Boise Police observed two cars engaged in suspicious activity that looked like a hand to hand drug deal at a business on Overland and Vista Avenue around 7:00 p.m. on September 17th.
Police observed a vehicle driving away, traveling 43 MPH in a 30 MPH zone. Police pulled over the vehicle, and used a drug dog that detected narcotics within the vehicle.

Officers found brown-tar that was identified as heroin in the possession of Joel David James Barker, 25, of Boise.
The other vehicle was pulled over by police after failing to use a signal while turning. Officers approached the vehicle and found Micah A. Kissee, 23, of Boise responding slowly to commands. A drug dog detected the presence of drugs within the vehicle, and officers found a loaded syringe, a metal spoon, and drug paraphernalia.
Barker was charged with possession of heroin, and Kissee with charged with possession of heroin, and possession of drug paraphernalia.
