Missing Person First Anniversary of Holly Grim’s Disappearance

Two days before the first anniversary of Holly Grim’s disappearance in Lower Macungie Township, state police said Thursday the missing-person case is “open and active.”

Trooper Robert E. Devers also appealed to the public to phone the state police barracks at Fogelsville with information that might be helpful to the investigation.

“The Pennsylvania State Police would like to remind the public that her case remains open and active and that the public are encouraged to provide any investigative tips or leads by calling the Fogelsville station,” Devers said in a news release.

http://liarcatchers.com/missing_persons_investigations.html

Pennsylvania Crime Stoppers is offering a cash reward for tips that help find her, he added.

Grim, then 41, vanished the morning of Nov. 22, 2013, after she gave her son, Zach, a ride to his school bus stop, a few blocks from their home in the Red Maple Acres Mobile Home Park.

Police and relatives believe she went missing between 6:34 and 7 that morning. Grim failed to report to work that day at Allen Organ Co. in Macungie.

Her keys and eyeglasses were found in her home at Red Maples Mobile Home Park, in the 1100 block of Grange Road, a half mile south of Route 22. Her car was parked out front.

Friends and relatives of Holly Grim plan to release balloons 10 a.m. Saturday at the Trexlertown Grange Home to mark the year since the Lower Macungie woman disappeared.

The balloons will carry information on how to contact state police or Pennsylvania Crime Stoppers with leads in the missing-person case. The Crime Stoppers number is 1-800-4PA-TIPS.

The state police Criminal Investigation Unit at Fogelsville can be reached at 610-395-1438

Identity Theft Woman Accused of Using 5 Year Old’s Identity to Set Up Energy Service

A Sioux Falls woman accused of using her 5-year-old’s social security number to set up cable and electricity service last year has been indicted for identity theft.

Ann Arnell Anderson, 36, allegedly used the child’s information in September 2013 to set up service with Midcontinent Communications and Xcel Energy, court documents say.

The accounts were both closed as delinquent by December of that year, with an unpaid balance of $1,546 owed to both companies.

The fraud came to the attention of police after the child’s foster father called the companies to ask about the debt they had attributed to Anderson’s 5-year-old daughter.

http://liarcatchers.com/identity_theft_investigation.html

Anderson reportedly told officers that she had used her daughter’s identity to set up electricity service, but that she had used her husband’s name to set up Midcontinent service.

When asked about the charges on Thursday, Anderson said “they need to prove that” before hanging up the phone.

A grand jury indicted Anderson on two counts of identity theft Wednesday after hearing testimony from the foster father and a detective with the Sioux Falls Police Department. Each count carries up to two years in prison.

Missing Person Imani Howell of San Francisco

A San Francisco father is pleading for help in finding his missing 12-year-old daughter.

Imani Howell has been missing for nine days as of Wednesday. The girl’s father says he went to the Bayview Police Station as soon as she went missing on November 10th.

Willie Howell told KTVU he worries someone his daughter is familiar with, lured her away.

On Wednesday night, Howell and friends joined in a prayer for Imani as they posted missing person flyers along Third Street.

http://liarcatchers.com/missing_persons_investigations.html

“Scared, very scared,” said Howell as he searches for his 12-year-old daughter. “She’s a smart brilliant kid. This is why I know somebody has her and put her in the streets like this.”

The single father says he last saw his daughter on a Monday morning before school.

Howell said he and his daughter had a morning ritual, she’d tell him she’s leaving and he’d look out the window to make sure she got on Muni safe.

But Imani never went to school that day.

When she didn’t return home her usual time, her father knew something was wrong and went to the police for help.

Investigators say they’re treating the case as a missing juvenile at risk case with the possibility of human trafficking.

“We are exploring all possible circumstances regarding her so if anyone has any information regarding such matters, please call us right away,” said Officer Grace Gatpandan with San Francisco Police.

Now the family is concerned that Imani has fallen in the hands of a predatory adult.

“Where are you? Where are you? Who has you? And if you’re a man, what are you doing with a kid?” questions Barbara Glaspie, the 12-year-old’s godmother.

Imani’s father says it may be somebody Imani knows or met online.

“I raised my daughter from day one. I know she’s not going with anybody she’s not comfortable with, I know it has to be somebody she knows,” said Howell.

Howell had taken the 7th grader’s phone away last month as punishment when a teacher complained that she was acting up in school.

Police now have her phone.

“Whoever has my daughter, let her go. I love you. We all love you. You have family here.

Please come home,” said Howell.

Police say Imani has been spotted wearing her hair down and that she has been seen in San Francisco’s Mission District and along Oakland’s International Boulevard.

