Pedophile Tracking Parkland, WA Man Faces Child Porn Charges

A Parkland sex offender was arraigned Wednesday on child pornography charges after thousands of digital images of minors were found in his cloud storage, according to court documents.

Scotti Jason Ortiz, 33, faces four counts of first-degree depictions of a minor engaged in sexually explicit conduct in Pierce County Superior Court. Court Commissioner Meagan Foley set his bail at $500,000.

Ortiz also had a warrant out for failing to register as a sex offender, which Pierce County sheriff’s deputies used to arrest him May 6.

According to court documents:

Google notified the National Center for Missing and Exploited Children that an email address that included Ortiz’s name was being used to store child pornography in a Google Drive cloud storage account, and gave the center the IP address from the computer that uploaded the video file.

The center passed that information to the Pierce County Sheriff’s Department, where an investigator viewed the 12-minute video, then found the last known physical address for Ortiz. That search also revealed that Ortiz had failed to register as a sex offender.

The detective matched the IP address to a physical address in Spanaway. He drove by there and found three vehicles in the driveway, two registered to the husband and wife who lived there, and one to another woman. The detective looked the woman up on Facebook and saw that she was a friend of Ortiz.

The detective drove past the house and saw a man on the porch on his cellphone with “distinct and pronounced neck tattoos” and recognized him as Ortiz, arresting him on the outstanding warrant.

After Ortiz was booked in the jail, the detective got a search warrant for Ortiz’s phone and extracted more than 8,000 images from it, most of which were pornography. Pictures of Ortiz were also found in the phone.

Private Detective: Suspect in Kroger Parking Lot Robbery in Custody

Lexington Police are investigating an assault and robbery that happened in a Kroger parking lot.

They say that just before 11:00 p.m. on Thursday, officers responded to the Kroger in Tates Creek Centre where a woman’s purse had been stolen.

The victim told police that she was loading groceries into her vehicle when an unknown man approached and attempted to grab her purse.

The man struck the victim in the face during the struggle.

After robbing her he left in an older white pickup truck with striping on the side.

UPDATE: Larry Thomas Byrd, 33, was arrested Friday night. He was charged with first degree robbery.

Wrongful Death Boyfriend Arrested in Death of TX Woman

The boyfriend of a missing Texas woman was jailed on murder and drug charges, a jail official confirmed.

Jessie Bardwell, 27, a native of Pascagoula, was reported missing Monday, May 9.

“During our investigation, we have determined that foul play took place between Lowe and Miss Bardwell,” Richardson, Texas, police Sgt. Kevin Perlich said.

Perlich said Friday afternoon that police had not recovered Bardwell’s body.

Perlich said Friday that Jason Lowe is being held on one count each of murder, possession of a controlled substance and possession of marijuana.

Bond has not yet been set on the murder charge. His bond for possession of controlled substance was set at $3,000 and for marijuana possession at $750.

Bardwell’s family told Sun Herald on Thursday their daughter had moved to Richardson just after Christmas to live with Lowe.

She was last seen on Mother’s Day. Her father, Gary Bardwell, drove to Richardson on Monday to file a missing person report.

Jessie Bardwell’s stepmother, Gina Capley, said Thursday that Lowe had told his girlfriend’s family Sunday she was out shopping when her parents tried to contact her on Lowe’s phone.

Capley said Lowe told them he last saw his girlfriend the morning of Mother’s Day but has not heard from her since.

Bardwell had lived in the Gulf Shores and Orange Beach areas for about the last five years, Capley said. She was a server at Cobalt, a popular waterfront restaurant in Orange Beach, before she moved to Texas with Lowe.

Pedophile Tracking Ex-Arizona Teacher Gets 112 Years

A 58-year-old Kearny man who formerly taught at a local high school has been sentenced to 112 years in prison on convictions in a child molestation case.

A Pinal County Superior Court judge sentenced Louis Elvira on Monday on his March convictions for crimes that included sexual conduct with a minor, child molestation, sexual exploitation.

The County Attorney’s Office says the 6-year-old victim was not a student at the school where Elvira taught.

According to the County Attorney’s Office, the investigation began after a friend found images of child pornography on Elvira’s laptop.

