Private Detective: Police Looking For People Possibly Involved in Theft

Lexington Police have arrested a woman they say was cashing checks stolen from an elderly woman.

Amanda L. Mulligan was already in jail on other charges, but police believe more people are involved.

Police say it all started with reports of car break-ins on Dicksonia Drive.

The woman in surveillance footage was identified as Mulligan. She was using a stolen ID from one of those cars, pretending to be someone else when she was cashing stolen checks.

“These people, they want to get an identification that somewhat looks like them so that when they go into these banks, the teller that takes a quick check of that identification, is going to believe that it’s them,” Detective Mark Thomas with the Lexington Police Department told LEX 18’s Angie Beavin.

Police are investigating how the stolen checks got into Mulligan’s hands.

Police say someone stole four checks from an elderly woman’s home. They believe the checks may have been taken by a caretaker. Not long after the checks were stolen, the elderly woman died.

“Where we have someone that is elderly, that is bad an enough. Two, she’s very unfortunately passed away, and we do want to get some justice, not just for her but for her surviving family members,” said Thomas.

Mulligan was booked in jail last week on unrelated charges and Tuesday, Police were able to charge her in connection to the stolen checks.

Now they need to know who else was involved.

Pedophile Tracking Oldham County Man Guilty of Aiding and Abetting the Sex Trafficking of a Child

United States Attorney John E. Kuhn, Jr. today announced the guilty plea of an Oldham County, Kentucky, man before Senior District Judge Charles R. Simpson III, in United States District Court, to a charge of aiding and abetting the sex trafficking of a minor

“Howard Chambers subjected this young girl to repeated sexual abuse,” stated U.S. Attorney John Kuhn.  “Acting with unfathomable selfishness, he chose to traumatize a child in favor of his own self-gratification. The goal of my office is to obtain a sentence of incarceration that insures Chambers will never touch another child.  I do want to thank the law enforcement officers and our prosecutor who worked tirelessly together in the investigation of these crimes. I want the public to know we are doing everything in our power to protect the most vulnerable members of our community.”

Howard Key Chambers, 65, admitted today in court, that he and Christopher Kosicki helped each other to carry out the sex trafficking of a child. Chambers admitted to travelling to co-defendant, Christopher Kosicki’s home in Louisville, to engage in sexual activity with a 10-year-old turned 11-year-old child,  between six and eight times, from 2013 until August 2014.  The two helped each other entice, harbor, provide, obtain, and maintain a person that had not attained the age of 14 years who was caused to engage in commercial sex acts.  Commercial sex acts include any sex act, on account of which anything of value is given to or received by any person. On several occasions, Chambers gave Kosicki money after engaging in sexual activity with the child (age 10 and then 11).  On at least one occasion, Chambers admitted to giving money directly to the child after engaging in sexual activity with her.  Additionally, on one occasion, Kosicki photographed Chambers engaging in sexual activity with the child.

In 2013, Chambers met co-defendant Kosicki via Craigslist.com.  The two communicated online and, eventually, Chambers travelled from Oldham County to Louisville to meet Kosicki at Kosicki’s residence. The criminal activity took place at Kosicki’s Louisville home.

Kosicki was sentenced to serve 50 years in prison, followed by a life term of Supervised Release, by Chief District Judge Joseph H. McKinley Jr., on February 1, 2016.  Kosicki pleaded guilty to multiple child sexual exploitation charges, including sex trafficking of a child and the production of child pornography involving 10 children, on July 23, 2015, in U.S. District Court in Owensboro, Kentucky.  Kosicki, 27, pleaded guilty in total to 15 charges, in a Superseding Indictment, including sex trafficking a child under age 14, and aiding and abetting another person to cross a state line with intent to engage in sexual acts with a person who had not attained the age of 12 years.

Law enforcement officials first became aware of Kosicki’s criminal conduct after arresting Raymond Shadburn in Seymour, Indiana, on September 24, 2014, on child exploitation charges.  During a post-arrest interview, Shadburn provided information that led law enforcement to Kosicki’s residence in Louisville. Shadburn is being prosecuted in the Southern District of Indiana.

Sentencing will be held before Chief Judge McKinley, on July 5, 2016, in Louisville, Kentucky.

Assistant United States Attorneys Jo E. Lawless and Spencer McKiness prosecuted the case.  The Indianapolis Police Department, District of Columbia Metro Police, Louisville Metro Police, and the Federal Bureau of Investigation (FBI) conducted the investigation.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Wrongful Death Man Charged in Orangeburg, SC

An Orangeburg man has been charged with murder while two others are facing drug charges after more than three pounds of marijuana was discovered during a missing person investigation.

The Orangeburg County Sheriff’s Office charged Robert Lee Randolph, Jr, 33, with murder. He also faces a weapons charge. “These charges are in connection with the death of Miss Tyesha Williams,” Sheriff Leroy Ravenell said. “Miss Williams leaves behind three children after this senseless act.”

Investigators say Williams’ body was placed inside an unoccupied home on Whittaker Street after she had been murdered at another location. That information came after an interview with Randolph, who had been located inside Orangeburg city limits through a collaborative investigation between the OCSO and the Orangeburg Department of Public Safety.

OCSO detectives began their initial investigation after a woman’s body was discovered on I-26 near mile marker 153. That led to inquiries about Williams, a Stilton Road woman reported missing last week.

