Insurance Fraud Quincy, IL Man Arrested

A Quincy man was arrested on a suspicion of insurance fraud in connection with a fire at his farm.

The West Central Illinois Task Force and Adams County Sheriff’s Department arrested Dean J. Mowen, 52, on Friday on a charge of insurance fraud over $100,000.

The charge stems from an investigation into an Oct. 1, 2015, fire that destroyed a combine and tractor on Mowen’s farm.

Mowen remains in the Adams County Jail pending a bond hearing.

David L. Speer, 67, of Quincy, was arrested in January for the same offense. Speer also is being held in the Adams County Jail.

Missing Person Vinhcuu Peter of Harris County, TX

The Harris County Sheriff’s Office is asking for the public’s help in locating a missing 94-year-old man last seen in north Houston.

Vinhcuu Peter was last seen on foot around 5:40 p.m. Saturday at his family’s home in the 7300 block of Heron Lake drive in the Heron Lakes subdivision.

He is diabetic and suffers from Alzheimer’s, deputies said

Family members said he may be somewhere on foot near the surrounding neighborhood.

Private Detective: Bald Bandit Steals Rogaine in Multiple States

Police in Northern Kentucky are trying to find a man who has been stealing thousands of dollars worth of hair growth formula.

He is bald and he has been stealing Rogaine from three different states.

Police in Florence posted surveillance photos of the man walking through a CVS Pharmacy, stealing Rogaine and memory supplements.

Police believe he hit three stores in just 35 minutes; he seems to take the same items at every store.

They say the man could be selling the stolen items online for a profit, but right now they aren’t sure.

“I’d say, obviously he’s not using it for his person hygiene,” said Detective Erik Daniels with the Florence Police Department. “But again, we don’t know where it’s going after the items are stolen.”

They believe this bald bandit drives a white Jeep. He has been spotted in Kentucky, Ohio and Pennsylvania.

Private Detective: Man Charged in Georgetown Robbery

A man has been charged in connection to a robbery that took place earlier this month at a Georgetown pizza restaurant.

Officers say on February 17th, a man entered the Domino’s Pizza on Lexington Road and displayed a weapon before demanding money from the store and safe. The employees complied and the suspect fled the store.

Detectives say they have identified that man was Anthony Butler. Butler has been arrested and charged with robbery.

Missing Person John Kohlbecker Last Seen Leaving Work in Philadelphia

Police are asking for the public’s help in locating a 27-year-old “at-risk” man who was last seen leaving his job in Philadelphia last week.

John Kohlbecker is described as a white man, 5 feet 11 inches tall, 135 pounds, with blonde hair and blue eyes, according to New Jersey State Police.

The 27-year-old, who police describe as an “at risk” person, was last seen leaving his job in Philadelphia on Feb. 11.

On Sunday, police recovered Kohlbecker’s 1995 white Toyota Camry, with Pennsylvania license plate JXA5834, at the Green Bank State Forest Station in Wharton State Forest in New Jersey.

Anyone who has information that can help safely locate Kohlbecker is asked to call 911 or contact the New Jersey State Police Major Crimes Unite at 609-561-1800 ext. 3355.

John Kohlbecker was last seen on Thursday leaving his job in Philadelphia.

Private Detective: Two Arrested in Connection With Laurel Co. Skid-Steer Loader Theft

KSP troopers in London say that two suspects were arrested in connection to the theft of a skid-steer loader from the Wilson Equipment Company on Wednesday.

Troopers say that a man brought a counterfeit cashier’s check to Wilson Equipment Company on Wednesday and purchased a 2013 Case SR220 skid-steer valued at $30,000.

The check was for $28,750.

On Thursday, the owner of the equipment company in Corbin was contact by a construction company in Toledo, Ohio and informed that three suspicious men attempted to sell them a skid-steer at a very low price.

The caller said that he noticed the Wilson Equipment Co. logo on the side of skid-steer and called to see if it had been stolen. That is when the owner of Wilson Equipment Company called his bank and discovered the check was fraudulent.

Through a joint investigation between KSP, the Toledo Police Department and the Ohio State Highway Patrol, they were able to find and arrest Andre R. Brown, 36 of Toledo and Brett A. Taylor, 30, of Lambertville, Michigan. They are both in the Lucas County Jail and charged with Receiving Stolen Property.

