Wrongful Death Daughter Arrested for Killing Elderly Parents

An elderly Owsley County couple was shot in their own home and left for dead on Friday. The children of John and Ada McQuinn said their sister, the couple’s mentally ill daughter, is responsible for the murders.

On Friday evening, Kentucky State Police arrested 48-year-old Lynette McQuinn, better known as Renee, for the murders.

“My last words to them out the door, were I love you,” said Cristina McQuinn.

http://liarcatchers.com/wrongful_death.html

It’s a moment, that now means so much to Cristina after she found her mother and father, 70-year-old Robert John McQuinn and 66-year-old Ada Pearl McQuinn, dead on Friday morning. The couple had been found in their home on Wilson Lane at around 11:30 a.m.

“I check on them every morning and I came across the street to check on them. And I walked in and seen them, I found them that way,” said Cristina.

Kentucky State Police said they had both been shot.

“At that moment… I said this is not real. I put my hands on my head and I said this is not real,” said Cristina.

She said greatest fear had come true. She said she immediately knew that her sister, Renee, was responsible.

“She’s been mentally ill our whole lives and she has planned this. She planned it, that’s why they made her leave the last time she came here. She told them how she was going to kill them,” said Cristina.

Cristina said her sister, Renee, is a loving person. However, she recently checked out of a mental hospital and was off her medication. On Friday, troopers said Renee was armed and dangerous and by 3 p.m. she had been apprehended.

State Police said Renee was formally arrested on Friday evening, and is charged with tampering with physical evidence and two counts of Murder. She is being held in the Three Forks Regional Jail.

“They didn’t deserve this obviously. Now that the person that did it’s, caught. So, that makes me feel better,” said Cristina.

Kentucky State Police said the double murder is still under investigation. While the home is surrounded by caution tape, the family said it’s not the crime they want to focus on, it’s instead the victims.

“They have touched so many hearts and I just want people to know they are always great people, no matter where they are,” said Cristina.

Cristina said her parents were devoted grandparents, selfless and caring people. They retired in Kentucky and had previously lived in Indiana. Instead of how they died, their children want them remembered for how they lived.

“They have done too much good to not be remembered as wonderful people,” said Cristina.

Private Detective: Violent Criminal Apprehension Program

If there is such a thing as an ideal profession for a serial killer, it may well be as a long-haul truck driver.

FBI Crime Analyst Christie Palazzolo is quick to point out that long-haul trucking is an honorable profession and that the overwhelming majority of drivers are not murderers—but it does happen, and the pattern is unmistakable.

http://liarcatchers.com/contact.php

More than a decade ago, analysts for the FBI’s Violent Criminal Apprehension Program (ViCAP)—the only national database of serial crimes—began to see a marked increase in the number of bodies recovered along the side of the road. A majority of the victims were truck-stop prostitutes, and it turned out that many of the suspects were long-haul truckers. “We had an inordinate number of victims and offenders from this rather specific population pool,” Palazzolo explained.

To make matters worse, these cases are extremely difficult to investigate. A long-haul driver can pick up a prostitute at a truck stop in Georgia, rape and murder her, and dump her body on the side of the road in Florida later that day. The victim has no connection to the area where she was found, and there may be no forensic evidence to collect because the crime was committed hundreds of miles away. The local police detectives investigating the case might have little experience dealing with a crime of this nature and may be faced with few, if any, leads.

Highway Serial Killer Initiative map, April 2016 (large)
Since the Highway Serial Killings Initiative began in 2004, ViCAP analysts have compiled a list of more than 750 murder victims found along or near U.S. highways, as well as nearly 450 potential suspects.

To raise awareness among law enforcement agencies—and the public—about highway serial killings, and to focus ViCAP resources on helping to solve these cases, in 2004 the FBI began the Highway Serial Killings (HSK) Initiative, with support from the trucking industry.

“We want to help local law enforcement agencies tie their cases to similar cases nationwide,” said Palazzolo, who has been managing the initiative for the past four years. “That’s where ViCAP comes in, because the database can make those connections.”

