Private Detective: Fulton County Contract Supplier Sentenced for Giving Kickbacks

A Fulton County, Kentucky, business owner and contract supplier was sentenced today, in United States District Court, before Senior Judge Thomas B. Russell for his role in a conspiracy to defraud Fulton County citizens, through kickbacks and concealment of costs associated with work performed on the 2015 Fulton County Detention Center expansion, announced United States Attorney John E. Kuhn, Jr.

Michael Homra, 80, was sentenced to serve two years of probation, ordered to pay a $10,000 fine, and pay $32,500 in restitution.

http://liarcatchers.com/contact.php

Homra pled guilty on January 20, 2017, to three charges including Honest Services Wire Fraud and Wire Fraud for his role in a conspiracy that involved then Fulton County Jailer Ricky D. Parnell and others between April 2015 and August 2016.

Homra is the owner of The Leader Store located in Fulton, Kentucky. His company often sold building materials to Fulton County as part of the Detention Center expansion project. Homra allowed Parnell to use The Leader Store as a middleman company for building supplies ordered during the project and paid Parnell cash kickbacks while the project was ongoing.

The agreement between Homra and Parnell was for Parnell to inflate prices that The Leader Store charged Fulton County for purchases and then for Homra to pay Parnell 50% of the profits from these purchases. Homra would pay Parnell with cash and paid Parnell between $10,000 and $25,000.

Further, Homra knowingly and voluntarily agreed and conspired with Parnell to give Parnell cash kickbacks, both as a favor to Parnell and so that Parnell would continue to use The Leader Store as a supplier for the Fulton County Detention Center. As part of their kickback scheme, Fulton County paid The Leader Store by check in amounts of $54,364.00 and $66,530.58.

Homra was charged by grand jury indictment, with co-defendants Ricky D. Parnell, of Hickman, Kentucky; Ronald D. Armstrong, of Dresden, Tennessee; Jimmy Boyd, of South Fulton, Tennessee; and Daniel C. Larcom, of Union City, Tennessee, on November 15, 2016. Parnell, Armstrong, and Larcom have entered guilty pleas and await sentencing.

This case is being prosecuted by Assistant United States Attorney Nute Bonner and is being investigated by the Kentucky Attorney General’s Office and the Federal Bureau of Investigation (FBI).

Private Detective: Franklin County Sheriff Investigating Abandoned Pet Store

The Franklin County Sheriff’s Office said that they found the owner of the pet shop where around 200 animals were allegedly abandoned.

This past Saturday, the Franklin County Sheriff’s Office and Franklin County Humane Society removed nearly 200 animals from Backwoods Pets in Frankfort. The sheriff said that the store and animals inside were abandoned.

Deputies have been searching for the owners since the pets were found and now, Sheriff Pat Melton says they have found them.

Melton told LEX 18 that Eric Pendleton of Russell County and his wife are listed as the owners of the business license.

http://liarcatchers.com/contact.php

The sheriff said that Eric Pendleton also has another pet store in Russell Springs and that he is facing an unrelated murder charge there. Deputies in Russell County said he faces a murder charge after he allegedly shot and killed his father back in August.

“We were looking for anything that would prove ownership of the business and who opened it. Obviously, you have to have a business license here in Franklin County to open a business or do business here, and those are the two signatures that are on it, him and his wife as the owners of the business,” said Melton.

Eric Pendleton reached out to LEX 18 by phone and said he is not the owner, that he was part-owner but shortly after the store opened, he left the business in the hands of another owner.

He said that he simply helped open the store and furnished the animals. Pendleton said he also used to own another pet shop in Russell Springs. That store is still open, but people in the area told LEX 18 that they hope police will monitor it more closely.

“They ought to check it out more and make sure that they’re treated right and everything,” said Juanita Kerns, who lives in the area.

Sheriff Melton said that no charges have been filed against Pendleton in the pet store case.

Private Detective: Woman’s Body Recovered in Lexington Lake

The coroner tells LEX 18 that the woman who crews were searching for at Lake Fontaine on Lake Park Road in Lexington has been recovered.

Rescue crews found her, not far from where witnesses said she went under, around 8:30 Wednesday night. Those crews were called to the scene around 5:40 pm.

The coroner has identified the victim as 27 year-old Scharliegh Rogers.

Neighbors told LEX 18 that a woman was swimming when she started to struggle and yell.

http://liarcatchers.com/contact.php

“She made four or five strokes and I saw that she was kind of struggling,” said Brandon Ray, who was on his porch overlooking the reservoir. “I was like, he turn around, I hollered down.”

Ray said he ran down and jumped in the water. He swam out as far as he could to try and help the woman.

“It was tough with the current and everything,” He said. “It seemed like every stroke I would take, she was just taking the opposite.”

William and Diana Rogers said they were in their boat on the other side of the lake at the time. They tried to paddle over and help as well.

“Before we could get ten good strokes in, she was already down,” William Rogers said.

The couple said they recognized the woman because she was often out on the water in a boat. They had never seen her try to swim until today.
