Wrongful Death Body Found in Taylor County

A homicide investigation is underway in Taylor County after a body was found Tuesday afternoon in a truck parked on the lot of Robinson’s Marine on Kentucky 55.

Investigators say it was the body of a woman, and they are treating it as a homicide.

Not many other details are being released, but an autopsy is planned for Wednesday.

Private Detective FBI Law Enforcement Bulletin – July

The FBI’s numerous investigative programs present many challenges, but one goal remains constant. According to its mission, the agency strives “…to protect and defend the United States against terrorist and foreign intelligence threats and to enforce the criminal laws of the United States.”[1] This holds true for every program in the bureau.

Part of the FBI’s National Security Branch, the Counterintelligence Division (CD) protects the United States against the foreign intelligence threats defined in the agency’s mission. As with any of the bureau’s divisions, CD encounters challenges and often employs its own unique investigative techniques to address them. “It’s not just the more traditional spies passing U.S. secrets to foreign governments…. It also involves students and scientists and plenty of other persons stealing the valuable trade secrets of American universities and businesses—the ingenuity that drives our economy—and providing them to other countries. It’s nefarious actors sending controlled technologies overseas that help build bombs and weapons of mass destruction designed to hurt and kill Americans and others.”[2]

One universal factor generally holds true across all divisions and programs: The FBI accomplishes its challenging mission by developing human sources. To this end, a unique, sophisticated resource exists—the National Center for the Analysis of Violent Crime (NCAVC)—to bolster the agency’s criminal and terrorism investigations. The center strives to “…provide behavioral-based operational support to federal, state, local, and international law enforcement agencies involved in the investigation of unusual or repetitive violent crimes, communicated threats, terrorism, and other matters of interest to law enforcement and national security agencies.”[3] NCAVC consists of special agents and other professionals who provide advice and support for cases, including those involving child abductions or mysterious disappearances of children; serial, spree, mass, and other murders; serial rape; extortion; threats; kidnaping; product tampering; arson and bombings; weapons of mass destruction; public corruption; cyber crime; and domestic and international terrorism.[4]

Similarly, CD has its own behavioral team—the Behavioral Analysis Program (BAP), which supports the division’s strategic goals by providing direct operational support to counterintelligence investigators. The program provides consultative services from a team of trained and experienced BAP members who review and analyze pertinent behavioral information and develop cogent suggestions and strategies for the interaction between investigators and subjects. The assessment and engagement strategies devised merely result from the thoughtful process of creating a positive interaction and possible relationship between two individuals, whether the goal is an interview, confession, or development of a confidential human source.

Missing person Marth Runyon of Lawrence Township, NJ

The Lawrence Township Police Department is looking for a Martha Runyon, a resident of Rosetree Lane.

Runyon is currently missing from her home. She is described as a white female, 5’11″ tall, 130 lbs, shoulder length blonde hair, 60 years old and possibly wearing blue jeans. There is no further description. The Lawrence Township Police Department is looking for Ms. Runyon in order to ensure her safety.

Wrongful Death Body Found Behind Apartment Complex ID’d

The Fayette County coroner has released the name of the woman found dead behind a Lexington apartment complex over the weekend.

A maintenance worker at the complex on Marietta Drive found the remains in a garbage bag on Sunday around 5 p.m. Officials said the body could have been there for several weeks.

The coroner says the victim was Elmia Farris, 32. He says the cause of death is pending further investigation.

On Monday afternoon, Lexington police announced they had charged 38-year-old Chico Rucker with murder and tampering with physical evidence in the case. Police say he lived with the victim.

Private Detective Possible Bomb Found in LaFayette

A LaFayette resident called authorities Monday afternoon when a family member brought a suspicious item home that he believed was an explosive device.

Christian County Sheriff’s deputies and LaFayette firefighters arrived at David Hyde’s house on the 200 block of Main Street before calling for assistance from a Fort Campbell bomb squad.

CCSD Deputy Eddie Frye described the device as similar in appearance to a large firework, made out of PVC pipe with paper on the ends and two fuses. He said they weren’t sure if it was packed with any explosives.

Frye said the family member who brought the device to Hyde’s house reportedly found it near his home on Hickory Smoke House Road and drove it across town.

Upon X-raying the device, the bomb squad found that there was a compartment inside the tubing connected to the two fuses that could contain explosive material.

The bomb squad then used a robot to carry the device to an open field across the street from the home and attempted to detonate it by shooting it with a gun, explained Randy Graham, director of Christian County Emergency Management.

Graham said that in doing so, the device did not explode; however, when the bomb squad went to retrieve it, they could not locate all of the device.

Because the device is still a potential threat, Graham said the bomb squad and other authorities will continue to look for it in the field and will not leave it unattended.

Agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives have been called to assist in the search for and disposal of the device.

Missing Person Body of 7 Yr Old Autistic Boy Found

The body of a missing 7-year-old boy with autism was recovered from a car behind his Washington, D.C. home.

Michael Kingsbury was recovered from the back of a car parked in an alley, yards away from his home in the 1700 block of West Virginia Avenue.

Police had launched an intense search of the Trinidad neighborhood after Michael was last seen walking in an alley close to his home between 9 a.m. and 9:30 a.m. Sunday.

At the time, he was believed to be wearing a pull-up diaper, and possibly a red shirt.

After 6 p.m. Monday, a sudden rush of police officers converged on the car in the alley. Sources told News4’s Pat Collins that a police officer assigned to the search had happened on the car and noticed something.

