Eyes are supposed to be windows to the soul — but they make even better mirrors.

And what they reflect will astonish you.

Researchers studying the incredible level of detail in modern digital photographs were able to pick out the tiny reflections of faces hidden in the eyes of the subject. By zooming in on the subject’s eyes in high-resolution, passport-style photographs, they were able to pick out the faces and accurately identify them.

“The pupil of the eye is like a black mirror,” said Rob Jenkins, of the Department of Psychology at the University of York. “To enhance the image, you have to zoom in and adjust the contrast. A face image that is recovered from a reflection in the subject’s eye is about 30,000 times smaller than the subject’s face.”

Working with Christie Kerr, of the School of Psychology, University of Glasgow, Jenkins recovered the images of bystanders that were as small as 27 pixels across (1 megapixel is about a million pixels). Yet when presented to panelists in a face-matching task, observers were able to match the diminutive faces 71 percent of the time. When the faces were familiar ones, people recognized identity correctly 84 percent of the time.

“Our findings thus highlight the remarkable robustness of human face recognition, as well as the untapped potential of high-resolution photography,” Jenkins said.

The pictures were taken with a high-end, 39-megapixel Hasselblad camera, snapped while the onlookers were close to the subject and the room well lit. But with smartphones that pack increasingly better digital sensors, even ordinary photos may soon capture a similar level of detail.

The researchers say that in crimes in which the victims are photographed, such as hostage taking or child sex abuse, reflections in the eyes of the photographic subject could help to identify perpetrators.

Laws for Process Service in Kentucky

Kentucky Process Server Requirements

Service may be made upon an individual out of this state, other than an unmarried infant, a person of unsound mind or a prisoner, either by certified mail in the manner prescribed in Rule 4.01 (1) (a) or by personal delivery of a copy of the summons and of the complaint (or other initiating document) by a person over 18 years of age.

Rule 4.01. Summons – Issuance – By whom served.

  • Upon the filing of the complaint (or other initiating document) the clerk shall forthwith issue the required summons and, at the direction of the initiating party, either:
    1. Place a copy of the summons and complaint (or other initiating document) to be served in an envelope, address the envelope to the person to be served at the address set forth in the caption or at the address set forth in written instructions furnished by the initiating party, affix adequate postage, and place the sealed envelope in the United States mail as registered mail or certified mail return receipt requested with instructions to the delivering postal employee to deliver to the addressee only and show the address where delivered and the date of delivery. The clerk shall forthwith enter the facts of mailing on the docket and make a similar entry when the return receipt is received by him or her. If the envelope is returned with an endorsement showing failure of delivery, the clerk shall enter that fact on the docket. The clerk shall file the return receipt or returned envelope in the record. Service by registered mail or certified mail is complete only upon delivery of the envelope. The return receipt shall be proof of the time, place and manner of service. To the extent that the United States postal regulations permit authorized representatives of local, state, or federal governmental offices to accept and sign for “addressee only” mail, signature by such authorized representative shall constitute service on the officer. All postage shall be advanced by the initiating party and be recoverable as costs; or
    2. Cause the summons and complaint (or other initiating document), with necessary copies, to be transferred for service to any person authorized, other than by paragraph (1) of this Rule, to deliver them, who shall serve the summons and accompanying documents, and his return endorsed thereon shall be proof of the time and manner of service.
  • A summons may be issued for service in any county, against any person to be served, and separate or additional summons may be issued against any person to be served at the request of the initiating party

Rule 4.02. Summons – Form.

The summons shall be issued in the name of the Commonwealth, be dated and signed by the clerk, contain the name of the court and the style and number of the action, and be directed to each defendant, notifying him that a legal action has been filed against him and that unless a written defense is made by him or by an attorney in his behalf within 20 days following the day on which the summons is served on him a judgment may issue against him for the relief demanded.

Rule 4.03. Summons – Return.

The person serving the summons shall make proof thereof to the court promptly, and in any event within the time during which the person served must respond.

Rule 4.04. Personal service – Summons and initiating document.

