Pedophile Tracking KY Man Sentenced to Prison for Engaging in a Child Exploitation Enterprise

A member of a highly sophisticated, global child exploitation enterprise dedicated to the sexual exploitation of children was sentenced to prison today.

Acting Assistant Attorney General Kenneth A. Blanco of the Justice Department’s Criminal Division; U.S. Attorney Jill Westmoreland Rose of the Western District of North Carolina; Special Agent in Charge John A. Strong of the FBI’s Charlotte, North Carolina, Division; Special Agent in Charge Amy Hess of the FBI’s Louisville, Kentucky, Division made the announcement.

David Lynn Browning, 47, of Wooton, Kentucky, was sentenced to 240 months in prison for engaging in a child exploitation enterprise, along with a lifetime term of supervised release.  U.S. District Judge Richard L. Voorhees of the Western District of North Carolina imposed the sentence.  Browning pleaded guilty on Dec. 18, 2015, and has remained in the custody of the U.S. Marshals Service since his arrest on July 29, 2015.

According to admissions made in connection with the plea, Browning acted as the global moderator of a highly-sophisticated global enterprise dedicated to the sexual exploitation of children, organized via a members-only website that operated on the Tor anonymity network, through which he and more than 150,000 other members authored and viewed tens of thousands of postings relating to sexual abuse of children as young as infants and toddlers.  According to admissions, Browning was heavily involved in the day-to-day operations of the website – including managing membership, developing and enforcing strict rules and deleting website content that did not depict or discuss child pornography.  Browning also admitted to spending hundreds of hours logged in to the website – authoring more than 1,000 postings, and designing the website logo.  In addition, Browning admitted that website members employed advanced technological means in order to undermine law enforcement’s attempts to identify them, including the use of a hidden service on the Tor anonymity network and elaborate file encryption.

On Sept. 16, 2016, a federal jury convicted co-defendant and lead administrator of the site, Steven W. Chase, 57, of Naples, Florida, of engaging in a child exploitation enterprise and related charges.  A sentencing date for Chase has not yet been set.  On Jan. 12, 2017, co-defendant and co-administrator of the site, Michael Fluckiger, 46, of Portland, Indiana, was sentenced to 240 months in prison for engaging in a child exploitation enterprise, along with lifetime supervised release.

As a result of the ongoing investigation, at least 51 alleged hands-on abusers have been prosecuted and 55 American children who were subjected to sexual abuse have been successfully identified or rescued.

The FBI’s Violent Crimes Against Children Section, Major Case Coordination Unit and Digital Analysis and Research Center investigated the case with assistance from the FBI’s Charlotte, Louisville, Tampa and Boston, Field Offices.  Trial Attorney Reginald E. Jones of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) and Assistant U.S. Attorney Cortney Randall of the Western District of North Carolina prosecuted the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.  Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.  For more information about Project Safe Childhood, please visit www.justice.gov/psc.

Private Detective: Search for Shooter Continues in Lexington

The search continues for the people who fired shots in Lexington Monday night.

It happened around 9 p.m. on Michigan Street.

Police say a group of people asked a girl for a ride, and when she said no they fired a shot through the window of her car. She drove off and then called police.

We’re told a home with someone inside was also hit but no one was injured.

As of now, there’s no description of possible suspects but police did say they’ll be charged with wanton endangerment once found.

Accident Reconstruction Child Dies After Being Hit By Car in Covington

Police say that a child is dead after being struck by a vehicle while riding on a scooter.

WLWT reports that the incident happened around 6:40 p.m. on Monday in the Madison and Lavassor Avenues area.

Police say that the driver is cooperating. The intersection of 25th and 26th streets at Madison Avenue will be closed while police investigate.

Wrongful Death Two Arrests Made in Walton Shooting

Detectives arrested two men they say are involved in the shooting death of a Covington man.

Police say that Tyler Ryan, 25 of Covington, was found dead from gunshot wounds in the front yard of a Deer Trace Drive home in Walton in what investigators believe was a drug deal gone wrong.

On Monday, Michael York, 26, and Gregory Siffel, 29, were taken into custody without incident.

Both were lodged in the Hamilton County, Ohio Detention Center where they will await extradition to Kentucky.

Arson Investigation Warren County Man Arrested After Allegedly Setting Homes on Fire

A Warren County man is accused of setting two homes on fire and stealing a truck.

Deputies say Conner Dwyer, 22, went into a Bowling Green home just before 4 p.m. Sunday afternoon, took his clothes off and put them in the oven.

When the homeowner arrived, they say Dwyer stole his truck and took off. Investigators say Dwyer crashed that truck into a house and caught it on fire.

Deputies say Dwyer also kicked out the back window of a cruiser while being arrested.

Wrongful Death Investigation Continues in Elliot County Two Years Later

Kentucky State Police continue their investigation into a homicide in Elliott County.

On February 13, 2015, KSP Post 8 responded to a complaint of an unresponsive male in part of rural Elliott County.

They found Kelly Lee Glover, 49, dead from a gunshot wound.