Private Detective: Fayette Co. Coroner Looking For Deceased Man’s Relatives

The Fayette County Coroner is looking for relatives of a man who died at UK Medical Center.

He says that Randy Townsend is a 53-year-old black male who lived in the Ballpark Road area of Lexington.

Townsend was under the care of the State Guardianship and had a friend listed as his emergency contact, but neither can find any relatives of Townsend.

Cold Case Organization Hopes to Identify Woman in Cold Case

A decades-old murder case has long gone cold and no one knows the name of the victim.

The body of a woman found in an Owen County field almost thirty years ago has not been identified, but there is a glimmer of hope with new technology.

In May 1988, someone spotted the woman’s body several yards off KY 330 in a field.

The dark-haired woman had been dead at least a week when she was found. A brown, nylon blouse, a pair of white tennis shoes, faded jeans and a blue bra were found nearby.

Todd Matthews of the National Missing and Unidentified Persons System believes that the answer to finding her family and her name are within reach.

“Ya know, I actually saw the skull so we have everything we would need to potentially identify her, the DNA sample the original was not very strong it came from the bone years ago,” said Matthews. “We have better technology now.”

Private Detective: KSP Says They Will ID Body Found in OH River Friday

State Police say they’re very close to identifying one of the three bodies pulled from the Ohio River this week.

While they’re still awaiting official autopsy results, investigators say they’re looking at markings on the woman’s body. They have confirmed that she’s a white female between the ages of thirty and fifty.

Her body was discovered Thursday afternoon near the Little Hurricane Boat Ramp in Owensboro.

Troopers say it does not appear she was in the water for more than a day or two, which is very different from the man and woman’s body found Wednesday. The man’s body discovered Wednesday had a gunshot wound to the back of the head.
Officials say they’ll announce the woman’s identity some time Friday.

Fraud Investigation KY Anesthesiologist Sentenced to 100 Months

Kentuckiana anesthesiologist Jaime Guerrero was sentenced to 100 months in prison, by United States District Judge Greg N. Stevens today, and according to the terms of a prior plea agreement, agreed to forfeit his license to practice medicine and real property owned by Guerrero Real Estate Investments, LLC. Further, Guerrero agreed to pay $827,000 in victim restitution to nine health care benefit programs announced United States Attorney John E. Kuhn, Jr.

Guerrero, age 48, formerly a medical physician with offices in Louisville, Kentucky, and Jeffersonville, Indiana, pleaded guilty to 31 counts of a 35 count Superseding Indictment on January 7, 2016, including unlawful distribution or dispensing of controlled substances, health care fraud, conspiracy and money laundering.

“The prescribing practices of a very few physicians in Kentucky have caused immeasurable harm,” stated U.S. Attorney John Kuhn.  “Reckless prescribing encourages abuse, creates addicts, and builds the foundation for the scourge of heroin that so many pill addicts turn to.   The personal and social costs are no less than tragic.  My office will aggressively prosecute doctors like Dr. Guerrero who prescribe narcotics without a legitimate medical purpose.  We will seek justice and accountability for the harm they do.”

“Doctors take an oath to ‘first, do no harm.’  Dr. Guerrero violated that oath, and today’s sentence is a solemn reminder that the cost of health care fraud is not one just paid in money.  The FBI and our law enforcement partners are committed to vigorously investigating those who seek to enrich themselves and threaten the public’s safety through fraudulent health care schemes,” stated FBI Special Agent in Charge Howard Marshall.

“This doctor was operating as a drug dealer in a white coat,” said Derrick L. Jackson, Special Agent in Charge at the U.S. Department of Health and Human Services, Office of Inspector General in Atlanta.  “This sentence should be a wake-up call to physicians across the state:  if you’re overprescribing narcotics you are facing a lengthy prison sentence.”

