Pedophile Tracking Conroe Man Gets 4 Life Sentences

Kenneth Shaun Lowe, 33, of Conroe, received four life sentences with no chance of parole Friday on four counts of super-aggravated sexual assault of a child, improper photography and indecency with a child by sexual contact.

A sentencing hearing was held Friday before 221st state District Court Judge Lisa Michalk, following Lowe’s guilty plea. Aggravated sexual assault of a child is considered a “super” aggravated offense when it involves a child under the age of 6, with a minimum of 25 years in prison up to 99 years or life, with no possibility of parole, according to a release from the Montgomery County District Attorney’s Office.

It was discovered that Lowe had sexually abused two children under the age of 10. The investigation was led by Investigator Nikki Neeley, with the District Attorney’s Office, on assignment with the Montgomery County Sheriff’s Office.

“Investigator Neeley obtained an arrest warrant and then tracked down Lowe in Lancaster, Texas, where he was arrested by the Lancaster Police Department,” stated Nancy Hebert, chief prosecutor for the Montgomery County District Attorney Office’s Crimes Against Children Division, in the release.

Hebert and Neeley worked together on this case as part of the specialized Child Abuse team located at Children’s Safe Harbor.

“Investigator Neeley’s quick actions not only secured the evidence necessary to prosecute this case, but also ensured that Lowe was located and immediately arrested,” Hebert stated.

At sentencing, Hebert presented the testimony of Neeley; Clare Lucas, the children’s licensed professional counselor and Clinical Director for Children’s Safe Harbor; and the emotional testimony of the children’s father. In response, Lowe took the stand and asked for leniency from Michalk. But while sentencing Lowe, Michalk said that his horrific actions demanded a life sentence for each of the four counts of super-aggravated sexual assault of a child.

Michalk then granted the state’s motion to stack the four life sentences. Consequently, Lowe will never be eligible for release from prison.

Hebert applauded the combined efforts of the Specialized Child Abuse team, Neeley, Children’s Safe Harbor, the Montgomery County Sheriff’s Office and especially the courage shown by the children’s parents in coming forward.

“Judge Michalk sent a clear message that Montgomery County will not tolerate sexual abuse. As a result, this perpetrator will never have an opportunity to destroy the innocence of another child,” Hebert stated.