  • The summons and complaint (or other initiating document) shall be served together. The initiating party shall furnish the person making service with such copies as may be necessary.
  • Service shall be made upon an individual within this Commonwealth; other than an unmarried infant or person of unsound mind, by delivering a copy of the summons and of the complaint (or other initiating document) to him personally or, if acceptance is refused by offering personal delivery to such person, or by delivering a copy of the summons and of the complaint (or other initiating document) to an agent authorized by appointment or by law to receive service of process for such an individual.
  • Service shall be made upon an unmarried infant or a person of unsound mind by serving his resident guardian or committee if there is one known to the plaintiff or, if none, by serving either his father or mother within this state or, if none, by serving the person within this state having control of such individual. If there are no such persons enumerated above, the clerk shall appoint a practicing attorney as guardian ad litem who shall be served. If any of the persons directed by this section to be served is a plaintiff, the person who stands first in the order named who is not a plaintiff shall be served.
  • Service shall be made upon a partnership or unincorporated association subject to suit under a common name by serving a partner or managing agent of the partnership or an officer or managing agent of the association, or an agent authorized by appointment or by law to receive service on its behalf.
  • Service shall be made upon a corporation by serving an officer or managing agent thereof, or the chief agent in the country wherein the action is brought, or any other agent authorized by appointment or by law to receive service on its behalf.
  • Service shall be made upon the Commonwealth or any agency thereof by serving the Attorney-General or any assistant attorney-general.
  • Service shall be made upon a county by serving the county judge or, if he is absent from the county, the county attorney. Service shall be made upon a city by serving the chief executive officer thereof or an official attorney thereof. Service on any public board or other such body, except state agencies, shall be made by serving a member thereof.
  • Service may be made upon an individual out of this state, other than an unmarried infant, a person of unsound mind or a prisoner, either by certified mail in the manner prescribed in Rule 4.01 (1) (a) or by personal delivery of a copy of the summons and of the complaint (or other initiating document) by a person over 18 years of age. Proof of service shall be made either by the return receipt mentioned in Rule 4.01 (1) (a) or by affidavit of the person making such service, upon or appended to the summons, stating the time and place of service and the fact that the individual served was personally known to him. Such service without an appearance shall not authorize a personal judgment, but for all other purposes the individual summoned shall be before the courts as in other cases of personal service.
  • Service may be made upon a nonresident individual who transacts business through an office or agency in this state, or a resident individual who transacts business through an office or agency in any action growing out of or connected with the business of such office or agency, by serving the person in charge thereof.

Case Note: A company is not required by law to admit into its plant or shop a constable, deputy sheriff or any official qualified under the law to serve civil process for the purpose of serving civil process on an employee, and furthermore, if such official stays after a request to leave, he or she could be trespassing, nor does it make a difference if the summons is in connection with a civil or divorce action. Opinion of the Attorney General 79-123.

Rule 4.05. Parties who may be constructively served.

If a party sought to be summoned is: (a) an individual who is a nonresident of this state and known or believed to be absent therefrom, or (b) a corporation or a partnership or unincorporated association which is subject to suit under a common name, having no agent in this state known to the plaintiff upon whom a summons may be lawfully served, or (c) an individual who has been absent from the state for four months or who has departed therefrom with the intent to delay or defraud his creditors, or (d) an individual who has left the county of his residence to avoid the service of a summons or has so concealed himself that a summons cannot be served upon him, or (e) an individual whose name or place of residence is unknown to the plaintiff; the clerk shall forthwith, subject to the provisions of Rule 4.06, make an order upon the complaint warning the party to appear and defend the action within 50 days.

Rule 45.01. For attendance of witnesses – Form – Issuance.

Every subpoena shall be issued by the clerk or other authorized officer, shall state the name of the court and the title of the action, and shall command each person to whom it is directed to attend and give testimony at the time and place and for the party therein specified. The clerk or other authorized officer shall issue a subpoena, or a subpoena for the production of documentary or other tangible evidence, signed but otherwise in blank, to a party requesting it, who shall fill it in before service. Subpoenas shall not be used for any purpose except to command the attendance of the witness and production of documentary or other tangible evidence at a deposition, hearing or trial. Upon order of the Court, with the agreement of the parties, documents may be produced without a deposition. (Amended October 1, 1991, effective November 15, 1991.)

Rule 45.02. For production of documentary evidence.

A subpoena may also command the person to whom it is directed to produce the books, papers, documents or tangible things designated therein; but the court, upon motion made promptly and in any event at or before the time specified in the subpoena for compliance therewith, may (a) quash or modify the subpoena if it is unreasonable and oppressive or (b) condition denial of the motion upon the advancement by the person in whose behalf the subpoena is issued of the reasonable cost of producing the books, papers, documents, or tangible things. (Amended October 18, 1977, effective January 1, 1978.)

