Insurance Fraud Patterson, LA Woman Arrested

The Louisiana State Police Insurance Fraud Unit arrested a Patterson woman accused of filing a false claim for damage to her vehicle. In July 2011, Katina Batiste, 30, bought insurance coverage for her 2005 Chevrolet Impala then several days later filed a damage claim for more than $3,000. Detectives discovered the vehicle was damaged before she bought coverage, according to State Trooper Stephen Hammons.

Batiste was arrested on December 13 for insurance fraud and booked into the St. Mary Parish Jail.

If convicted of insurance fraud, under the state statute, it is a felony and a person may be imprisoned up to five years and fined up to five thousand dollars. The person may also have to pay restitution to the insurance company for any payments the court determines were not owed.

Detectives will continue working closely with the Department of Insurance and Insurance Companies to reduce the number of fraudulent claims filed by individuals. Insurance Fraud Affects Everyone

The U.S. spends an estimated $2 trillion annually on health care. And according to the National Health Care Anti-Fraud Association, at least three percent of that spending – about $70 billion – is lost to fraud each year.

While the majority of individuals and health care providers are honest, the small number who aren’t add up to big dollars in terms of the impact on us all.

What constitutes insurance fraud? It’s defined as providing false information to an insurance company with the intent of gaining payment or something of value, like medical services or prescription drugs.

At the individual level, for example, fraud occurs when a person gives their insurance card to someone else to get care, or when benefits are used to pay for prescriptions not prescribed by a doctor.

At the provider level, fraud can take many forms, including billing for services never rendered, charging for more expensive services than those provided, purposefully misdiagnosing, or receiving kickbacks for patient referrals.

In Pennsylvania, insurance fraud is classified among the most serous of crimes as a felony. Those who are convicted face prison time, fines, legal fees and more, not to mention the personal and professional consequences.

Yet amazingly, almost one in four Americans say it’s OK to defraud insurers, according to a 2003 survey by the consulting firm Accenture Ltd.

Here are some of the ways fraud affects those of us who play by the rules:

n Money that was paid to those who shouldn’t have received it drive up health insurance premiums for us all.

n To compensate for the costs of Medicaid fraud, states like Pennsylvania must either decrease services or raise taxes for us all.

n Prescription drug fraud may result in stricter policies and regulations that affect the availability of medications for us all.

n Individuals who fraudulently use the health care system are taking medical resources away from those who truly need them.

As a leader in the health insurance industry, Blue Cross of Northeastern Pennsylvania (BCNEPA) spends considerable resources on finding and fighting fraud in an effort to keep premiums down, including employing a special unit to review claims for fraudulent activities. And as a member company of the national Blue Cross Blue Shield Association, we share information frequently with fraud investigators at other member companies to stay abreast of the latest schemes and trends.

The pay off is big for health care defrauders. In 2008, statistics showed that an individual incident of health care fraud netted an average of $19,000 – four times the amount of an individual act of overall identity theft.

What can you do to protect yourself and others? Here are some tips:

n Understand your care and the tests that are being ordered for you. Ask your providers what they will charge and what you will be expected to pay out-of-pocket.

n Read your Explanation of Benefits (EOB) statement carefully to be sure that the services you are charged for are the ones you received. Call your insurer and provider if you have questions.

n Never give blanket authorization to a medical provider to bill for services rendered.

n Do not do business with door-to-door or telephone salespeople who tell you that services or medical equipment are free.

n Give your insurance identification only to those who have provided you with medical services.

n Keep accurate records of all your health care appointments.

n If you think an incidence of fraud has occurred, report it to your insurer right away.

Accident Reconstruction Danville Police Looking For Hit and Run Driver

Police in Danville continue to search for the driver of a semi who left the scene of an accident Monday afternoon.

Police say a semi rear-ended a Nissan Maxima along the Danville bypass, near the intersection of Lebanon road, around 12:30 p.m. The impact shoved the car into a Ford Explorer. EMS took the 80-year-old driver of the Nissan to Ephraim McDowell Regional Medical Center for treatment. Officials called his injuries minor. The driver of the SUV was not hurt.

