Convicted rapist and arsonist, Stephen Halsey, 57, was found in the woods after a search by police, he had been on the run for almost a month.
On Monday, Nelson County Deputies said Halsey was spotted near a barn on Nat Rogers Road, but once again got away.
“We have cameras up here all through out the property, but so far we haven’t seen him on this property,” said Mike Bullock.

Bullock’s 100 acre property sits off Ice Town Road, close to where investigators said Halsey was caught on a trail cam on December 30th.
“Last time he was out of jail, he did break into this cabin and helped himself to some food and spent the night, warm place to sleep. But we were kind of upset, because he broke the window out,” said Bullock.
For Bullock, it’s like deja vu.
“We were kind of discouraged when we heard he was getting out. Figured he might be up the same stuff that he was before and we were right, that’s what he is doing,” said Bullock.
Police said Halsey skipped out of a halfway house late last month and has been on the run ever since. According to court records, Halsey has a violent criminal past that dates back to 1986, which includes charges of rape and arson. Court records show he’s been involved with cases in Nelson, Fayette, Marion, Menifee, Montgomery, Morgan and Rowan Counties.