KSP says they are actively investigating the death as a homicide and are asking the public for any information regarding Glover’s death.

Private Detective: Opioid Overdose Could Result in Losing Driver’s License

An opioid overdose could result in a loss of driving privileges in Kentucky.

The Bowling Green Daily News reports that Sen. John Schickel, a Boone County Republican, introduced Senate Bill 123 on Tuesday. The bill would require a doctor, nurse practitioner, paramedic or emergency medical technician to report opioid overdose patients to the commissioner of the Department of Vehicle Regulation within the Kentucky Transportation Cabinet.

The cabinet would then notify the overdose patient that his or her license was suspended.

“I think any bill that helps keep the public safe on the roadway should be supported,” Warren County Attorney Amy Milliken said of the proposed legislation. Milliken’s office prosecutes people who are arrested on driving under the influence charges.

“In Warren County, we haven’t really seen this a lot, but in the northern Kentucky cities like Louisville, Lexington and Covington, they have seen lots of individuals who are driving after an opioid use. They are going to their drug dealers, getting their opioids and immediately ingesting them and driving,” Milliken said.

“There have been several cases where people have been passed out at stop signs with their foot merely on the brake,” Milliken said. “We prosecuted those cases under the DUI statute.”

In one instance locally late last year, a person in a fast-food drive through passed out behind the wheel of his car and later told police he had used heroin before passing out, Bowling Green Police Department spokesman Officer Ronnie Ward said.

“Anytime you get behind the wheel of a vehicle, you are in control of a deadly weapon,” Milliken said. “And, it is paramount to public safety that we do everything we can to keep individuals who are under the influence off of the roadways.”

In northern Kentucky communities where Schickel’s district is located, heroin and fentanyl – both highly addictive opioids – hit hard, taxing law enforcement, medical and judicial resources. The abuse of those drugs and other opioids have ravaged entire communities resulting in scores of deaths.

Here’s how the law would work if it is passed in its current form:

If a person overdoses on opioids, the treating medical professional would be required by law to report it to the transportation cabinet, much like doctors are currently required to report epileptic patients after a seizure.

The overdose patient would receive a letter in the mail notifying him or her that the state has suspended driving privileges. That person then would have 20 days in which to request a hearing.

If no hearing is requested within that time frame, the right to the hearing would be waived and driving privileges could not be restored until a medical professional certifies that the overdose patient has been free of opioid use for at least 90 days or that the person’s opioid use is controlled by the use of medication.

“I think especially in Louisville and northern Kentucky, the epidemic of opioid overdoses has been to such an extent that this measure would be a good step in trying to ensure public safety,” Warren County Commonwealth’s Attorney Chris Cohron said of the proposed legislation. “Because so many times individuals are operating a motor vehicle when they obtain illegal drugs and will almost immediately use them, it puts all lives on the road in danger.”

Bowling Green Fraternal Order of Police President Shawn Helbig supports the bill in its current form.

“A driver’s license is not a right,” Helbig said. “It’s a privilege. When you’ve shown that you’re making poor judgment while operating a vehicle, you must be held accountable for that action and this seems like a good start in correcting those poor decisions.”

Private Detective: Death Investigation After Man’s Body Found in Warren County

The Bowling Green Police Department confirms a death investigation is underway after a man was found dead Sunday evening.

Officers responded to a home a home on West 15th Avenue at 5:15 p.m. Sunday and found a man dead inside the home.

Private Detective: Man Recognizes Stolen Car in Deadly Crash As His Own

22-year-old Johnathan Eaton says he was in disbelief when he walked outside of his dad’s house Saturday night and realized his 1999 black Toyota Camry had been stolen.

Eaton says he called police and filed a report. Then, around 11:20 Saturday night officers spotted the stolen car and tried to pull it over on Mount Tabor Road near Richmond Road, but the driver sped away. Shortly after, another officer spotted the Camry driving the wrong way down the outer loop of New Circle Road towards Tates Creek.

“At first I was like yeah, there’s a one in a million chance that it’s mine, but I got to looking and it was definitely my car, ” Eaton said.

Investigators say the Camry hit a pick-up truck and then was hit by another car. 5 people were hurt including the driver and 2 passengers in the Camry. 18-year-old Tabitha Busbee of Lexington, who was in the Camry, later died.

“I am kind of shook right now, ” Eaton said.

Lexington Police have charged the driver of the Camry, a 16-year-old boy, with murder, second-degree assault and receiving stolen property.

Eaton says his keys, wallet and work supplies were left in the car, a mistake he won’t make again.

“It’s a life lesson, sometimes you have to learn the hard way.”

The other people involved are expected to recover. The investigation is on-going.

Pedophile Tracking NM Man Receives 30 Year Sentence

 A man who sexually abused a child will serve 30 years in prison.

New Mexico Attorney General Hector Balderas said 33-year-old Barion Ernesto Solorzano pleaded guilty to several abuse charges.

Authorities said Solorzano was a registered sex offender in Nevada before moving to New Mexico without permission.

In 2014, a young girl told police that Solorzano molested her and took photos. Police found child pornography on his cell phone.
