Missing Person Shane Byrd of Clarksville, TN

Clarksville police are searching for a missing person and have asked the public for help.

20-year-old Shane Byrd of Clarksville was last seen in late December 2015.

He is described as a black male with black hair and brown eyes. He is 6 feet tall and weighs 210 pounds.

Private Detective: Woman Arrested in Connection to Richmond Kiwanis Club Theft

Kentucky State Police in Richmond arrested a Richmond woman Thursday after an investigation into a theft from the Kiwanis Club of Richmond.

KSP Post 7 was contacted by the Kiwanis Club in November of 2015 when they suspected someone was illegally taking funds from their club.

Their investigation determined that Lora M. Noble, 56, allegedly unlawfully took more than $33,000 between October, 2010 and November, 2015 during her time as the club’s treasurer.

She has been lodged at the Madison County Detention Center and charged with Theft by Unlawful Taking over $10,000.

Arson Investigation Winchester Police Offering Reward in Case of Police Cruiser Arson

Winchester Police are searching for a man who set fire to a police cruiser.

The incident occurred on Broadway near Burns Street Monday night. Two witnesses saw a green four door passenger car stop, then watched as a man threw a bottle with accelerant through the back window.

The cruiser immediately caught fire, but the damage was contained thanks to the two witnesses calling 911 right as it happened.

The cruiser was a pool car, meaning it didn’t belong to one particular officer. Police say the ATF is also investigating. A reward is offered for anyone who can lead the police to the suspect.

Private Detective: Former CEO Sentenced to Over 7 Years For Illegally Exporting Technology

Louis Brothers, 63, of Covington, Kentucky, was sentenced to 93 months in prison for illegally exporting sophisticated technology equipment to the People’s Republic of China (PRC) and concealing the unlawful proceeds.  The sentence also includes a monetary judgment of $1.1 million.

Assistant Attorney General for National Security John P. Carlin, U.S. Attorney Kerry B. Harvey of the Eastern District of Kentucky, Special Agent in Charge Clark E. Settles of U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) Washington, D.C. Office and Special Agent in Charge Howard Marshall of the FBI’s Louisville Division jointly made the announcement today.

U.S. District Judge Amul R. Thapar of the Eastern District of Kentucky sentenced Brothers for conspiracy, aiding and abetting in the illegal export of defense articles and conspiracy to launder funds.

Brothers, a former president and CEO of Valley Forge Composite Technologies, pleaded guilty to the offenses in July 2015.  He admitted that from 2009 until 2013, he unlawfully exported microcircuits to the PRC.  Under federal law, anyone exporting a defense article, including microcircuits, to the PRC must obtain the permission of the Department of State for the purposes of maintaining national security.

According to his plea agreement, Brothers intentionally avoided notifying the Department of State about his activity and labeled his shipments as “computer parts” in order to conceal the true identity of the items.

Brothers further admitted that he falsified paper work to make it appear that the proceeds he received from his business with the PRC were actually profits from a business he owned in Kentucky.

The investigation was conducted by the FBI and HSI.  The case is being prosecuted by Assistant U.S. Attorney Robert McBride of the Eastern District of Kentucky and Trial Attorney Casey Arrowood of the National Security Division’s Counterintelligence and Export Control Section.

Private Detective: Lexington Man Arrested for Wanton Endangerment

A Lexington man was arrested on Monday for wanton endangerment.

According to police, Terrance Randall, 25, had a dispute at a friends house and alcohol was involved. According to an arrest citation, Randall punched the victim multiple times in the face and threatened to kill him with a gun.

The victim told police that he asked Randall to stop but that he only stopped hitting him to retrieve his gun. The victim told police that Randall pointed a shotgun at his head and advised he would shoot if continued to be “disrespected.”

The victim fled the scene to safety and called the police. He was taken to the local hospital to be treated for a broken nose, possible concussion and multiple lacerations.

Randall was booked into the Fayette County Detention Center.

Arson Investigation Couple Arrested in Connection with 2015 Arson

A 2015 house fire has been ruled an arson and a Lexington couple has been charged with the crime.

The fire happened in May of last year at a home on E. Second Street. Officials say Angel and China Benitez set the house, owned by China’s mother, on fire to collect insurance money on the home.

Fire investigators say a tipster came forward claiming to have overheard the couple plotting the crime in the days leading up to the fire.