Police say a team of investigators from different jurisdictions are working on this case and hope that leads will help them bring Imani Howell home safely.

Fraud Investigation Donation Overpayment Scheme

The Internet Crime Complaint Center (IC3) has received numerous complaints from businesses, charitable organizations, schools, universities, health related organizations, and non-profit organizations, reporting an online donation scheme. The complaints reported subjects who had donated thousands of dollars, via stolen credit cards. Once donations were made, the subjects immediately requested the majority of the donation back, but credited to a different card. They claimed to have mistakenly donated too much by adding an extra digit to the dollar amount (i.e., $5000 was ‘accidentally’ entered instead of $500). However, very few complainants actually returned the money to the second credit card. Many, through their own investigations, discovered the original card was stolen, or the credit card company notified them of such. Also, some of the organizations’ policies did not allow funds to be returned to a different credit card.

Identity Theft 5 Indicted in Identity Theft Ring in Jefferson County, CO

A grand jury has indicted five people in connection with an alleged methamphetamine-fueled identity theft ring that operated in Jefferson County and the Denver area and circled around check and document fraud.

The 38-count indictment was announced Wednesday by the Jefferson County District Attorney’s Office. Prosecutors say the ring stole personal and financial information to create fraudulent checks and documents that later allowed them to create drivers licenses and other identification documents.

http://liarcatchers.com/identity_theft_investigation.html

“Members of the enterprise are alleged to have transacted the fraudulent checks to obtain cash, merchandise property and services,” the office said in a news release. “The proceeds were used for the group’s living expenses and methamphetamine use.”

The group broke into mailboxes in housing units or neighborhoods to get the personal data, the office says.Charges in the case include violations of the Colorado Organized Control Act.

Those arrested include the alleged leader Matthew Hickcox, 36, Robert Hickcox, 46, Michael Hope, 29, Justin Kormos, 26 and Shannon Kramer, 34.

Officials say the group stole about $9,000 and that there were 50 victims, including individuals and businesses.

The U.S. Postal Service investigated the group before presenting evidence to the district attorney’s office. Two of the defendants, Robert Hickox and Hope, remain at-large.

Missing Person Search Continues For Kayelyn Louder of Salt Lake City

Kayelyn Louder’s family is racing against time to find her. Not only are missing person’s cases harder to solve the more time goes on — and it’s been almost eight weeks — but a weekend storm is fast approaching and temperatures keep falling.

But the Murray woman’s family — hopeful, diligent and worried — received a big helping hand in their search Wednesday night. About 100 Adult Probation and Parole agents hit the streets to ask their parolees and the people on probation if any of them have seen Louder, and pass out her missing person flier.

Her family, huddled together in the Salt Lake City office to brief the agents, were grateful for their help.

http://liarcatchers.com/missing_persons_investigations.html

“I want you guys to know something,” said Roland Cook, executive director of the Utah Department of Corrections, standing before the packed room of agents ready to start looking. “When I was back in the room there with the Louder family, I told them that there was no one better to have looking for their daughter, their sister, than this group right here. And I referred to you a little bit as junkyard dogs, in a sense, but I completely believe it. And I know if there’s anyone who can find anything, it’s going to be you guys.”

Later, on a cold porch in West Jordan, Agent Jason Fairbanks handed a man Louder’s flier, asking if he’d seen her. He hadn’t. At the next house, Fairbanks’ partner Agent Brian Peterson asked another man about the missing woman.

“We’re just trying to help the family,” Peterson said. The second man hadn’t seen her either. But that’s two more people who know her face now.

“Maybe make some more, show people,” Peterson said.

The family has been worried since day one. About 5:45 p.m. on Sept. 27, Louder left her condo barefoot and walked into the rain, leaving her beloved dog, her phone, her keys and car behind.

“It makes me sick to think of her being out there somewhere, over winter, and not knowing where she is and not knowing that we put forth every effort possible,” her cousin Amy Fugal said.

Louder’s family reached out to AP&P for the help, said the program’s director Jeri Miller-Fox. The agents in Salt Lake and Summit counties get together several times a year for a field night — usually, to apprehend fugitives and check on people — and figured with that gathering coming up, they could help with the search at the same time. They helped with the search for Hser Ner Moo, a 7-year-old girl who went missing in 2008, and the Elizabeth Smart case, Miller-Fox said.

“Many of the people we interact with on a regular basis frequent drug houses or homeless shelters,” Miller-Fox said. “So there is a chance that if Kayelyn is out there, wandering the streets, or perhaps caught up in something, that our federal population might know something. So we’re going to ask them what they know and we get a lot of help from that community in trying to solve some of these cases.”

The family has hired two private investigators as well, and they receive tips every day. But none of the reported sightings have panned out, Fugal said.

