Two parents head to court in Greenup County on Thursday, accused of locking up their teenage son in his room.
One neighbor told LEX 18’s Conroy Delouche that she watched the boy’s mom and dad bring him food through their front window, like he was caged inside.
No one was inside the home on Lucerine Lane in Greenup when State Police arrived to serve warrants to Frank and Sandy Torres.
Troopers stood only a few feet away from where a neighbor said their son would wait for dinner.

“Them packing food to that window up there that’s open a little bit like he was in jail,” said Cricket Archey, a neighbor.
Archey says the teen used to mow her lawn, but that stopped once he got in trouble last year. That’s about the time prosecutors say the parents padlocked the boy’s door and put bars on the window.
“Just because a kid’s not perfect, doesn’t mean you lock them up like they’re in jail and treat them that way. You just don’t treat a kid that way,” said Archey.
But not everyone around the neighborhood buys the accusations.
John McGinnis told us that Frank Torres is a good man who has taken in many foster kids, and refused to believe he would lock up his own child.
“It does not sound a thing like something that he would do. And he is one of the best neighbors you could ever have, and one of the quickest to do anything for anyone around the neighborhood,” said McGinnis.
Frank and Sandy Torres were indicted by a grand jury on two counts each: unlawful imprisonment and failure to report child abuse. They are scheduled to be arraigned in Greenup County on Thursday afternoon.
“Whoever turned them in, bless you, bless you. Because I was getting ready to report it. Because no child should be treated that way, no child,” said Archey.