Investigators say the semi drove away right after the accident. Police say the driver was an older white male wearing a hat and glasses. The truck was described as a white semi tractor-trailer.

Private Detective Casey County Man Gets 10 Yrs for Rape

The Casey County man who pleaded guilty to raping a developmentally disabled woman has now been sentenced.

Michael Burt will spend ten years behind bars without the chance of probation. Last August, Burt pleaded guilty to ten counts of rape and twenty counts of sodomy against a developmentally disabled female resident of the Galilean Children’s Home.

Burt is a former employee of the home who worked there for 22 years.

Wrongful Death FL Woman Gets Life in Prison in Family Killings

Narcy Novack and her brother, Cristobal Veliz, were sentenced to life in prison Monday for plotting the grisly 2009 slayings of Novack’s millionaire husband and his mother.

Novack, 55, and Veliz, 59, were convicted in June of the brutal death of Ben Novack Jr., son of the founder of the famed Fontainebleau Hotel in Miami Beach. They also were found guilty of ordering the deadly attack on Bernice Novack in April 2009.

“The defendants are pathological liars. They are extraordinarily dangerous sociopaths,” Assistant U.S. Attorney Elliott Jacobson said Monday. “They are responsible for the death of two innocent human beings and they must be made to pay.”

U.S. District Judge Kenneth Karas told a crowded courtroom, which included Westchester County District Attorney Janet DiFiore, that he had never handed out such stiff sentences.

“Because of Ms. Novack’s greed and her selfishness and what she thought was her ability to manipulate others there are two innocent people — her husband and her mother-in-law — who are dead.”

As she did when the jury found her guilty, Narcy Novack refused to be in the courtroom to hear her sentence.

Dressed in blue prison garb, her long graying hair tied by two rubber bands in a pony tail, Narcy Novack, a former stripper, nonchalantly waived her right to hear her sentence under questioning by Karas before the hearing began.

“You want to absent yourself from this sentencing?” Karas asked her.

She sat with her head tilted to one side and calmly said, “Yes, I do.”

She then was led out of the courtroom through a side door by deputy U.S. Marshals.

Karas said the refusal to be in the court, like the killings, was evidence she was a coward.

“Her final act of cowardice was walking out of this courtroom today,” he said

Veliz, who looked pale and drawn, continued to deny his guilt Monday. As he did during the trial, Veliz repeatedly blamed Narcy Novack’s daughter for the crimes.

“The real criminal, the one who arranged this whole thing, was May Abad. They have no evidence against me. I don’t know what I’m doing here.”

Jacobson said May Abad was interviewed several times, including by him. “There is absolutely nothing in the evidence to indicate that Ms. Abad was involved in these homicides,” he said.

Ben Novack Jr. was bound with duct tape and beaten to death with dumbbells by hit men sent by his wife and brother-in-law during a July 12, 2009, attack at the Rye Brook Hilton. His mother, 84-year-old Bernice Novack, was beaten to death with a plumber’s wrench on April 4, 2009, during an attack by a Veliz accomplice.

During the trial, prosecutors argued that Narcy Novack wanted her estranged husband of 21 years and her mother-in-law dead so she could inherit the family fortune, estimated at $8 million. She feared that her husband was going to leave her for ex-porn actress Rebecca Bliss and that a prenuptial agreement would provide her with a mere $65,000.

Federal prosecutors said Novack recruited Veliz and a group of henchmen, who said they beat Bernice Novack in the head with a plumber’s wrench and sliced the eyes of Ben Novack.

“Narcy Novack and her brother, Cristobal Veliz, have blood on their hands and unspeakable acts of violence to their names,” U.S. Attorney Preet Bharara said after the sentencing. “And they will spend the rest of their lives in prison answering for what they did in the name of money.”

DiFiore added that Veliz and Novack got the sentences they deserved.

“Narcy Novack and Cristobal Veliz are finally being held accountable for their gruesome and brutal conduct,” DiFiore said. “It was pure greed that drove their evil scheme to steal millions of dollars from the Novack family by murdering Ben Novack Jr. (and) his elderly mother Bernice Novack.”