They told investigators they heard the couple talking with China’s mother about moving out their belongings and replacing them with broken furniture so it looked like she still lived there.

Documents also say Angel was promised a shopping spree and other clothing in exchange for committing the crime.

The two are charged with second-degree arson and are set to be arraigned Thursday.

Private Detective: Lawrenceburg Police Dept. Cracks Down on Meth Use

A recent crackdown on drugs in Anderson County had Lawrenceburg police finding more than just drug use. Police say they found five children in poor conditions. They say some of the kids were hungry and some even had lice.

“One was getting ready to inject the other one with heroin,” Lawrenceburg Police Chief Chris Atkins said.

Police were conducting a ‘knock and talk’ when they caught a trio in the act of using drugs. Three arrests from one household, but there were more. The chief of police credits one of his officers for really cracking down and knowing what’s going on and making multiple drug arrests.

“Everybody here is a family man, or family person,” he said. “We’ve all got kids.”

Many of the recent arrests are impacting children of the accused drug users.

“We saw that the one car was pulled over here at the stop sign and then behind that was a police car,” Kristin Durham, a woman who lives near one of the recent arrests, explained. “We saw the fish and wildlife truck and he had his drug dog out and he was kind of bouncing a tennis ball.”

Durham and her husband watched as police arrested 32-year-old Athena Fritz for possession of methamphetamine and DUI. She had three children in the car with her.

“You just don’t do that. You just don’t. Children can’t talk for themselves.”

Those three children were among five taken from parent custody. Another couple was arrested in a similar fashion.

“They don’t have any care in the world but to just get that fix, to get that high,” Atkins said.

Police say Tracey McDowell had her two children in the car with her at Best Western when she was arrested on meth charges. Her husband, Stanley, was also charged. The kids reported not having eaten in two days.

“As far as I’m concerned in Lawrenceburg we’re as bad, if not worse, than I’ve seen it in 23 years.”

Police say none of the arrests are related.

Private Detective: Police Looking For Hit and Run Driver

A man walking down the road over the weekend, was hit by a car and left for dead in Lexington. Police said the 46-year old man has life threatening injuries, and investigators need the public’s help finding the driver.

The hit and run happened at around 2:30 a.m. on Sunday morning on La Flame Alley. An alley between Hillcrest Avenue and East Seventh Street, which runs along Winchester Road.

“Really nothing much going on, but every now and again there will  be a little noise,” said Nana Seiring.

For seven years Seiring has lived in the neighborhood next to La Flame Alley. She said early on Sunday Morning she heard a loud noise, but didn’t think much of it at the time.

“It just sounded like a, a very loud clap of thunder,” said Seiring.

Lexington Police said the man walking down the alley was hit by a car, and the driver sped off.

“It’s very upsetting from the standpoint of, just basically humanity. You should stop and help someone if you were involved in a collision of any type,” said Sgt. Ronald Keaton with Lexington Police.

Investigators said the man was dragged by the vehicle, and left on the road with life threatening injuries. He is currently at the hospital, but is unconscious. Therefore, police said investigators are in the dark when it comes to the driver, other than they’re a danger.

“They ran a person down and then fled the scene, and that person is still on the streets. And we don’t know at this point who it is, or where they are,” said Keaton.

“If I were to hit somebody, I would stop my car and get out. And see if I could help them, you know,” said Seiring.

Seiring said it’s about doing the right thing, and she has faith justice will prevail.

“I hope they catch him, put him in jail,” said Seiring.

Private Detective: Man Arrested in Connection With Wolfe Co. Shooting

The Wolfe County Sheriff’s Office has announced that they’ve made an arrest in connection with the Quillins Chapel Road shooting that happened back in January.

Two men were shot one morning along a Wolfe County road. One was shot in the leg and the other in the hip.

Police arrested Richard Starghill in connection with the shooting. He was already in the Pike County Detention Center for drug charges.

Fraud Investigation Former Operator of Bluegrass Autism Indicted on Two Counts of Fraud

The former operator of Bluegrass Autism in Danville has been indicted on two counts of Medicaid fraud.

The case was handled by Attorney General Andy Beshear’s Office of Medicaid Fraud and Abuse Control.

Edward Parker is accused of causing Medicaid providers who contracted with him to bill Medicaid for false claims because those services were false.

Parker could face five to ten years in prison on each count if convicted.
