains found were the victim’s skull and a few other bones. There was a brown hair comb, numerous teeth, and two bullets recovered near the skull.

Missing Person Former Teacher and Student Still Missing, May Be In Need of Medication

A Wayne County newspaper is reporting that the former teacher wanted in connection to an AMBER Alert left a note for his wife that investigators believe was meant to throw them off his trail.

Wayne County Now reported that Tad Cummins left a note for his wife, Jill, on the morning of his disappearance. Cummins is wanted in connection with the abduction of Elizabeth Thomas, a former student.

Complete details of the note have not been made public but District Attorney Brent Cooper said the note was a diversion to buy Cummins time and mislead the investigation.

Cooper also said Cummins is on medication to control his blood pressure and should be in need of a refill.

He asks that pharmacy employees be on the lookout for Cummins and Thomas.

Thomas is a 15-year-old white female, with hazel eyes, stands 5 feet tall and weighs 120 pounds. She was last seen wearing a flannel shirt and black leggings.

Cummins is a white male, who stands 6 feet tall, weighs approximately 200 pounds, and has brown hair and eyes. He’s believed to be armed with two handguns and was last seen driving a Silver Nissan Rogue with TN license plate 976ZPT. Anyone who spots the SUV and can verify the license plate should call 911.

Cummins faces kidnapping in the AMBER Alert case and is also charged with sexual contact with a minor after he allegedly kissed Thomas at school earlier this year.

Fraud Investigation Forging Papers to Sell Fake Art

Michigan art dealer Eric Ian Hornak Spoutz grew up in a family of artists. His namesake uncle, Ian Hornak, was famous among Hyperrealist and Photorealist painters, and his mother was a gifted painter as well.

Spoutz became an artist in his own right—a con artist peddling fakes. His specialty was forging the paperwork that he used as proof of authenticity to sell bogus works.

His deceit finally caught up to him on February 16, when he was sentenced in New York to 41 months in prison on one count of wire fraud for defrauding art collectors of $1.45 million. The judge also ordered Spoutz, 34, of Mount Clemens, Michigan, to forfeit the $1.45 million and to pay $154,100 in restitution.

Spoutz’s scam was straightforward but well executed. He contacted art galleries or auction houses and offered for sale previously unknown works by artists such as American abstract impressionists Willem de Kooning, Franz Kline, and Joan Mitchell. The art did not appear in any catalogs or collections of the artists’ known works, said Special Agent Christopher McKeogh from the FBI’s Art Crime Team in our New York Field Office.

“He was selling lower-level works by known artists,” explained McKeoogh, who worked the case for more than three years with fellow agent Meridith Savona and forensic accountant Maria Font. “If it’s a direct copy of a real one, the real one is going to be out there and the fraud would be discovered.”

Before paying thousands of dollars for works of art, collectors and brokers want assurance the work is real—especially if the work is previously unknown, McKeogh said. Among other things, they look at the provenance—the paper history of an item that traces its ownership back to the original artist—for proof.

Spoutz, who also owned a legitimate art gallery, understood the value of provenance. He forged receipts, bills of sale, letters from dead attorneys, and other documents. Some of the letters dated back decades and looked authentic, referencing real people who worked at real galleries or law firms. Spoutz also used a vintage typewriter and old paper for his documentation.

The old typewriter turned out to be the smoking gun in the case. “We could tell all of these letters had been typed on the same typewriter,” McKeogh said. The type of a letter allegedly sent from a business in the 1950s matched the type in a letter allegedly sent by a firm in a different state three decades later. Spoutz also mistakenly added a ZIP Code to the letterhead of a firm on a letter dated four years before ZIP Codes were created.

Another red flag was that many of the people referenced in the letters were dead. And some of the addresses were in the middle of an intersection, or didn’t exist at all. “All these dead ends helped prove a fraud was being committed,” McKeogh said.

When marketing his fakes, Spoutz stopped just short of saying the works were authentic. “He tried to give himself an out and said they were ‘attributed to’ an artist,” McKeogh said.

Spoutz used sellers all over the country to move his forgeries, some of them fetching more than $30,000. “He looked for people that were not as familiar with a particular artist. Spoutz came across as very scholarly and knowledgeable,” McKeogh said.