While the victim found on the interstate was not connected to the missing persons report, the investigation led to the revelation Williams may have met with foul play.

Ravenell said an autopsy revealed Williams had suffered a gunshot wound to the upper body during an argument investigators believe happened at a Clarendon Street location while inside Randolph’s vehicle.

“Our case from the interstate took us into the city, where the two agencies, the Orangeburg County Sheriff’s Office and the Orangeburg Department of Public Safety, worked together to achieve what would eventually be two different goals – solving a homicide and making a substantial drug seizure,” the sheriff said.

ODPS Director Mike Adams stated he “appreciated the level of cooperation between the Orangeburg Department of Public Safety and the OCSO in the resolving this missing persons case.”

Randolph also faces a charge of simple possession of marijuana in connection with what ODPS officials said was the seizure of a quantity of narcotics found in the course of searching for the Bamberg Highway man.

ODPS investigators located an estimated 3.5 pounds of marijuana inside the Douglas McArthur residence where Randolph and two other men were found after obtaining search warrants for the home.

Anton Maurice Stinson, 27, and Damien Kareem Barnes, 29, both of 1264 Douglas McArthur Street, were each charged with possession with intent to distribute marijuana and also possession with intent to distribute marijuana within proximity of a school.

Orangeburg City Judge Barney Houser set bond on each of the Orangeburg men at $10,000.

Randolph’s bond on the drug charge was set at $629.

Inv. Johnny Thrower is leading the ongoing investigation for the OCSO while Inv. John Caddell is leading the ODPS’s investigation.

“Our thoughts and prayers are with both of these families as each has lost a loved one,” Ravenell said.

Private Detective: West Liberty Police Need Help Identifying Thief

Police in West Liberty are asking for the public’s help in identifying a man wanted in connection with a recent theft.

They say the man stole from a residence. The victim did manage to get several surveillance images of the thief.

Identity Theft Jackson City, TN Woman Charged

A woman was arraigned in Jackson City Court today on charges of identity theft and theft over $1,000.

On March 10, Bernice Aday reported that somebody used her banking account information to simulate checks and make several purchases in the Jackson-Madison County area, according to court documents.

The checks included Aday’s name, address, routing number and account number. Five checks were written to TJ Maxx on Aug. 15, 2015, one check was written on Aug. 17 to Wal-Mart and one was written to Food Giant on Jan. 31 of this year.

During the investigation Temisi Higgins, 41, was developed as a suspect through video evidence and she was later arrested, according to court documents.

The total amount of the fraudulent checks was more than $3,600.

Missing Person Tampa, FL Man With Dementia and PTSD Missing

Tampa police are reaching out to the public for help in locating a missing person who suffers from PTSD and dementia.

According to deputies, 67-year-old Jerome Connley has been missing since Saturday. Connley lives at 15350 Amberly Drive in Tampa and was last seen around 2 p.m. Saturday in the New Tampa area.

He’s a black male, approximately 5’10, 175 lbs, and was last seen wearing a dark green University of South Florida shirt and olive colored shorts.

Tampa Police say he left his apartment and hasn’t returned. His car with his wallet and cell phone were found in New Tampa Park.

Private Detective: Woman Arrested After Children Found Living in Unsanitary Conditions

A Madison County woman was arrested after police say they discovered her children living in deplorable conditions.

Emmy R. Bennett was arrested last Thursday after Richmond Police conducted a welfare check at her residence.

Officers responded to Bennett’s residence to check on the welfare of the children in the home following a complaint. Upon arrival, officers observed that Bennett appeared to be highly intoxicated.

Inside the home officers observed that the residence was unclean/unsanitary with trash throughout. Two small children were inside a bedroom sleeping on a small mat on the floor. The door to the bedroom was barricaded by a large tote.

Officers discovered another child in a separate room where the door was locked from the outside.

Bennett was taken into custody and charged for Criminal Abuse 1st Degree. The children were given to the care of other family members.

Private Detective: Man Arrested After Stolen Truck Crashes Into Deputy’s Cruiser

A teenager was arrested after authorities say the stolen car he was driving crashed into a Madison County Deputy’s cruiser.

According to officials, deputies responded to Countryside Motel in attempt to recover a stolen truck reported by Berea Police Department.

Upon arrival at Countryside Motel, one of the responding deputies observed a vehicle matching the description of the stolen vehicle. According to the sheriff’s office, as they approached the truck, the driver attempted to flee the scene, colliding with a Madison County Sheriff’s Office cruiser causing minor damage.

Deputies removed the driver of the truck and he was arrested.

Brandon Hacker, 19, of Richmond was charged with two counts of  wanton endangerment, criminal mischief, receiving stolen property $10,000 or more, possession of marijuana, possession of drug paraphernalia, and multiple traffic offenses. Hacker was lodged in the Madison County Detention Center and received two additional charges of custodial interference.

The additional charges stem from the two other occupants of the vehicle, identified as missing juveniles from Madison County. The juveniles were transported to the Madison County Sheriff’s Office and later released to their parents.

Missing Person 22 Year Old Kansas City, MO Woman

Kansas City police are asking for the public’s help finding a missing 22-year-old woman who may be endangered.

Authorities said that Venessa Moran was last seen near her residence near 70th Street and North Mercier Court. She was wearing glasses, a pink jacket, and blue jeans.

Police said that she suffers from seizures and has a diminished mental capacity due to a previous brain injury.
