Private Detective: Perry Co. Man Arrested After Flashing Drivers

Perry County deputies are saying that a man who has been flashing drivers for weeks has been arrested.

Frank Fraley has been exposing himself to the cars for a while along Highway 80.

The complaints vary, but all have the same thing in common, deputies say that in the past couple of weeks several complaints have come from this stretch of Highway 80. Callers describe a naked man hiding behind the guard rail here, and then jumping out into traffic.

“We’ve had complaints on him doing that on Cold Harbor Mountain here for quite some time. He was hiding behind a guard rail or getting behind some weeds and jump out, and most of the time he wasn’t clothed,” says Chief Deputy Tony Eversole.

A woman who called 911 was able to point to the bushes where Fraley was hiding.

Deputies promptly arrested him and admitted that they’ve had a long history with him. Early in the year, the deputies had evicted him from a hole-in-the-wall, hillside dwelling that he was living in next to East Perry elementary school.

Fraley is also known for throwing chairs onto the same highway.

Ultimately, when Fraley is released from jail, deputies are hoping that he will find someplace else to live.