Narcy Novack’s attorney, Howard Tanner, said after court his client intends to appeal the verdict and the sentence.

“The sentence was not unexpected,” he said. “She still asserts her innocence.”

A lawyer for Veliz was not immediately available.

Private Detective High Schooler Arrested After Threat Made at Henry Clay HS

Police have arrested the high school student they say made threats about violence at Henry Clay High School Monday afternoon. Nothing happened at the school, but in the wake of the Connecticut tragedy, hundreds of scared parents picked up their kids, telling us they didn’t want to take any chances.

Here’s what we know: police arrested the minor around 2:30 Monday afternoon. Police say he is a student at Henry clay and he called another student, making the threat. Investigators say he did not call the school directly.

Monday afternoon, a spokesperson with the school district told us, while they take all threats seriously, this one wasn’t credible. No violence actually happened, but that didn’t stop parents and kids from worrying. Hundreds of parents picked up their children, even as police officers were outside, reassuring students they were safe.

Monday night, LEX 18 went back to the high school to talk to parents after the arrest. Many of them didn’t want to talk on camera, but say they’re confused why someone was arrested if the school had said the threat wasn’t credible.

“You have a lot of copycats out here, a lot of kids who want to play something that to me is very serious. I just choose not to live in fear, not just me but my children,” said Loretta Tisdale, who chose to leave her kids at school.

Police won’t elaborate on the threat. Parents told us they got calls and texts from their kids, afraid about a possible shooting.

A Fayette County Public School official said late Monday night, the student arrested was the student who started the rumor. There was never a threat to the safety of students.

Pedophile Tracking 7 Arrested in KY for Child Porn

Seven people have been arrested on child pornography charges after an investigation by the Kentucky State Police Electronic Crime Branch.

Kentucky State Police executed 13 search warrants recently in nearly half of all the post locations in the state. The operation was centered around internet related child exploitation investigations and resulted in the arrest of seven individuals on possession and distribution of matter portraying the sexual performance by a minor.

Additional charges are expected upon complete examination of all the evidence obtained during execution of the search warrants.

Arson Investigation Carter County Man Set House on Fire

State Police in Ashland have arrested a Carter County man after receiving a complaint of a residential fire at a home on Carter Caves Road in Olive Hill earlier this month.

On December 5, a residential fire occurred at the home of Timothy Dwayne Adams. On Friday, State Police received a call from an individual wishing to speak with a trooper to discuss the details of the fire.

A trooper responded to CW Stevens Boulevard on Grayson and made contact with Adams. An interview was conducted and it was determined the fire had been intentionally set by the Adams.

Adams, 36, was arrested, and is being held in the Carter County Detention Center on a charge of second-degree arson.

Private Detective Man Arrested After Threat to Danville School

A man was arrested Monday after police say they received information of a possible threat to a Danville school.

The Danville Police Department say they received information about a possible threat that had been made involving Danville Christian Academy. After investigation, Bennett R. Williams, 55, of Danville was arrested and charged with second-degree terroristic threatening. He is being held in the Boyle County Detention Center.

Police say Williams was not on school property when the alleged threats were made and students were not in any danger.

Private Detective 4 Arrested for Selling Pills Near School

Four people were arrested Sunday after State Police say they were found buying and selling prescription pills in their home near Gallatin County Middle School.

Troopers and officers from the Warsaw Police Department responded to home on Riverview Drive after receiving a call of a female causing a disturbance at the residence. Four people living in the home, 20-year-old Chelsea Debord, 23-year-old John Z. Francis, 55-year-old John M. Francis, and 48-year-old Edna Francis, were present when units arrived.

When the officers went into the home they immediately smelled the odor of marijuana. A consensual search of the home led to the discovery of marijuana, prescription pills including Percocet, Xanax, and Suboxone, and drug paraphernalia.

All four individuals in the home were charged with possession of marijuana, trafficking in a controlled substance within 1,000 feet of a school, trafficking in a controlled substance, and possession of drug paraphernalia. All four were taken to the Carroll County Detention Center.
