Kentucky State Police say an arrest made in Fleming County Wednesday is connected to the disappearance of a University of Cincinnati assistant professor.
54-year-old Randy Russ was reported missing by his family in mid-August and police say they have arrested a man who may be involved in that case.
According to 50-year-old Charles Black’s citation, he removed a dead person’s body from his home on Colfax Road in Hillsboro on Aug. 15 and buried it along a river on Ringo Grange City Road. State police say he also disposed of the mattress the victim was on.
State police say Black told them Randy Russ and another man, Kevin Howard, were at his home on Colfax Road on Aug. 15 when Howard asked him to go over to a neighbor’s house. Black said Howard yelled at him to come back about 45 minutes later. That’s when he says he found Russ “gagged and bound at the feet and legs” in a back bedroom of the house. He said Russ was already dead.

Black says Howard then put the man’s body in the back of Black’s car and the two drove down along Ringos Grange City Road where they dug a grave and placed Russ’ body in it.
Police are still looking for 37-year-old Kevin Howard. If you have any information on his whereabouts, you are asked to call police.
On Wednesday, detectives found location of the grave which they said looked to be freshly dug and had concrete cinder blocks. They said they found a man’s body at the location.
Black is also accused of abandoning the victim’s car on a road and withdrawing $700 from the victim’s bank account.
According to sources, Russ’ car was found in Madison County. KSP did not immediately confirm that information.