He also used a number of aliases in the roughly 10 years he ran his scam, and he moved around, from Michigan to Florida to California. He changed the scam over time, selling the works of one artist, then switching to a different artist using a different alias. He was arrested in Los Angeles and charged in February 2016, and pleaded guilty to a single charge of wire fraud in June.

Spoutz produced the fake provenance, but not the fake art. “Spoutz was not known as an artist. He had a source he kept going back to,” McKeogh said. The FBI used experts in the field and artist foundations to determine the works Spoutz sold were forgeries.

Many of the fakes passed through auction houses in New York City, McKeogh said, and a suspicious victim eventually contacted the FBI. McKeogh inherited the case about three years ago, when another agent retired.

Although Spoutz has been sentenced, McKeogh and Savona do not believe they have seen the last of the fakes he peddled. The FBI recovered about 40 forgeries; there could be hundreds more that were sold to unsuspecting victims. “This is a case we’re going to be dealing with for years. Spoutz was a mill,” McKeogh said.

Protecting the integrity of America’s art—in all its forms—is a special priority for the FBI and our dedicated Art Crime Team. “It’s our heritage; it’s who we are. We have to protect it,” McKeogh says. “Fake art and fraud schemes like this damage that heritage.”

The New York Art Crime Team believes there may be more victims of Eric Ian Hornak Spoutz who unknowingly bought fake works. Spoutz forged documents using historical names such as the “Betty Parsons Gallery,” “Larry Larkin,” “Henry Hecht,” and “Julius or Jay Wolf.” His known aliases include “Robert Chad Smith” and “John Goodman.”

Private Detective: $60 Million Heist Largest in Connecticut History

In the middle of a powerful March nor’easter that was lashing the East Coast with rain and wind, a tractor-trailer backed into a loading dock at a secluded warehouse in Enfield, Connecticut. It was late on a Saturday night. Before dawn the next morning, thieves had made off with $60 million worth of pharmaceuticals—the largest theft in the state’s history.

The details of the heist—including a mysterious tip called in to local police a few days later—have all the markings of a Hollywood whodunit, but what’s truly remarkable about the 2010 theft from the Eli Lilly warehouse is the investigative work that went into recovering the stolen goods, catching the thieves, and sending them to prison.

The small town of Enfield is about 20 miles north of Hartford. “You would never guess there was a warehouse there with millions of dollars of pharmaceuticals inside,” said Special Agent Damian Platosh, who supervised the investigation of the theft from the FBI’s New Haven Division. Among a select group of criminals who specialize in cargo theft, however, the facility’s location was well known.

These particular cargo thieves—part of a criminal group known as the Cuban Mob—were experts at their trade. They targeted facilities that stored drugs, cigarettes, and consumer electronics such as cell phones. They understood how to conduct surveillance, were proficient at recognizing and disarming alarm systems, and they knew how to load and move freight.

On the night of March 13, 2010, one of the thieves stashed a ladder in the rear parking lot of the warehouse. Later that night, after checking for security guards, the tractor-trailer pulled in and two of the burglars carried the ladder to the building. They climbed atop the warehouse and cut a hole in the roof. Using ropes, they lowered themselves into the facility and disabled the alarm system.

“They knew exactly how that type of alarm system was set up,” Platosh said. To anyone monitoring the system remotely, it looked as if the storm had knocked out the power. What warehouse employees discovered when they arrived at work was the ladder, the hole in the roof, some discarded tools, and the alarm system beeping as if it needed a battery.

They also discovered the absence of 40 shrink-wrapped pallets of pharmaceuticals, including thousands of boxes of popular medicines such as Cymbalta and Prozac. “They took the cream of the crop,” Platosh said, “and they loaded the exact number of pallets that would fit into the trailer. They knew exactly what they were doing.”

Because of the magnitude of the crime, the Enfield Police Department called the FBI for assistance. As news of the theft spread in the media, an anonymous caller tipped the police that the people involved in the heist had Cuban names, and one of the thieves was known as El Gato—the cat.