More charges and arrests are expected.

Accident Reconstruction One Dead After Laurel Co. Accident

A 78-year-old woman died at UK Hospital Friday morning due to injuries sustained in an accident on Tuesday.

Bonnie Jones was a passenger in a car that was in an accident on US 25 in Laurel County.

The driver, Ernie Jones, 77, was also sent to UK Hospital.

No word on his condition.

A passenger in another car was treated at a local hospital.

Missing Person Missing Western KY Woman Found Dead

Authorities have found the body of a western Kentucky woman for whom an arrest warrant had been issued earlier this month.

Kentucky State Police spokesman Michael Robichaud tells news outlets that investigators are working to determine the cause of 31-year-old Jennifer Hicks’ death. He declined to say where in Calloway County the body was found Thursday.

Hicks had been the subject of a missing person investigation since Feb. 9.

Last week, Kentucky State Police obtained an arrest warrant charging her with theft of more than $10,000. It’s unclear where the theft charge stems from.

WPSD reports Calloway County Coroner Rick Harris is scheduled to perform an autopsy on Hicks’ body Friday.

Private Detective: Grant Co. Investigators Looking For Men Who Tried to Rob Gas Station

Investigators in Grant County hope that the public will be able to help them identify two men who tried to hold up a gas station Thursday night.

They responded to reports of the armed robbery at the Marathon on Owenton Road in Corinth just before 8:00 p.m. last night.

“She walked back in the store and told the male patron and the male employee thought they were fixin’ to get robbed,” said Deputy Scott Conrad with the Grant County Sheriff’s Office. “At that time, the two males walked outside and confronted the individual where the gun was brandished.”

As the masked man held a gun in the face of the male employee, the woman who worked there bolted the doors closed.

“After she locked the door, one of the suspects came up and attempted to open the door, but they were locked. At that time that male subject, according to the witnesses statements, said, ‘common let’s go,’ and they both ran off,” said Conrad.

Gray Capito, a restaurant owner down the road from the Marathon, says it is not the first time businesses along Owenton Road have been targeted.

He says it is very unnerving to see someone have a pistol stuck in their face.

Although the robbers were scared off this time and nobody was hurt, deputies say the best thing to do is cooperate whenever a weapon is involved.

“Just do what they ask then call us,” said Conrad. “A couple hundred dollars isn’t worth someone’s life.”

Witnesses say the suspects fled in a silver car that had a front left marker light out.

Pedophile Tracking Former Delaware High School Coach Pleads Guilty

A former high school teacher and wrestling coach charged with sexually abusing a female student faces at least six years in prison after pleading guilty Friday to six felony counts.

Richard “Dickie” Howell II pleaded guilty to three counts of sexual abuse of a child by a person in a position of trust, a felony that carries a minimum mandatory sentence of two years in prison.

He also pleaded guilty to three counts of fourth-degree rape, a felony that carries no mandatory prison time.

Howell, who faces a maximum sentence of 120 years in prison, was immediately taken into custody pending sentencing April 26.

Howell, 51, showed no emotion during the brief plea hearing, answering the judge’s questions in a subdued voice.

Prosecutor Kathy Dickerson and defense attorney Alexander Funk declined to comment after the hearing.

Howell was arrested in January 2015 after a 17-year-old student at Caesar Rodney High School reported that he had sex with her over several months in 2014, including encounters at school and his home. Investigators reportedly found graphic photos and videos of Howell on the girl’s cell phone.

Howell was later indicted on 50 felony counts of sexual abuse of a child by a person in a position of trust and sexual solicitation of a child. The remaining charges were dropped as part of the plea agreement.

His trial, which was repeatedly postponed, had been scheduled to begin March 8.

Howell served as wrestling coach at Caesar Rodney since being hired 1991. He led the wrestling team to eight state championships, including five consecutive titles from 2003 to 2007.

His brother Kurt, who was in the courtroom Friday, is also a wrestling coach, leading Smyrna High School earlier this month to its fourth straight state championship, including title wins over Dickie Howell’s teams in 2013 and 2014.
