Pedophile Tracking Wolfe County Man Targets Children Again

The Campton man who was targeting children at a Wolfe county park a year and a half ago is behind bars again. Investigators with Kentucky State Police say this time he’s accused of another crime also involving children

Troopers say Mitchell Ratliff, 27, tried luring children over the computer but instead found himself talking to an undercover cop.

Parents, like Sharon Spencer, who know Ratliff say this isn’t the first time he’s done something like this, “when I seen my little girl and the other kids running to me she was crying into fits and I seen him run out of the park so I knew something terrible had happened.”

LEX18 first reported Sharon’s story back in September 2014. Ratliff had been exposing himself to children, including Sharon’s 7 year-old daughter, at the park.

Although it’s been almost two years since the incident with her daughter, Sharon says it’s something they still deal with everyday, “my little girl every time she would see him she would lay down or hit the floorboard and start balling and just shaking all over.”

But why was Ratliff walking the streets a free man? State Police say even though Ratliff plead guilty to indecent exposure, and had another charge dismissed, in 2014 it was only considered a misdemeanor.

According to Trooper Joe Veeneman, Ratliff was sentenced to 90 days but only served 38 of those days. But they say with his current felony charge Ratliff could be locked up up to five years.

“I feel so much better,” Spencer said. “It’s like bricks has been lifted off of my chest knowing he’s not out here hurting another child the way that he hurt my baby.”

Ratliff is currently at the Three Forks Jail and has a $10,000 cash bond.

“I just want justice this time because it didn’t happen last time when he hurt her and he’s going to continue doing this if something is not done about it,” Spencer said.