The reaction at the scene was immediate, reported Jackie Bensen. People were heard screaming and crying, and police quickly increased their perimeter around the event. He was recovered from a car without tags, parked on private property, just two doors down from his home.

Homicide detectives were among those who responded to the scene, Bensen reported. However, it is not unusual to have homicide respond to a death investigation.

Michael’s mother Katrina Kingsbury spoke with Bensen Monday night.

“I’d like to thank everyone who came out to look for my son,” Kingsbury said.

The family had been distraught throughout the search for Michael, as police searched abandoned buildings and sheds Sunday and Monday. His mother said it’s not like him to wander away.

“It’s unusual for him to leave. It’s never happened,” she said. “As many times as he’s been out here and played, he’s never left the backyard. He knows not to go in to the street.”

Missing Person Terry Dewayne Smith of Menifee, CA

Authorities in Menifee on Monday were asking for the public’s help finding a missing 11-year-old child who has autism.

Terry Dewayne Smith was last seen Saturday around 7:30 p.m. at his home in the 33000 block of Helen Lane, in a rural area off Scott Road about two miles west of Interstate 215.

His step brother said he saw Smith playing video games before he went to bed, detectives said.

Smith was not in his room when family members went to check on him Sunday morning.

Menifee police were called to the residence around 10:30 a.m. on Sunday.

Police officers, a Riverside County sheriff’s helicopter, a bloodhound and volunteers searched the area for the boy, but were unable to find him.

Smith was described as 4 feet 8 inches tall and 78 pounds, with blond hair and blue eyes.

He was last seen wearing blue shorts.

Identity Theft Montgomery, Alabama Mail Carrier Convicted

Vernon Harrison of Montgomery, Ala., a mail carrier for the U.S. Postal Service, was recently found guilty of one count of conspiring to file false claims, eight counts of mail fraud, eight counts of aggravated identity theft and six counts of embezzlement from the U.S. mail for his involvement in a stolen identity refund fraud conspiracy.

According to court records, Harrison and others used stolen identities to file false tax returns, then had the refunds sent to debit cards which were mailed to addresses on Harrison’s postal route in Montgomery. Harrison then stole at least 100 debit cards from the mail and gave them to a co-conspirator in exchange for cash.

“We trust our mail carriers to deliver, not steal our mail,” U.S. Attorney George L. Beck said in a statement. “Harrison abused that trust. Harrison and his criminal organization not only stole innocent people’s identities, filed fraudulent tax returns and received tax refunds not owed to them, but they used Harrison’s position as a mail carrier to steal these debit cards from the mail. This criminal behavior will not be tolerated and will be prosecuted to the fullest extent of the law.”

Missing Person Search Continues for Chicago Man

Police say a 25-year-old man who was last seen early Sunday at a North Halsted Street bar appeared “very agitated” and not acting like himself as he ran down the street near the bar in the Lake View neighborhood.

Christopher Evans was last seen about 1:30 a.m. Sunday at Roscoe’s bar in the 3300 block of North Halsted Street, according to an alert from Area North detectives.

His friends told police that when they last saw him, he was not acting like himself and seemed very agitated.

“Christopher told them there was danger all around and something bad was going to happen and that they had to get away from him and they say he shot off like a bolt of lightning and that was the last anybody saw of him,” Christopher’s mother, Anita Evans, told FOX 32 News.

He was last seen running east on Roscoe and has since had no contact with friends or family.

Christopher’s mother says his disappearance is not something he would do purposely.

“His radical behavior, the way he changed, they said that they had never seen him behave like that before because he’s very quiet and mild mannered,” Anita explains. ‘They said they knew that somebody must have put something in his drink.”

On Wednesday afternoon, family members, friends and fellow classmates put up missing person fliers near Roscoe’s.

Evans is a graduate student and financial analyst at Loyola University.

“He did not come to work Monday or Tuesday,” Christopher’s classmate, Meridith Ewers says. “The thing that’s kind of concerning us is that it’s a busy weekend, we had the Blackhawks parade and rally and then the Pride was Sunday afternoon so it’s kind of disconcerting to us that he went missing off of the street.”

Evans is described as a gentle giant – cool, calm and collected. His brother says his disappearance doesn’t make sense.

“I have no idea where he would go,” Jason Evans says.

“Everybody feels like something bad happened that weekend and I just want to find my son,” Anita pleads.

Evans is a black man, about 6-feet tall, 220 pounds, with a medium complexion and brown eyes. When last seen he was wearing a black button-down dress shirt with a white T-shirt underneath, and blue jeans.

Insurance Fraud Ohio Couple Sentenced

Ohio Lieutenant Governor and Department of Insurance Director Mary Taylor announced that a department insurance fraud investigation involving a $2,400 claim has led to the sentencing of husband and wife, Tony and Patricia Pelfrey, of Cable, Ohio.

Tony Pelfrey received a 12-month jail sentence suspended while Patricia Pelfrey received 10 months of suspended jail time. They both also received three years of community control and were ordered to complete 75 hours of community service. In May of 2013, Tony Pelfrey pled guilty to felony insurance fraud while Patricia Pelfrey pled guilty to a felony charge of telecommunications fraud. Both of the Pelfreys also pled guilty to misdemeanor attempted theft charges.

After an investigation completed by the Department and the Champaign County Prosecutor’s Office, it was determined the Pelfreys submitted false information to support a loss they claimed was more than $2,400 involving their air conditioning system.