Without ViCAP—part of the FBI’s National Center for the Analysis of Violent Crime—local law enforcement agencies investigating one of these cases may have no way of knowing a murder in their jurisdiction is similar to killings committed elsewhere. Since the initiative began, ViCAP analysts have compiled a list of more than 750 murder victims found along or near U.S. highways, as well as nearly 450 potential suspects.

The analysts also began to develop detailed timelines on many of the suspects. The information in the timelines, obtained from company logs, gas station receipts, and other records, helps investigators pinpoint where a suspect was when murders were committed.

“It’s not unusual for a driver to pass through five or even seven states in one day,” Palazzolo said. “The amount of ground they cover and the lack of any connection to where they’re passing through makes it difficult to tie cases back to them.”

So the timelines become crucial to investigations. The goal for ViCAP analysts is to obtain as many records from as many sources as possible to determine a driver’s whereabouts at fixed points in time. “Those details are what ultimately will help tie the suspect back to the murders,” Palazzolo said.

The database is constantly monitored for cases that meet the HSK criteria. When cases are identified, ViCAP analysts can provide information to local law enforcement agencies regarding these cases—anything from timeline data to advice on what records to subpoena to suggesting a point of contact at another police department with similar cases.

In the 12 years since its creation, the Highway Serial Killings Initiative has helped many local police departments solve violent sexual assaults and murder cases, but Palazzolo cautioned that many more victims demand justice. And these highly mobile killers are not going to disappear.

“According to the Department of Transportation,” she said, “the number of truck drivers on the road in the next 20 years is going to grow exponentially. So if we’ve already identified a population from which we are getting a significant number of offenders, and if we are going to be seeing more and more trucks on the road, the potential for additional highway serial killings is definitely there.

Private Detective: Man Arrested for Locking Children in Room

A man was arrested after police say he locked his children in their room.

On Wednesday evening, London Police say they were notified that a parent was locking their child in their bedroom at night.

Officers visited the residence on Bill Mays Road. After getting consent to look inside the residence, they found a dead bolt lock on the children’s bedroom door.

http://liarcatchers.com/contact.php

The officers say they told Kenneth M. Martin to remove the lock.

When officers returned later to check on the children, they discovered the dead bolt had been removed but the door was tied shut and the children were in the room.

Social Services were called and the two children, ages three and eight, were removed from the home.

Martin was arrested and charged with second degree Criminal Abuse of a Child (12 or under).

He was lodged in the Laurel County Detention Center.

Private Detective: Former Constable Charged for Prostitution Ring

A former Franklin County constable accused of running a prostitution ring is expected to face a judge on Friday.

Thomas Banta, 67, was a Franklin County Constable from 2011 to 2014. Earlier this week he was indicted for promoting prostitution, kidnapping a minor and impersonating a peace officer. Hendra Valentine, one of Banta’s former employees, is also charged with kidnapping and impersonating a peace officer.

http://liarcatchers.com/contact.php

“I knew some of the family and I was shocked, really,” said Banta’s neighbor on Devane Lane, Susan Mcnees. “In a little town, like Frankfort, that was highly surprising.”

According to affidavits obtained by the Kentucky Center for Investigative Reporting, Kentucky State Police was notified in February of 2015 about a prostitution ring Banta was running out of his business and home.

“Very disturbing. I couldn’t believe it when I was reading the story,” said Mcnees.

The documents obtained by KYCIR said a 38-year old inmate at the Franklin County Jail backed up the story. The affidavits said the woman claimed she had worked as a prostitute for Banta since she was in the eighth grade and would have sex with 15 to 20 men a day. The woman said when she was a teenager, Banta told her to go the Capital Plaza Hotel to have sex with a man and told not to ask any questions. She claims she later recognized the man on TV.

Neighbors on Devane Lane said they never noticed anything strange at Banta’s home. On Thursday LEX18 News stopped by, to see what he had to say. No one answered the door, however, there was a for sale sign out front. No one answered when LEX18 called the listed number.

