Arson Investigation Rangers Say Arson is Cause of Carter County Wildfire

Dozens of wildfires continue to burn around the Eastern part of our state tonight with more than 60 counties remain under a burn ban. Crews in Carter County said arson is the cause of the latest forest fire there.

The Kentucky Division of Forestry said flames from the fire on Big Sinking Creek Road came close to one cabin. No one was inside.

Crews said their fire line kept things from getting worse.

“It’s just us putting our own control over the fire, really. as much as we can,” said Jacob Bostick with the Kentucky Division of Forestry.

http://liarcatchers.com/arson_investigation.html

Bostick said rangers had to reroute to this fire from southeastern counties.

He described Tuesday’s fire as a much more manageable task than what he’s dealt with the last few nights.

“Down there they have bigger fires because right now it’s a lot drier, steeper country, but other than that, it’s all the same,” Bostick said.

Rangers say they can’t stress enough how important it is for people to be smart and vigilant.

“You know, watch out for everything because it’s dry,” Bostick said. “This is the worst fall season I’ve seen.”

Pedophile Tracking Convicted Sex Offender Guilty of Transporting Child Porn

A Meade County, Kentucky, convicted sex offender, on the Kentucky Sex Offender Registry, pleaded guilty in United States District Court today, before District Judge David J. Hale, to charges of transporting and possessing child pornography announced United States Attorney John E. Kuhn, Jr.

Travis Tucker, 30, was charged by grand jury indictment on February 17, 2016. According to information in the plea agreement, Kentucky State Police received several Cybertip reports concerning uploading of child pornographic images (that is, images of children engaging in sexually explicit conduct), to a Google plus account from an email address of TravisTucker697@gmail.com

The uploads occurred on four separate occasions in October of 2014. Investigative efforts led to Tucker as the user of the email account used to upload the images.

http://liarcatchers.com/pedophile_tracking.html

Law enforcement officials executed a state search warrant on Tucker’s residence in Meade County, Kentucky, on January 14, 2015. During the search, they seized numerous digital items. Later, forensic review of the digital items revealed thousand so images of child pornography. The images had been acquired using the Internet.

Prior to October of 2014, Tucker had been convicted of a child pornography offense. He was on the Kentucky Sex Offender Registry at the time of the offenses in the Indictment.

At the time of sentencing, the United States has agreed to dismiss Count 1 of the indictment (transporting child pornography), and agree that a sentence of 15 years in prison followed by a lifetime of supervised release is appropriate. A sentencing date has not been scheduled.

This case is being prosecuted by Assistant United States Attorneys Jo Lawless and is being investigated by Kentucky State Police and the Federal Bureau of Investigation (FBI).

Missing Person Family of CA Woman Believes She Was Abducted While Jogging

The mother of two children went missing after going on a jog last Wednesday afternoon, and family and friends are now convinced she likely was abducted, reports say.

The iPhone of Sherri Papini, 34, of Redding, Calif., was found by her husband about 1.5 miles east of Interstate 5 in Mountain Gate with the earphones still intact, along with strands of hair, NBC News reports.

Papini’s husband, Keith Papini, tracked his wife’s iPhone after he realized she wasn’t home when he returned from work and that she had not picked up their two children from daycare, which she usually did, according to the Los Angeles Times.

When Keith Papini could not locate his wife, he called authorities, who also searched the area but were unsuccessful.

http://liarcatchers.com/missing_persons_investigations.html

Investigators with the Shasta County Sheriff’s Office have been searching the area for days, using helicopters and dogs, but have not found Sherri Papini, the Redding Record Searchlight reports. Family members are turning to social media to bring attention to the case. A GoFundMe page also has been set up to help fund a search; it had raised more than $28,000 as of Monday night.

“Everybody who knows my wife knows that there’s no reason for her to leave … She was definitely taken against her will,” Keith Papini tells ABC News.

Family and friends believe Papini likely is no longer in the area, the Record reports. They are offering a $50,000 reward for her safe return. Papini is 5-foot-3, 100 pounds, with blonde hair and blue eyes. She was wearing a pink running outfit when last seen.

“I think we exhausted the resources that we have out here to search for her,” Papini’s sister, Sheila Koester, tells the Record. “We are trying to reach out to national news and social media networks. … We feel that it’s moved to where she’s been taken from this area, and everyone in the nation needs to be looking.”

Wrongful Death Man Arrested in Death of 10 Year Old TX Girl

Authorities in Tyler charged a 24-year old man with capital murder in the death of a 10-year old girl that prompted an Amber Alert last week.

Gustavo Zavala-Garcia received a $10 million bond on Monday after detectives say he was responsible for the death of Kayla Gomez-Orozco.

The 4th grader was found in a well behind a home Saturday night in Bullard that Zavala-Garcia lived at, ending an exhaustive search that gripped much of East Texas for days.

Smith County Sheriff Larry Smith confirmed to WFAA on Monday that Zavala-Garcia was at the church where Kayla disappeared from on November 1.

“I’ve seen a lot of bad stuff but this is one of the worst,” Smith said.

http://liarcatchers.com/wrongful_death.html

Smith says detectives continued to work the crime scene on Monday off FM2493, approximately 15 miles south of Tyler and were able to gather additional evidence from the well that led to the capital murder charge.

He says detectives do have a narrative of a possible motive they are working from, but will not release that to the public.

“We want a jury to hear that, and we don’t want a change of venue,” Smith said.  “Smith County is not somewhere I would want to go in East Texas to commit a crime like this.”

Zavala-Garcia was originally being held in the Smith County Jail on a Federal Immigration Customs detainer. Public records show he was arrested on assault charges in 2014.