“The dangerous overprescribing of opioid drugs by some providers has had tragic consequences for public health in southern Indiana and western Kentucky.  The Indiana Medicaid Fraud Control Unit of my office worked with our colleagues in the U.S. Attorney’s Office to investigate and unravel this illegal scheme, hold the defendant accountable and recoup taxpayers’ funds,” said Indiana Attorney General Greg Zoeller, who co-chairs the Indiana Prescription Drug Abuse Prevention Task Force. “Addressing the diversion and abuse of controlled substance prescription medications is a top priority of the DEA.  In this instance, Jaime Guerrero, formerly an anesthesiologist abused his position of trust and jeopardized the lives of many individuals by dispensing controlled substances to patients without a medical purpose. This sentence should serve as a notice to all medical professionals that if you prescribe medication for personal gain you will be investigated and prosecuted to the fullest extent of the law,” stated Special Agent in Charge of the U.S. Drug Enforcement Administration’s Detroit Field Division, Timothy J. Plancon

According to the plea agreement, from November 1, 2009, continuing through January 1, 2013, Guerrero conspired with others to knowingly and intentionally distribute and dispense, schedule II and III controlled substances to patients, without a legitimate medical purpose and beyond the bounds of professional medical practice. Beginning November 1, 2009, and continuing through May 8, 2014, Guerrero admitted to distributing and dispensing Schedule II and III controlled substances to patients (listed in counts 2-26) without a legitimate medical purpose beyond the bounds of professional medical practice. Beginning on or about January 6, 2010, and continuing through September 16, 2011, Guerrero knowingly and intentionally distributed and dispensed, and caused to be distributed and dispensed Hydrocodone, a Schedule III controlled substance, to patient S.O., without a legitimate medical purpose and beyond the bounds of professional medical practice, which resulted in S.O.’s death on or about September 24, 2011.

Guerrero further pleaded guilty to three counts of health care fraud for fraudulently billing various health care benefit programs and for submitting fraudulent claims for patient health care counseling.  Specifically, on May 26, 2011, June 15, 2011, and June 22, 2011, Guerrero saw more than 100 patients on each of the dates, by himself, and spent approximately 3 minutes or less with each patient, and fraudulently billed various health care benefit programs, for office visits at a higher code than the service provided. Between July 9, 2010 and July 22, 2010, Guerrero travelled outside of the United States and directed staff personnel to provide group counseling sessions for patients in his absence. The group sessions were then billed as individual counseling sessions, and as if Guerrero personally provided the service. Additionally, between January 1, 2008, and continuing through June 15, 2012, Guerrero falsely and fraudulently submitted over 100 claims to various health care benefit programs for office visits at a higher code than the service provided; for office visits that were not medically necessary or within the course of usual medical practice; submitting claims for services that were not sufficiently documented in the patient’s medical record; and making claims for office visits as though a physician saw the patient, when in fact, a nurse practitioner saw the patient. Guerrero agreed to pay $827,000 in victim restitution to nine health care benefit programs

Finally, Guerrero pleaded guilty to a single money laundering charge for redeeming (paying the taxes) on a building located at 1201 West Wall Street in Jeffersonville, Indiana, with $89,556.25 in cash derived from unlawful activity – the unlawful dispensing and distribution of controlled substances and health care fraud.

This case was prosecuted by Assistant United States Attorneys Joseph Ansari and Lettricea Jefferson-Webb and was investigated by the Federal Bureau of Investigation (FBI), the U.S. Department of Health and Human Services-Office of Inspector General (HHS-OIG), the U.S. Drug Enforcement Administration (DEA), Indiana and Kentucky Medicaid Fraud Control Units, and Louisville Metro Police Department (LMPD).

Private Detective: Man Stole Vehicle From EKU

A Madison County man is in jail after police say he took a vehicle belonging to Eastern Kentucky University among other items.

EKU Police say John Hutchinson, 26, entered into the Martin House off Summit Street in Richmond, taking a Toyota Sienna belonging to Eastern Kentucky University. In addition, Hutchinson took a pearl necklace, a Cannon Rebel Camera, projector, and a tablet, all totaling more than $2,500.

A witness identified Hutchinson in the Toyota Sienna and was able to identify him to police. Multiple items stolen were recovered at pawn shops across Lexington. The vehicle police say Hutchinson stole, was damaged when located.

Hutchinson was also charged in connection to several other incidents, including cashing stolen checks.

Police say he attempted to hide in the attic of his home in an attempt to evade arresting officers.

The total value of all property taken was around $11,600. Hutchinson was booked into the Madison County Detention Center, charged with multiple counts of burglary, theft by unlawful taking and criminal mischief.