Rule 45.03. Service [of subpoena].

  • Service may be made upon an individual out of this state, other than an unmarried infant, a person of unsound mind or a prisoner, either by certified mail in the manner prescribed in Rule 4.01 (1) (a) or by personal delivery of a copy of the summons and of the complaint (or other initiating document) by a person over 18 years of age. Wrongful Death Dayton, OH Teen Found in Alley

 

A homicide investigation is underway after a teenager was found shot dead in a Dayton alleyway.

Dayton police officials said that at around 2 p.m. Sunday, officers were called to the 400 block of Westwood Avenue where a dead body had been found in an alley.

The victim, a 15-year-old male, was shot to death, according to investigators. His identity has not been released yet.

Trotwood police released information on Sunday night that the teenage victim was also the same person involved in an abduction investigation. At 2:30 a.m. Sunday, it was reported to the Trotwood Police Department that the teen had been abducted. It was later found that the teen had last been seen at a Dayton residence, according to the release.

The 15-year-old was later discovered to be the homicide victim.

The abduction and homicide remain under investigation. Police have not released the identity of the teenage victim.

Missing Person Bodies of Wayne, NJ Couple Found in Garage

A young couple who went missing late last month were found dead in a garage at a home in Wayne this morning, prosecutors said.

Jorge Rodriguez and his girlfriend Melissa Pereira were last seen leaving Pereira’s home in Wayne on Dec. 27, supposedly headed for a Pennsylvania bed and breakfast where they made New Year’s Eve reservations.

But Pereira, a 25-year-old Wayne resident, and Rodriguez, of Garfield, were found dead around 11:15 a.m. today, said Passaic County Assistant Prosecutor Michael DeMarco.

DeMarco said investigators are awaiting the results of an autopsy to determine a cause and manner of death, and declined to comment further. The couple was reported missing on Dec. 30, according to DeMarco, and both were registered in the national missing person’s database.

While he would not disclose their manner of death, DeMarco said there was “no reason for the public to be concerned.” He would not say where the bodies were found.

A man who identified himself as Pereira’s uncle told the Record the bodies were found in a Lancaster Court garage behind the apartment Pereira and her mother shared.

Earlier this month, Garfield Police Captain Darren Sucorowski said there was no reason to believe Rodriguez and Pereira were victims of a crime. Calls to Wayne and Garfield Police seeking comment today were not immediately returned.

Pereira worked on several shows for the Fox News Channel, including “Your World” with Neil Cavuto, and had also worked as a photographer, according to her profile on LinkedIn.

Attempts to contact the Rodriguez family were unsuccessful. A man who answered the phone at Pereira’s home and identified himself as the victim’s uncle said right now, the family is simply waiting for answers.

“At this point we’re just still in shock and we’re just trying to wait for what the medical examiners are going to say,” he said. “Just in shock.”

Missing Person 6 Year Old Isabel Celis Still Missing

A door-to-door effort launched this week in the case of a Tucson girl who disappeared from her bedroom more than 18 months ago has yielded some possible tips, police said Saturday

Officers expect to finish talking to residents Saturday in the area where 6-year-old Isabel Mercedes Celis lived, Sgt. Pete Dugan said.

Police received several phone calls within the last few days and were trying to figure out if any hold new information, he said.

“Now what’s happening is behind closed doors, investigators have to weed through those calls,” Dugan said.

He declined to say what the calls were about because the investigation was still active.

Since Wednesday, more than 50 officers have gone out daily to more than 350 houses and apartment units. According to Dugan, investigators spoke with people new to the area as well as those who were around when the child first went missing.

“Lot of times people won’t call 911 with a little piece of information,” Dugan said.

Authorities have been searching for the girl since her father reported her missing in April 2012. Dugan says the neighborhood canvass was not being conducted because of any new lead. It had been planned for months, Dugan said.

“We are just letting the public know this case did not go away,” he said.

Messages left for the girl’s parents were not immediately returned. But the girl’s mother, Rebecca Celis, said earlier in the week she was pleased police were renewing efforts.

“We are happy they are trying to get new eyes on the case,” the mother said.

Family members have said they last saw her in her bedroom the night before she vanished. A window was later found open with the screen pushed aside.

A neighbor said she heard her dogs barking and male voices outside her bedroom window around 6:30 a.m. on the day the girl was reported missing. The neighbor said there were no sounds that indicated a struggle.

Police have declined to say whether the child is believed to still be alive.