Law enforcement sources told WFAA Zavala-Garcia was deported in 2014 but returned to Texas a short time later.

Officials said Sunday that a lead provided to law enforcement led to a search warrant being obtained. Kayla’s body was recovered after midnight.

“It was strictly a lead that was initiated by good investigative law enforcement,” Smith County Sheriff Larry Smith said.

Outside Jack Elementary in Tyler, where Kayla attended as a fourth grader, approximately 300 turned out for a vigil and prayer service Sunday night.

The brick pillars of the school and parking signs were adorned with bright pink ribbons, signifying Gomez-Orozco’s favorite color.

The Tyler independent School District released the following statement Sunday afternoon:

We are saddened to learn that the body of Kayla Gomez-Orozco, the Jack Elementary school student who has been missing since Tuesday, Nov. 1, has been found.  Our hearts and sympathies go out to Kayla’s family and friends as they come to terms with this painful and senseless tragedy.  We ask that you keep the students and staff at Jack Elementary School in your thoughts and prayers. Additional counselors from throughout the District will be at the Jack campus next week to provide assistance and support as needed for staff and students.

Arson Investigation Arrest Made in Connection With Appian Way Fire

Crews responded to a fire in the 3600 block of Appian Way, near the intersection of Armstrong Mill Monday.

Flames and smoke were visible from the structure. Firefighters told LEX 18 that the structure houses a daycare for developmentally disabled adults.

The building used to be a Kinder Care location.

http://liarcatchers.com/arson_investigation.html

Fire investigators say that 25-year-old John David Mullins started the fire outside, around the back of the building, and then it spread inside.

There were about 30 people inside, but everyone made it out safely.

“”The staff had done a good a job of getting all the folks out,” said Battalion Chief Jeff Nantz. “They were out and accounted for before we arrived,  which is paramount for us, to make sure every body’s accounted for.”

Mullins was taken into custody. He faces arson charges in the case.

Wrongful Death Police Arrest Two Suspects in Death of Alameda County, CA Woman

Police announced Friday that two suspects have been arrested in the death of a missing Bay Area woman who worked as a volunteer with the Alameda County sheriff’s office.

Investigators declined to release the identities of the two suspects who are in custody in the death of Karla Ramirez-Segoviano, 21, of San Leandro. She was last seen Wednesday night around 10 p.m. after she dropped off her friend at a home on 136th Avenue in San Leandro. Her burned and stabbed body was found Thursday afternoon in Oakland’s Arroyo Viejo Park.

Police held a news conference Friday afternoon to provide more details about the case.

The Alameda County Sheriff’s Office filed a missing persons report for Ramirez-Segoviano on Wednesday.

She was found unresponsive at the park’s entrance in the 7700 block of Krause Avenue just before noon on Thursday, Oakland police said.

She was identified by the Alameda County Coroner’s Office through her fingerprints at around 2 p.m. on Friday. Police said it was difficult to ID the victim because she was so badly burned and that she also had suffered blunt-force trauma.

The two suspects, a male and female from Oakland, were questioned on Friday by homicide investigators, and were initially considered persons of interest, police said.

http://liarcatchers.com/wrongful_death.html

The news conference revealed that the incident that led to the victim’s death was a personal matter and that they also had a suspect car in the case.

During the 3:30 p.m. news conference, police said they were confident they’d soon be making arrests in the case and two hours later, at around 5:30 p.m. Friday, those arrests were made.

The victim’s friendship was said to be closer linked to the female suspect, according to police.

Police said the victim’s family members became concerned for her well being after she failed to return home from giving her friend a ride Wednesday night. She was reported missing the night the homicide occurred. Police reached out to the victim’s family Thursday night after her body was discovered.

Ramirez-Segoviano’s car was later spotted at the intersection of Happyland and West, in Hayward after midnight.

“She was a very kind sweet girl. She minded her business. She’s really timid,” said Jhoseline who declined to give her last name and says she’s a friend of Karla’s. “There’s something special about her that made her unique even though she wasn’t outgoing or really loud.  She really had a huge heart she can tell by her actions. She didn’t have to use a lot of words.”

J.D. Nelson from the Alameda County Sheriff’s office said Karla had been an Alameda County Sheriff’s Explorer for four years and that youth, usually recruited through local high schools, can volunteer in the program until they are 21-years-old.

Jhoseline says she and Karla bonded over similar interests.  They shared a Mexican-American heritage, attended San Lorenzo High School together and the two joined the Sheriff’s Explorer Program.

“For this to happen to her is just shocking because she wanted to be a part of the law.  She wanted to prevent things like this from happening.  For this to happen to her is mind blowing,” says Jhoseline.

Nelson said he did not personally know the victim, but he had met her before and that these are usually, “good kids”.

Karla’s Aunt Ana Ramirez says Karla was the youngest of three children and lived with her parents in a close-knit family. They say they can’t fathom why anyone would hurt her.

Detectives believe the victim was killed in in the park, but have not released a motive as to why her friend would allegedly want her killed.

Investigators will be forwarding the case to the Alameda County District Attorney’s Office for review and charging on Monday, according to police.

“I have no sympathy for those people. I hope they get what they deserve, especially one of them who called her a friend . You can never do that to a friend,” says Jhoseline.

Jhoseline and family members say Karla aspired to be a sheriff’s deputy or police officer and that it was a long-time goal and one she was passionate about.

Karla had been attending Los Positas College in Livermore and working at Kentucky Fried Chicken.

She still found time to volunteer as an advisor to younger cadets with the Sheriff’s Explorer Program after she aged out of the program when she turned 21.
