Private Detective: Knox County Day Care Owner Pleads Not Guilty to Abuse Charges

LEX 18 has learned that a Knox County woman arrested for child abuse has had her day care business investigated a dozen times for multiple violations.

Former employees of a Knox County daycare say they were not surprised when the owner was arrested. Tracy Fore was arrested for child abuse charges. She is the owner of “Rainbows and Lollipops” daycare in Corbin. The latest investigation by the state is the twelfth since 2012.

Complaints ranged from floors described as “soiled and dingy”, to inadequate food, to children taking care of other children. More than 30 pages outlined the findings of the investigation into Fore’s business. State workers described ant infestations, a lack of food and even allege that a supervisor fell asleep while watching children.

“I would come in and there would be 5 and 6 year olds in the nursery holding the newborn babies. The 5 and 6 year olds would be cutting coupons for her,” a former employee told LEX 18 off camera.

Investigators also say that classrooms were kept at 51 degrees during the winter months.

Fore was arraigned in court Monday on allegations of abuse. She pleaded not guilty to the charges. Her next court appearance will be April 22.