“We started to reach out to our Bureau counterparts who were knowledgeable about cargo theft and the Cuban Mob,” Platosh said. Subject matter experts in the FBI’s Miami Division, which has a cargo theft task force, suggested that the thieves probably used a “follow car” in addition to the tractor-trailer, and that they would have likely headed south after the burglary and driven about 300 miles before needing to stop and rest.

“Armed with that information,” Platosh said, “we started doing a logical investigation. It was classic gumshoe work—finding the right point on the map, checking hotels, car rentals, airline reservations, cell phone tower analysis, that sort of thing.”

At the same time, the burglary tools—a particular kind of cutter, work gloves, and other items—were carefully examined. “Our agents were able to determine that that exact combination of gear left at the warehouse was purchased the night before at a big-box hardware store in Flushing Meadows, New York,” Platosh explained.

FBI agents and analysts trained in data analysis of electronic transactions also zeroed in on the follow car and where it might have been rented. And then another item left behind at the crime scene—a plastic water bottle—broke the case wide open. DNA on the bottle was matched to a Cuban individual living in Florida with a history of cargo theft.

All of which helped to identify the four suspects involved in the theft: Amaury Villa, Amed Villa, Yosmany Nunez, and Alexander Marquez. The subjects had split up in Connecticut after the robbery and reunited in Florida, where the drugs were transferred into self-storage units in the Miami area.

Agents in Miami put the stolen merchandise under surveillance. “We thought it might be six months or more before the thieves tried to fence the drugs,” Platosh said, “so we used that time trying to tie the subjects to other open cargo theft cases.”

In October 2011, authorities raided a Florida storage facility and recovered the drugs stolen from the Enfield warehouse. Amed Villa and his co-conspirators were charged with that crime as well as other thefts, including:

  • $13.3 million in pharmaceuticals from the GlaxoSmithKline warehouse in Virginia in 2009;
  • More than $8 million in cigarettes and a cargo trailer from an Illinois warehouse in 2010;
  • Approximately $7.8 million in cell phones and tablets from a Florida warehouse in 2011; and
  • More than $1.5 million in cigarettes from a Kentucky warehouse in 2011.

During each of the thefts, Amed Villa and his crew gained entry into the warehouse through the roof, disabled the alarm system, and loaded the stolen goods into tractor-trailers. Villa’s DNA was identified on items discarded during the thefts in Connecticut, Illinois, Florida, and Virginia.

Amed Villa pleaded guilty to several counts of theft related to the robberies, and in December 2016, the 51-year-old was sentenced to seven years in federal prison. His three co-conspirators had previously pleaded guilty to charges stemming from the Eli Lilly warehouse theft and are in prison.

“This investigation started in Connecticut and branched out around the country,” Platosh said. “The combined effort drew on all of the FBI’s investigative strengths and the depth of its resources. It was a great team effort,” he said, adding his thanks to the Enfield Police Department, the FBI’s Miami Division, and the Major Theft Unit at FBI Headquarters for their efforts.

“These criminals went on a $100 million robbery spree,” he said, “but in the end they were brought to justice.”

Missing Person Golden Alert Issued For Missing Laurel County Teen

A Golden Alert has been issued for a missing 15-year-old from Laurel County.

The sheriff says Cherrah Witt went missing from Paris Karr Road in Keavy around 1am Tuesday.

Witt is described as about 5’4″ and 180 pounds with hazel eyes and brown shoulder length hair. The sheriff says Witt has mental disabilities.

Fraud Investigation Two Sentenced for Defrauding Company and The SSA

Two former employees of a Louisville, Kentucky, based engineering and construction company were sentenced to prison terms this week, in United States District Court, by Chief Judge Joseph H. McKinley Jr., for their roles in a conspiracy to steal government funds and a scheme to defraud the company of approximately $2 million announced United States Attorney John E. Kuhn, Jr.

 

Frank Burks, Jr., 66, and Pamela Duvall, 60, both from New Albany, Indiana, were each sentenced to 36 months in prison, without the possibility of parole, and ordered to pay restitution to be determined at a later date, by Chief Judge McKinley, on April 3, 2017.

 

According to information presented in court, Burks and Duvall, while employed at RAM Engineering & Construction, Inc., schemed with one and other beginning in around 2001, to steal money from RAM to fund outside business ventures and personal gambling habits.