They believe the girl was abducted but haven’t concluded whether it was done by a stranger or someone known to the family. Still, police said whoever was responsible for the abduction had knowledge of the home’s layout.

About a month after the child’s disappearance, police revealed that her father, Sergio Celis, had been barred from have contact with the girl’s two older brothers, but they did not say why.

In the weeks after the disappearance, authorities searched for the child in a 3-square-mile area around her home, including ponds, dry streambeds and empty houses. They also searched her house, but records of that search have been sealed by a judge.

Private Detective Arrest Made in Rockcastle County Robberies

An arrest was made Saturday after police were called to an armed robbery at the Cash Express in Mt. Vernon.

Lee Hamilton Speaks, 28, of Mount Vernon has been charged with Robbery 1st Degree.

The robbery at Cash Express was just one day after the Citizens Bank robbery in Brodhead. Since a suspect had been identified in the first robbery, Kentucky State Police were able to obtain a search warrant and make an arrest in the investigation.

Wrongful Death Body of Missing San Diego Man Found in Trunk

A car connected to a man missing since the deadly Christmas Eve shooting of his fiancée and brother outside a San Diego mall was found in Riverside, Calif., on Friday, officials confirmed. Inside the trunk, police found the decomposed body of a man.

On Saturday, a family member of the missing man confirmed the body is that of Tierrasanta resident Gianni Belvedere, 24.

According to the San Diego Police Department, the 2004 green Toyota Camry tied to Belvedere was found at 12:30 p.m. Friday in the 19500-block of Van Buren Boulevard by Riverside police officers.

On Friday night, the website of the Riverside County coroner’s office listed the person in the trunk as 24 years old, adding that the person was the “victim of a homicide.”

 

As of 6 p.m. Saturday, the man’s name had not yet been formally released by authorities, pending a full report from the Riverside coroner’s office.

 

Police said a passerby called authorities around 11:45 a.m. Friday and told dispatchers a vehicle was parked in the area and there was a foul odor coming from the trunk area.

 

When officers arrived on scene, they met with the caller, who pointed out the vehicle. When officers popped open the trunk, they the man’s body inside.

 

After running the license plates on the vehicle, officers learned the car was connected to the missing person case of Gianni Belvedere out of San Diego.

 

San Diego Police Department homicide detectives were called to the city north of San Diego County to investigate. They are now working alongside the Riverside Police Department on these latest developments.

 

 

On Dec. 24, 2013, at around 1:15 a.m., San Diego residents Ilona Flint and Salvatore Belvedere were critically shot by an unknown suspect in a parking lot outside a Macy’s department store at Westfield Mission Valley Mall.

 

Flint was shot in the head but still managed to call 911 to report the shooting, telling dispatchers she was injured near the mall. Salvatore was shot in the head and torso.

 

Officers located the wounded duo inside a vehicle in the 1600-block of Camino Del Rio North. Flint was pronounced dead at the scene shortly thereafter, while Salvatore was transported to a local trauma center with life-threatening wounds. His death was confirmed by the SDPD and Belvedere family on Dec. 27.

 

Both Flint and Salvatore were 22 years old. Flint was Gianni’s longtime girlfriend-turned-fiancée, while Salvatore was Gianni’s younger brother.

 

Following the shooting, police released a vague description of a possible shooting suspect described as a man wearing tan pants, between 5-foot-9 and 5-foot-11. Police also said a possible vehicle of interest in the case is a 2008 to 2011 dark gray Honda sedan.

 

A couple of days later, police and the Belvedere family confirmed that Gianni was missing and that loved ones hadn’t heard from him since the fatal shootings of Flint and Salvatore.

 

San Diego police said Gianni has been missing since the night of Dec. 23 and was last seen at his Tierrasanta home just hours before shooting. The Belvedere family has said that Gianni may have been at the mall with Flint and Salvatore in the early morning hours of Christmas Eve.

 

Over the last few weeks, police have said there was no trace of the missing man. On Jan. 9, SDPD Lt. Mike Hastings confirmed Gianni’s cell phone and credit cards had not been used since he vanished.

 

At that time, Lt. Hastings also told NBC 7 that police had been in constant contact with the Belvedere family as investigators continued searching for leads in both the slayings and Gianni’s disappearance.

 

The Belvedere family has pleaded for Gianni’s safe return too, offering a $10,000 reward for information leading to their loved one.