About an hour after Louder left the condo, though, a witness said she saw a woman trying gates and hiding behind vehicles, as though hiding from someone, Fugal said. There is no surveillance footage of that particular area to verify if the woman was Louder, however.

Investigators have feared Louder is suffering from a mental illness that could leave her unable to seek help if she needs it. Louder had begun calling 911 to report emergencies that apparently didn’t occur, though Murray police spokesman Kenny Bass has said that investigators are unaware of any history of mental illness.

Her family said that this disappearance is out of character for Louder.

“I still have hope that we do find her alive. I know that everyone in my family does as well,” Fugal said. “But at this time, we’re also trying to almost prepare for the worst. Either way, we need to find her. We need closure. We need to be able to move on from this and without finding her, there’s no way for us to do that.”

Louder’s family is planning for a big search on Saturday morning. That search will begin at the Birkhill Condos, at 4276 S. Main St. in Murray. They want as much help as they can before the snow sets in. The National Weather Service expects a storm to bring accumulating snow to the valley floors by Saturday night and into Sunday. The temperatures will drop into the 20s at night, too.

For more information on the upcoming search, visit the “Find Kayelyn Louder” Facebook page.

Anyone with information about Louder or her whereabouts is asked to call the Murray police at 801-840-4000. Her supporters are offering a $5,000 reward for information leading to her location or return.

Missing Person Mother of Missing Hoggle Toddlers Ruled Mentally Incompetent

Catherine Hoggle, the 28-year-old Montgomery County woman whose two youngest children have been missing for more than two months, is not mentally competent to stand trial, according to an evaluation conducted at a locked psychiatric hospital where she is being held.

The finding was disclosed in a court filing by Hoggle’s attorney Tuesday, which underlined two very different points of view in the case.

Hoggle’s attorney, David Felsen, asserts that detectives acted improperly by interviewing her at the hospital without him there and that doing so has worsened her mental state. Felsen stated in Tuesday’s filing that for some period this month, Hoggle stopped eating, and he asked, for a second time, that criminal charges be dropped.

http://liarcatchers.com/missing_persons_investigations.html

Detectives have said all along that the overriding goal of the case has been to find the children, Jacob, 2, and Sarah, 3, and that Hoggle has been a willing participant in the interviews — either requesting that detectives come to see her or agreeing to speak with them after they arrive.

Hoggle, who has a history of paranoid schizophrenia, has been charged with abduction, neglect and hindering an investigation. Police say she is the last person known to have seen her two youngest children, who have been missing since September. Police say she has refused to tell them where the children are. Authorities have said that they fear the toddlers are dead and that they are building a homicide case against Hoggle.

The finding that Hoggle is unable to stand trial will be reviewed by a Montgomery County judge. If the judge agrees with the doctors’ conclusion, court proceedings against Hoggle will probably be delayed while she receives further treatment.

Thursday’s filing marks the second time that Felsen has argued that detectives overstepped by speaking to his client outside his presence. Both interviews occurred before a Nov. 6 hearing during which District Court Judge Eugene Wolfe ruled that Hoggle didn’t appear to be mentally competent to accompany police on a search for the children. The judge also instructed detectives to refrain from future contact with Hoggle at least until she had been declared competent.

Authorities said they visited Hoggle in the first weekend of November because she told relatives that she wanted to help police in their search.

“Catherine requested, through her family, to speak to police. She initiated contact,” Police Capt. Darren Francke said at a Nov. 13 news conference. “Myself and the lead investigator, Detective Ruvin, went out and met with Catherine — again, at her request, voluntarily. At that time, she said that she wanted to take us to a residence in Montgomery County where the children were. So I guess we’re keeping that hope alive that the children are out there.”

In his filing Tuesday, Felsen said that experts at Clifton T. Perkins Hospital had found that Hoggle is not competent to stand trial and that the recent police interviews had aggravated her condition.

In Maryland, there are two ways mental illness can factor into criminal proceedings.

The first involves competence, whether someone understands his or her surroundings enough to understand court proceedings. Often, suspects who are ruled mentally incompetent are treated with medication and eventually determined to be competent to stand trial. The second involves criminal responsibility, often turning on the question of whether a suspect was too mentally ill at the time of a crime to understand that laws were broken. That issue has not been addressed in the Hoggle case.

The investigation has received nationwide attention in large part because of the youth of the children. Sarah’s fourth birthday is Thursday.

The father, grandparents and other relatives continue to search for the children — who have a 6-year-old brother — and hold out hope that they are alive. Relatives also have spoken with Hoggle over the phone, but like the detectives, they haven’t learned anything specific about where the children might be or what might have happened to them.