During the nearly 13-year period of criminal activity, Duvall was employed as a bookkeeper and Burks was employed as an operations manager for the privately owned company. One way they embezzled money from RAM was through general account checks. Duvall was responsible for issuing checks from the general account. As part of the scheme, Duvall issued checks, convinced one of the RAM owners to sign the checks under false pretenses, then made the checks payable to herself, Burks, or another person or entity whose endorsement Duvall or Burks would forge. Also, Burks and Duvall worked together to enable Burks to use his RAM corporate credit card to pay for Burks’ personal expenses.

 

In addition to their theft from RAM, Burks and Duvall conspired to ensure that Burks could earn income without it affecting his Social Security income by reporting a portion of his income from RAM as non-taxable. As such, Burks was overpaid by the Social Security Administration in the amount of $11,340.

 

On December 5, 2016, both Burks and Duvall pleaded guilty to conspiracy for theft of government funds, as well as charges of wire fraud and use of a forged security.

 

This case was prosecuted by Assistant United States Attorney Amanda Gregory and was investigated by the Federal Bureau of Investigation (FBI).

Private Detective: Retired Fulton County Jailer Guilty of Receiving Kickbacks

Retired Fulton County Jailer Ricky Parnell pleaded guilty today in United States District Court before Senior Judge Thomas B. Russell, to his role in a conspiracy to defraud Fulton County, Kentucky, citizens through kickbacks and inflated costs associated with the $3.3 million 2015 Fulton County Detention Center expansion, announced United States Attorney John E. Kuhn, Jr.

 

“Public corruption simply cannot be tolerated,” stated United States Attorney John Kuhn. “Corrupt public officials erode the fairness and integrity of our public institutions, and they undermine the public’s trust in our government. I hope this conviction will reassure the public that the Department of Justice will hold elected officials to the highest standards of honesty and integrity.”

Parnell, 59, of Hickman, Kentucky, pleaded guilty to Honest Services Fraud and multiple counts of Wire Fraud for using his official position to enrich himself by soliciting and accepting gifts and payments from defendant contractors, in exchange for influencing the Fulton County Fiscal Court to award the defendants contracts on the project.

 

Parnell admitted to directing Ronald D. Armstrong, 60, of Dresden, Tennessee; Jimmy Boyd, 56, of South Fulton, Tennessee; Michael Homra, 79, of Fulton, Kentucky; and Daniel C. Larcom, 42, of Union City, Tennessee, to intentionally overcharge Fulton County for services and supplies provided as part of jail projects. Parnell presented the inflated invoices and contracts to the Fulton County treasurer for payment to the defendants and their respective companies. In turn, the defendant contractors would use the excess proceeds to pay kickbacks, in the form of both cash and checks, to Parnell. Parnell received at least $175,000 in money and other things of value.

 

In addition, defendants Armstrong, Boyd, Homra, and Larcom took steps to cover up their activities and dealings with Parnell, including using cash to provide Parnell with kickbacks, structuring withdrawals from banks to use for these kickbacks, and creating false and inflated invoices for services and materials in order to satisfy the cash kickbacks demanded by Parnell.

 

Contract defendants Larcom, Armstrong and Boyd have pleaded guilty in United States District Court to charges including Honest Service Wire Fraud and Wire Fraud for their individual roles in this conspiracy.

 

The charged activity took place between April 2015 and August 2016. Parnell served as the Fulton County Jailer from 1990 until late last year and remains free on bond. A sentencing date is scheduled in Paducah, before Senior Judge Russell, on July 3rd.

 

If convicted at trial, Parnell could be sentenced to no more than 20 years in prison per count, pay a $250,000 fine for each count, and be sentenced to serve a three-year period of supervised release.

 

This case is being prosecuted by Assistant United States Attorney Nute Bonner and is being investigated by the Kentucky Attorney General’s Office and the Federal Bureau of Investigation (FBI).

Private Detective: Deputies Investigating Robbery At Jessamine Co. Gas Station

The Jessamine County Sheriff’s Office is investigating an armed robbery at a gas station.

The robbery happened at a Circle K on Harrodsburg Road.

No one was injured in the robbery.

The gas station is closed while police investigate what happened.