Banta is out of jail and expected to be in court on Friday. His neighbors just hope the truth prevails.

“Justice for him if he’s not guilty, and justice if he is,” said Mcnees.

Wrongful Death Man Shot and Killed in Knox County

A woman called for help after hearing gunshots at her grandson’s Knox County home on Wednesday. However, she said when Kentucky State Police arrived, it was too late.

Shane Mills was shot and killed in Knox County on Wednesday night. Now the search is on for the person or persons responsible. Mills’ family and friends said he was targeted inside his home, on Trace Branch Road in Walker. It’s a murder investigation that unfolded just a few feet away from the victim’s grandmother’s house.

“She said she heard three shots and thought our next door neighbors… she thought somebody was shooting over there because she couldn’t get Shane,” said Shane’s father, Willie Mills.

http://liarcatchers.com/wrongful_death.html

Relatives said Shane’s grandmother, who lives next door, called to check on her grandson after hearing the gunshots. However, another man answered the phone. When troopers arrived at Shane’s home, they said they found him dead.

It’s a tragedy his family and friends are still coping with

“It’s been terrible today. I cried all night last night and today,” said Willie.

“He’s a good kid, you know? It’s just a bad tragedy to happen,” added Shane’s friend, Dallas Ray Brown.

Shane also didn’t live far from the family business. In fact, his family and friends said this crime had to be targeted, because when they closed the store on Wednesday night, the gates were locked.

“The boy was at home and the gates was locked. And they come in and killed the guy in his sleep,” said Brown.

Shane has an eight-year-old son. People who knew him, say said Shane had a big heart and loved children.

“He loved kids. If they didn’t have a quarter or something and he had it, he would pull it out and give to them,” said Willie.

“Everybody in the neighborhood knows that he was good to people, you know? Helped people,” said Brown.

As of Thursday evening, no arrests had been made in the case. Troopers have not released details about what led to the shooting but said Kentucky State Police are still investigating the case. Shane’s body has been sent to Frankfort for an autopsy.

Missing Person Spokane, WA Girl Believed to be With 30 Year Old Man

An Amber Alert was issued Monday night for missing 16-year-old Kiera Inman of Spokane, who is described as “developmentally delayed” and  who police say cognitively functions at about the same level as an 11-year-old.

She was last seen near 1712 E. Houghton Court in north Spokane on Sunday.

http://liarcatchers.com/missing_persons_investigations.html

Police say Kiera is believed to be in the company of Zachary Jones, 30, of Newport News, Va., in a 1997 blue Acura 4-door with Virginia plates VGD6867. Spokane Police said the paint on the trunk of the vehicle is noticeably faded and worn. A photo of a similar vehicle is below.

Spokane Police said she was first reported as a runaway Sunday, but detectives found out Monday that she had speaking online with an adult male from another state who they believe to be Jones.

Zachary Jones, 30, of Newport News, Va.

Zachary Jones, 30, of Newport News, Va.

The AmberAlert.com poster information said her grandmother reported Kiera left evidence that she left home willingly, but that she functions “at a diminished capacity and unable to make realistic life choices.” The poster said she requires medication, but it did not say what kind of medication the teenager takes.

“The child’s grandmother advises she left on foot but her cell phone tracked her possibly in a vehicle,” the alert said.

Spokane Police said they have no indication where they might be heading, although the Amber Alert was extended to the state of Idaho on Monday night.

Kiera is described as 5-foot-3, 110 pounds, with brown hair, hazel eyes. She wears thick rimmed glasses and has a bright green cast on her right forearm. She was last seen wearing a gray hoodie and light blue jeans.

Jones is described as white, 5-foot-8, about 118 pounds, with blonde hair, blue eyes.  Spokane Police said they only consider Jones as a “person of interest” at this time.

If you have any information, call 911 or the Spokane Police Department at (509) 456-2233.