 

Police issued a missing person bulletin for Gianni describing him as an Italian-American man with brown hair and brown eyes. He’s 6 feet tall, 165 pounds and likely driving a four-door, dark green 2004 Toyota Camry XLE with the Utah license plate B154VZ.

 

On Friday, police confirmed the car featured in that missing person bulletin was the vehicle discovered in Riverside. Detectives had not yet determined how long the car had been parked in that lot.

 

Meanwhile, San Diego police have yet to name a suspect in the slayings of Flint and Salvatore but investigators have said it does not appear the mall parking lot shooting was tied to any sort of robbery.

 

Last week, Lt. Hastings told NBC 7 that this is one of the most unusual cases he’s seen in his 20-year career. Though the Belvedere brothers and Flint are originally from Utah, Lt. Hastings said he had no reason to believe that Gianni had ever left California.

 

On Saturday, Riverside officials told NBC 7 that an autopsy on the man found in the trunk would not be performed until next week, possibly on Wednesday.

 

The family source that spoke to NBC 7 Saturday did not want to be identified and asked for privacy for the Belvedere family at this time.

Missing Person Child Missing in Jacksonville, FL

 

The Jacksonville Sheriff’s Office is investigating a suspicious incident involving a child that may be missing from the southside.

At approximately 5:45 p.m. Saturday, witnesses in front of the Target near the Avenues observed an unattended 5-7 year old child in a Target shopping cart.

When they asked about her parents she indicated that they were in the Academy Sports which shares a parking lot with the Target store.  During the time that they attempted to get assistance from Target employees and older white male, between 40-50 years of age stated that he would assist the child in locating her parents.

The girl climbed out of the cart and entered the man’s blue SUV style vehicle with unknown Florida license plates and they left the area.

The girl is described as having very blond hair and wearing a purple jacket or sweatshirt and light colored blue jeans.  The man in the SUV is described as having salt and pepper colored hair and wearing a dark shirt.

At this time police say this is not considered a bona fide abduction, but out of concern for the child, investigators are working to verify the information and locate the man and child to ensure that she is safe.

Insurance Fraud Three Arrested in Alleged Staged Accident in NC

Three people North Carolina residents were arrested for their involvement in an alleged insurance fraud scheme involving a staged auto accident in Mecklenburg County, according to an announcement made by Insurance Commissioner Wayne Goodwin.

Shane Coleman Glenn was charged with one count of insurance fraud. Glenn was arrested by the Union County Sheriff’s Office on Jan. 7 and placed under $1,000 bond.

Wesley Allen Scarbrough was charged with one count of conspiracy to commit insurance fraud. Scarbrough was arrested by the Mecklenburg County Sheriff’s Office on Jan. 14 and placed under a $5,000 bond.

Christina Marie Stegall was charged with one count of insurance fraud. Stegall was arrested by the Union County Sheriff’s Office on Jan. 3 and placed under $15,000 bond.

Department of Insurance criminal investigators allege that the defendants conspired to defraud RepWest Insurance Company of several thousand dollars for injuries and property damage caused by a staged motor vehicle accident on Jan. 19, 2013 in Mecklenburg County.

A Flagler County mother reported her 25 year-old mentally disabled daughter missing Saturday morning.

She has not been located, and police need the public’s help to find her.

She was reported missing from her home by her mother shortly after 7:30 a.m. Saturday.

Margaret Mercer reported to deputies that her daughter, Caressa Lynnette Mercer, left the home sometime after 3 a.m. Saturday morning. She told deputies her daughter was upset because her father, an over-the-road trucker, left on January 6 and did not take their daughter with him.

According to the mother, Caressa has the mental capacity of a 5 or 6-year-old child and has run away several times in the past.

She is reportedly obsessed with food and has been located in the past at restaurants and shelters. She is a very trusting and willing to accept rides from anyone.

Caressa is a white female approximately 5’5” tall, 120 lbs. and has short blonde hair.

Store surveillance video from the Kangaroo gas station at the corner of Palm Coast Parkway N.E. and Belle Terre Parkway in Palm Coast shows Caressa inside the store at 6:10 a.m.

At the time she was wearing dark blue sweatpants, a brown hooded jacket, white sneakers with blue trim and carrying several Winn Dixie shopping bags. She no longer wears glasses as shown in her photo.

Air support and a bloodhound from the St. John’s County Sheriff’s Offices are assisting in the search. She has been entered as missing and endangered in State and National missing person databases.
